211. The Battle of Western Mosul: Stakes and prospects

Abstract:
This paper reviews the importance of western Mosul to all parties in the conflict: the Iraqi forces and their allies, on the one hand, and the Islamic State’s forces, on the other, and the obstacles to any of these parties resolving the conflict. It also touches on the extent of their forces and the clear dominance of the offensive forces, and it discusses the military strategies for the battle and potential outcomes in addition to the available options for the Islamic State (IS). It anticipates an end to the fight in favour of the Iraqi forces within a few weeks if the battle and its results progress at a similar pace to that of its first week. This will depend on any unaccounted for variables during the battle that would change the equation on the ground. It concludes by discussing the available options for IS after the battle ends, with the expectation that IS will fight until the end; while its commanders will inevitability lose the battle, this will not eliminate threats to security and stability in Iraq in the foreseeable future.

The Kurds of Iraq have been patiently waiting for the right time to secede from the troubled state. Monday's referendum turnout was high and the result was clear: 92 per cent are overwhelmingly in favour of independence. While many Kurds felt the time was right to have a referendum on the question of independence, it is the worst time for all regional stakeholders and the Kurds may have made it more difficult for themselves to realize their national dream.

Abstract:
The liberation of the Islamic State of Iraq and al-Sh­am’s (ISIS) urban holdings in Iraq was necessary but not sufficient to secure America’s vital national interests. ISIS has lost neither the will nor the capability to fight, even as it withdraws into desert hideouts and sleeper cell formations in November 2017. Rather, dispersed ISIS militants have begun an insurgent campaign in northern and western Iraq as some of its foreign fighters have returned to their home countries to serve in ISIS’s external operations network.

Abstract:
The Iraqi government prioritizes rehabilitation of the oil sector in northern provinces, especially after it regained control of oil fields in Kirkuk and Mosul and forced out the Kurdish Peshmerga in mid-Octo- ber 2017. The government also plans to sign contracts with foreign companies to double production in northern Kirkuk and seeks to rehabilitate a pipeline between Kirkuk and the Turkish port of Ceyhan, that was massively damaged by several attacks in the past two years. However government efforts are facing several challenges.

Abstract:
The Islamic State (IS) movement has opened a new chapter in the Afpak region, changing the landscape of militant movements in the area. This article looks at the patterns of rivalry and collaboration between the Islamic State on one side and Al-Qaeda and Taliban-related movements on the other. It also surveys the way Al-Qaeda has developed during the past years where most of the international attention has been devoted to the formation of IS in Iraq/Syria, and shows that Al-Qaeda is still active, though it has become more locally oriented. Finally, the article looks at the prospects for the further expansion of IS especially in Pakistan where, on one side, a range of sectarian anti-Shia movements that resonate with parts of the IS agenda while, on the other side, there is no ideological tradition for embracing the kind of caliphate-jihadism that the IS advocates.

217. Countering Sexual Violence in Conflict

Abstract:
Armies and armed groups often subject noncombatants—particularly women and children—to conflict-related sexual violence, such as rape, sexual slavery, and forced marriage. Despite international recognition of this devastating abuse as a crime against humanity, sexual violence continues to plague conflicts from the Democratic Republic of Congo (DRC) to Syria. This practice has also proliferated among extremist groups, including Boko Haram in Nigeria and the self-proclaimed Islamic State in Iraq and Syria. Additionally, sexual violence has tarnished the operations of peacekeepers charged with protecting civilians, thereby undermining the integrity and effectiveness of international peacekeeping institutions across the globe. Sexual violence in conflict is not simply a gross violation of human rights—it is also a security challenge. Wartime rape fuels displacement, weakens governance, and destabilizes communities, thereby inhibiting postconflict reconciliation and imperiling long-term stability. Combating conflict-related sexual violence merits a higher place on the U.S. foreign policy agenda. Although the U.S. government has taken modest steps to address sexual violence in conflict under successive Republican and Democratic administrations, more action is needed. To counter such violence, the Donald J. Trump administration should require training on conflict-related sexual violence in U.S. security cooperation efforts; expand the number of women serving in militaries, police, and peacekeeping forces around the world; increase accountability for the crime of sexual violence; and undermine terrorist financing streams raised through the abduction of women and children. These steps will help the United States and its allies respond effectively to the security threat posed by conflict-related sexual violence and advance U.S. interests in peace and stability.

