Abstract:
War in Iraq has lasted more than four years. It has required far greater resources than anticipated. The longer-term goals are still far from realization. The price the United States and Iraq are paying in blood and treasure continues to mount. The time has come to chart a clearer path forward, taking into account the regional and global contexts. Americans want an approach that protects U.S. vital interests and can therefore be supported across a wide range of the political spectrum. As Washington prepares for a critical debate in Congress this fall on what should be done in Iraq, the United States Institute of Peace convened over the summer a group of experts with many different political affiliations to consider next steps over a three-year time horizon. This USIPeace Briefing, prepared by Daniel Serwer, USIP vice president for peace and stability operations, describes their main conclusions. Areas of serious disagreement are noted. Those participants in the discussions wishing to be identified are listed at the end. Abstract:
In this policy brief, based on the book with the same title, Ramesh Thakur argues that Iraq confi rms that, as with terrorism, a war of aggression is an unacceptable tactic no matter how just the cause. What was meant as an awesome demonstration of limitless American might and willpower turned out to prove the limits of American power in defeating even a small band of insurgents fighting urban warfare with their own bodies as the primary weapon-delivery system. The fallout with respect to Iran suggests that the United Nations cannot contemptuously be brushed aside as irrelevant and disposable in one crisis, only to be lifted out of the rubbish bin of history, dusted off and put to use in another.

Decisions over the use of force are the most significant and dangerous that leaders must take, both morally and in terms of achieving their goals. Consideration of the reasons that can justify behaviour resulting in the elimination of human life is as philosophical and ethical as it is political and legal. In the context of exponential increases in the destructiveness of war, particularly with the proliferation of weapons of mass destruction, such consideration assumes an even greater significance.

1214. Iraq’s Political Factions: The Last Chance to Build a Governing Coalition?

President Bush is renewing his efforts to create an Iraq that can govern, sustain, and defend itself, and is throwing more resources at the project. The first priority must be governance, however, as administration and defense cannot happen without a functioning government. And government cannot function without a legitimate, broad-based, political consensus. Such a consensus has eluded Iraqis since March 2003, and the President’s new strategy includes no political program to create such a consensus. Instead, he counts on creating a coalition of existing “moderates,” which do not exist, as the intense violence within Iraq clearly demonstrates. Thus, the President’s troop increases, economic assistance, and intensified train- ing will likely prove futile.

Troop levels in Iraq have been one of the most hotly contested issues om American foreign policy over the past three years, from debates over the initial deployment in 2003 to those surrounding the troop surge in 2007. The Bush administration has faced significant criticism for ignoring the conventional wisdom regarding the number of soldiers required to secure Iraq, and recent attempts to change course in this area are seen by some as too little, too late. Specifically, the Pentagon’s deployment of only 120,000 American troops for the invasion and the decision by Paul Bremer, U.S. Administrator in Iraq, to disband the Iraqi army and police has kept the ratio of security forces to Iraqi civilians well below the 20 per 1,000 seen as the basic ante required to play the high stakes stabilization game. Many supporters of higher troop levels blame these missteps for the emergence of the robust insurgency and the coalition’s failure to defeat it. But where exactly does the 20 per 1,000 figure come from, how strong is the evidence sup- porting it, and what steps are being taken to assess and improve the conventional wisdom in this area? While the answer to the first part of the question is relatively accessible, the latter are more difficult. They address a daunting problem, but unveil a disconnect between the objectives and methods of policy and social science.

Afghanistan is increasingly seen as Iraq in slow motion. It is not. The headlines of car bombs and casualty tolls echo each other, but mask deep differences in each society and in the dynamics of each insurgency. As Iraq has descended into civil war, Afghanistan's center has held. The government remains weak, but power holders and the public show no appetite for a return to internecine fighting. The insurgency remains solvent because of safe havens across the border in Pakistan, but has been unable to expand upon its toehold in Afghanistan or offer a compelling alternative to the status quo.

In May 2007, a draft Oil and Gas Law was sent by the Iraqi cabinet to Parliament, and according to government plans, it was to have been passed into law by the end of May. The law faces strong popular, technocratic, and political resistance—indeed in early June, the new Iraqi military was in the southern oilfields with a warrant to arrest leaders of the Iraq Federation of Oil Unions who oppose core sections of the law and who demand that no law is passed without consultation with civil society and themselves as principal elements within it. Parliament subsequently went into summer recess without considering the draft.

When this Council Special Report (CSR) was first issued in February 2007, the debate over the surge was raging. President George W. Bush had only announced his intention to deploy additional troops. Democrats and Republicans rushed to the barricades either to deplore or to defend it. This report, however, saw the surge as inevitable—since its opponents were powerless to stop it—and, more importantly, as beside the point.

Abstract:
Northern Iraq has seen ethnic mobilization and violent political conflict since the creation of the current state system in the interwar period. Throughout this period, Iraq's Kurds have rejected attempts of various governments to assimilate and absorb them into their pan-Arab ideologies. The underlying fear on behalf of Turkey's government is that an independent Kurdistan would have an osmotic effect and automatically strengthen irredentist and pan-Kurdish segments and sentiments among Turkish Kurds and in a worst case scenario lead to a renewed intra-state conflict between separatists and the state on the scale of the early 1990s.
