471. Iran's Declining Influence in Iraq

Abstract:
''Three Whom God Should Not Have Created: Persians, Jews, and Flies,'' was the provocative title of a pamphlet published in 1940 by Saddam Hussein's uncle, Khairallah Talfah. Saddam himself incorporated suchanti-Iranian sentiment into Ba'athist state ideology after his rise to power in 1979 and into the bloody 1980—1988 Iran—Iraq war. Such hostility is still visible today under the Victory Arch, popularly known as the Crossed Swords, in central Baghdad where thousands of the helmets of Iranian soldiers are held in nets, with some half buried in the ground. Before 2003, every year Saddam and his soldiers would proudly march over the helmets, as the symbol of Iraq's triumph over Persia.

Abstract:
The US-Turkish relationship has faced trouble since the Iraq War. On the one hand, the current Justice and Development Party government has pursued new foreign policy initiatives toward its neighbors in the Middle East. Turkey's approach toward Iran, for instance, has caused policy makers and commentators in Washington to wonder "did the United States lose Turkey?" On the other hand, we have observed a rise of anti-Americanism in Turkey. During the Cold War era, anti-Americanism in Turkey was not so widespread; it was contained to leftist circles. Since 2003, in contrast, anti-American attitudes have become widespread among citizens regardless of their political and ideological positions. What accounts for this rise of Turkish public opinion unfavorable to the United States? Under what conditions could the image of America in Turkey improve? Giray Sadik's American Image in Turkey addresses these interesting and important questions. He considers how American foreign policy has affected Turkish public opinion toward the United States between 2000 and 2006.

Nine years after U.S. troops toppled Saddam Hussein and just a few months after the last U.S. soldier left Iraq, the country has become something close to a failed state. Prime Minister Nouri al-Maliki presides over a system rife with corruption and brutality, in which political leaders use security forces and militias to repress enemies and intimidate the general population. The law exists as a weapon to be wielded against rivals and to hide the misdeeds of allies. The dream of an Iraq governed by elected leaders answerable to the people is rapidly fading away.

In "Time to Attack Iran" (January/February 2012), Matthew Kroenig takes a page out of the decade-old playbook used by advocates of the Iraq war. He portrays the threat of a nuclear-armed Iran as both grave and imminent, arguing that the United States has little choice but to attack Iran now before it is too late. Then, after offering the caveat that "attacking Iran is hardly an attractive prospect," he goes on to portray military action as preferable to other available alternatives and concludes that the United States can manage all the associated risks. Preventive war, according to Kroenig, is "the least bad option."

Abstract:
According to the Global Language Monitor, which tracks the top 50,000 media sources throughout the world, the "rise of China" has been the most read-about news story of the twenty-first century, surpassing the September 11 terrorist attacks, the Iraq War, the election of Barack Obama, and the British royal wedding. One reason for the story's popularity, presumably, is that the rise of China entails the decline of the United States. While China's economy grows at 9 percent annually, the United States reels from economic recession, costly wars in Iraq and Afghanistan, and massive budget deficits. This divergence in fortunes has produced two pieces of conventional wisdom in U.S. and Chinese foreign policy debates. First, the United States is in decline relative to China. Second, much of this decline is the result of globalization-the integration of national economies and resultant diffusion of technology from developed to developing countries-and the hegemonic burdens the United States bears to sustain globalization.

Abstract:
Within days of the official ceremonies marking the end of the U.S. mission in Iraq, Prime Minister Nouri al-Maliki moved to indict Vice President Tariq al-Hashemi on terrorism charges and sought to remove Deputy Prime Minister Saleh al-Mutlaq from his position, triggering a major political crisis that fully revealed Iraq as an unstable, undemocratic country governed by raw competition for power and barely affected by institutional arrangements. Large-scale violence immediately flared up again, with a series of terrorist attacks against mostly Shi'i targets reminiscent of the worst days of 2006.

Abstract:
Carl Schramm, president and chief executive officer of the Ewing Marion Kauffman Foundation, published a paper in Foreign Affairs in 2010 entitled “Expeditionary Economics,” arguing that the economies of Iraq and Afghanistan have shown few signs of progress. Schramm makes the case for the military to engage broadly in midconflict and postconflict reconstruction using a variety of tools. Economic reconstruction must be a part of a three-legged strategy, following invasion and stabilization. To do reconstruction, the military needs to expand its areas of competence, rid itself of its central planning mentality, and become a more flexible force that can facilitate economic growth while trying to stabilize the regions in which it is engaged.

Abstract:
As Afghanistan and Iraq enter a difficult transition period, women in these countries are increasingly vulnerable to having their rights and opportunities set back at least a generation. Deteriorating security in both countries also places women on the front lines again. In Iraq, the women's rights movement has stagnated, quotas protecting women's political inclusion risk being eliminated, and efforts have stalled to revise Article 41 of the Iraqi Constitution, the problematic article that relates to personal status laws. In Afghanistan, women continue to be largely excluded from the peace process, and reconciliation efforts with the Taliban could undermine the significant gains women have achieved since 2001. Advancing women's empowerment is an essential priority for the transition in each country as it can contribute directly to sustainable stability. The current transition period represents a critical time to assess lessons learned from U.S. engagement in both countries, particularly regarding women's programming. Undertaking such an assessment is timely and important given serious budget constraints facing the foreign affairs community, potential donor fatigue, and limited resources. By identifying common challenges and best practices, these lessons can carry over into future programming for women in conflict and postconflict zones, thus making such projects more effective. The lessons learned and best practices that emerge from this project will inform implementation of the U.S. National Action Plan on Women, Peace, and Security.

480. Iraq and the Kurds: The High-Stakes Hydrocarbons Gambit

A simmering conflict over territories and resources in north-ern Iraq is slowly coming to a boil. In early April 2012, the Kurdistan regional government (KRG) suspended its supply of oil for export through the national Iraqi pipeline, claiming Baghdad had not fully repaid operating costs to producing companies. The federal government responded by threatening to deduct what the oil would have generated in sales from the KRG's annual budget allocation, poten-tially halving it. This latest flare-up in perennially tense Erbil-Baghdad relations has highlighted the troubling fact that not only have the two sides failed to resolve their dif-ferences but also that, by striking out on unilateral courses, they have deepened them to the point that a solution appears more remote than ever. It is late already, but the best way forward is a deal between Baghdad and Erbil, centred on a federal hydrocarbons law and a compromise on dis-puted territories. International actors – the UN with its tech-nical expertise, the U.S. given its unique responsibility as well as strategic interest in keeping things on an even keel – should launch a new initiative to bring the two back to the table.