218. Recruitment of Europeans into ISIS

Abstract:
Europe, and most importantly, Western Europe has become a fertile ground for ISIS recruits. Western Muslim Europeans have been making the trip to Syria and Iraq, filling in the ranks of ISIS, and back. Western intelligence agencies are faced with multiple challenges: what is the level of threat those war hardened returned fighters represent to public safety? Can these returned jihadists become de-radicalized and re-enter the society, without killing anybody that does not agree with their ideology? The purpose of this study is to present to counter-terrorism policy makers, the reasons Western European Muslims born and converted become radicalized, by presenting the psychological factors that contribute to the radicalization of the Western European Youth, towards jihadism. Furthermore, by using the Freudian splitting of the Id, the Ego, and the Superego, it examines how Muslim extremists using tenants of the Muslim faith are influencing the psychic of the youth toward radicalization, as the only true expression of the Muslim faith. This study also examines, how fundamentalism impacts the minds of “believers” and castigates everybody else that is considered a “non-believer”, while influencing the path of a young mind towards his or her becoming the defender of the Ummah, or the Muslim community at large. Finally, what lessons security agencies can learn and apply towards, before a youth becomes radicalized and then jihadist and makes the trip to ISIS fold, and after the return of the well grown jihadist by now, back to European society.

Abstract:
In our feature article, Seamus Hughes and Alexander Meleagrou-Hitchens focus on the threat to the United States from the Islamic State’s “virtual entrepreneurs” who have been using social media and encryption applications to recruit and correspond with sympathizers in the West, encouraging and directing them to engage in terrorist activity. They find that since 2014, contact with a virtual entrepreneur has been a feature of eight terrorist plots in the United States, involving 13 individuals. In our other cover article, Ahmet Yayla, the former police counterterrorism chief in the Turkish city of Sanliurfa near the Syrian border, outlines how investigations into the New Year’s Eve Reina nightclub attack in Istanbul have made clear the “immense scale of the Islamic State threat to Turkey.” While the attack, remotely steered by Islamic State operatives in Raqqa, was the work of a single gunman, a 50-strong network in Istanbul with access to at least half a million dollars provided logistical support. With the Islamic State declaring all-out war on Turkey, Turkish counterterrorism capacity severely weakened by recent purges, as many as 2,000 Islamic State fighters already on Turkish soil, and the possibility that Islamic State fighters will flood into Turkey as the caliphate crumbles, Yayla warns of severe implications for international security. Daniel Heinke, the director of the state bureau of investigation (LKA) in Bremen, outlines the key findings of an official German study of almost 800 German foreign fighters—the largest such study by a Western government—and the takeaways for smarter counterterrorism. He notes that while the number of Germans traveling to join the Islamic State has slowed to a trickle, there has been a surge in violent Islamist extremism inside the country, creating concern that returning foreign fighters will add “lethal capabilities to an already highly adrenalized Islamist community.” Andrew Zammit outlines how the jihadi threat in Australia has transformed since the Islamic State called for attacks in Western countries. While there has been an increase in attacks and plots in Australia, they have also become less sophisticated and ambitious. Finally, Matthew DuPée examines the growing financial windfall the Afghan Taliban and other jihadi groups are extracting from illegal mining in Afghanistan, which is now providing the Taliban with as much as $300 million in revenue per year.

In our April cover article, Michael Knights and Alexander Mello examine the Islamic State’s ongoing defense of Mosul. Despite the group’s use of innovative and lethal tactics such as pairing car bombs and drones, it has been outfought by coalition-backed Iraqi forces, which liberated eastern Mosul in January. With Islamic State fighters now engaged in a final fight on the western side of the Tigris, the authors describe how the group continues to prioritize mobile defensive tactics to seize the initiative and mount counterattacks. Our interview is with Bernard Kleinman, an American defense attorney who has been on the defense teams of several high-profile individuals in terrorism cases, including Ramzi Yousef, Khalid Sheikh Mohammed, Abu Anas al-Libi, and alleged USS Cole mastermind Abd al-Rahim al-Nashiri. Mirroring the global rift between al-Qa`ida and the Islamic State, Kleinman reveals that almost all the prominent alleged al-Qa`ida figures in U.S. custody he has had conversations with since 2014 are disturbed by the actions of the Islamic State, which they view as corrupting Islam and illegitimately targeting Shi`a for death. Kleinman reveals his client Ramzi Yousef, who is being held in the “Supermax” facility in Florence, Colorado, recently finished writing a 250-page treatise theologically repudiating the Islamic State. Kleinman also weighs in on the Guantanamo Bay military tribunal process and the relationship between Iran and al-Qa`ida, which his clients have described as being driven by a “my enemy’s enemy is my ally” logic. That is also the conclusion of Assaf Moghadam who draws on recently declassified Abbottabad letters and court documents to argue the relationship between Iran and al-Qa`ida, while historically not without tensions, is best understood as a tactical cooperation that is based on cost-benefit calculations. He argues that despite the intervention of Iran and its proxies in the Syrian civil war, these calculations are unlikely to change anytime soon. Fifteen years ago this month, al-Qa`ida detonated a truck bomb outside the el-Ghriba synagogue in Djerba, Tunisia, killing 19, including 16 German and French tourists. Aaron Zelin sheds new light on al-Qa`ida’s first successful international attack after 9/11, drawing on court documents and detention files. Finally, with concern growing over the Islamic State threat to Jordan, Sean Yom and Katrina Sammour assess the social and political dimensions behind youth radicalization in the kingdom.
