On April 28, 2006, Jeffrey White, Matt Sherman, and Michael Eisenstadt addressed The Washington Institute's Special Policy Forum. Jeffrey White, the Berrie Defense Fellow at The Washington Institute, spent thirty-four years with the Defense Intelligence Agency. Matt Sherman recently returned from Iraq after serving for two years as the senior coalition advisor to the Iraqi Ministry of the Interior. During his tenure, he counseled four interior ministers and was the lead coordinator for policy on Iraqi police services. Michael Eisenstadt is director of The Washington Institute's Military and Security Studies Program, and is the coauthor, with Jeffrey White, of the Institute Policy Focus, Assessing Iraq's Sunni Arab Insurgency. The following is a rapporteur's summary of their remarks.

Abstract:
Iran's nuclear program presents one more issue on which Washington sees Middle East developments in a different light than does the Justice and Development Party (AKP) government in Turkey. Since coming to power in November 2002, AKP leaders have pursued rapprochement with Damascus and enhanced dialogue with Iran. In March 2006, the AKP welcomed Hamas leaders in Ankara. It is surprising that Turkey, a traditional bastion of Western policies in the Middle East, is promoting close ties with anti-Western actors that have hurt Turkey for decades—Syria provided safe haven to the terrorist Kurdistan Workers Party (PKK) and Iran supported the PKK and radical Islamist terrorists. Why do the Turkish people not resent such policies? The Iraq war and the U.S. agenda for political transformation in the Middle East have clashed with the Turkish people's desire to preserve the Middle Eastern political landscape. What is more, U.S. inaction against the PKK's Qandil enclave in Northern Iraq is angering most Turks in the way Syrian and Iranian support for the PKK upset them in the 1990s. Turkish confusion and anger toward the United States stands in sharp contrast with the improved image of Syria and Iran in Turkey. Meanwhile, with AKP discussing Middle Eastern politics in terms of Islamic codes, some Turks now identify with the region through Islam and not their national identity. The challenge for Washington is to find a way to prevent Turkey's popular slide away from the United States.

Abstract:
The ongoing debate over whether or not Iraq is on the verge or in the midst of a civil war is a distraction from the main challenge the United States now faces in Iraq: how to reduce or contain sectarian (and ethnic) violence that could derail the political process and drag Iraq's neighbors into the conflict. That said, the recent increase in sectarian violence following the attack on Samarra's Askariyya Shrine does not necessarily alter the fundamental character of the conflict: attacks on Shiites have long been an important element of Sunni Arab insurgent operations, although Shiites have only recently begun striking back in a sustained way. The violence does, however, have the potential to spiral out of control should another insurgent attack damage an important Shiite shrine or result in very large loss of life.

Abstract:
Khalid Mishal, a Hamas leader currently residing in Damascus, visited Ankara today. Despite fierce debate in the Turkish press and objections from the secular-minded foreign policy elite, Mishal's visit went ahead with backing from Turkish prime minister Tayyip Erdogan and his Justice and Development Party (AKP) government. From the American perspective, the visit is important for three reasons. First, it could potentially hurt Turkey's longstanding role as an honest broker between the Israelis and the Palestinians. Second, it serves as yet another foreign policy breech between Turkey and the West. Third, the visit is a telltale sign of the AKP's policy of “strategic depth” toward the Middle East, a policy that Washington needs to understand given U.S. objectives in Iraq, Syria, and Iran.

Dans cet article, Thomas Hegghammer analyse, au travers d'un échantillon de deux cent cinq « martyrs » saoudiens tués en Irak depuis 2003, les différentes trajectoires ayant conduit de jeunes Saoudiens établis d'embrasser le combat et une mort probable sur le champ de bataille irakien. L'étude de leurs trajectoires individuelles et collectives permet d'avoir une image plus complexe et détaillée de leurs antécédents, de leurs motivations, de leurs modes de recrutement ainsi que de leur rôle dans l'insurrection irakienne. En montrant que leur origine géographique et sociale ne joue pas un rôle déterminant, que des motivations plus généralement sociales et politiques jouent un rôle crucial et qu'il s'agit d'une génération différente de celle des « Arabes afghans » et de l'ancien réseau Al-Qaïda, cet article remet en question nombre de représentations communes du phénomène. Il montre également que, contrairement à ce qui est généralement dit, le « contingent » saoudien ne semble pas jouer un rôle crucial dans l'insurrection en Irak.

Public opinion surveys show that Iraqis feel the greatest security threat they face is not the insurgency or sectarian conflict but pervasive criminal violence. For a people accustomed to a stifling regime security presence under Saddam Hussein—and the correspondingly safe streets—the post-intervention upsurge in murder, home invasion robbery, kidnapping, carjacking, and rape is fundamentally disturbing.

Abstract:
A UN/World Bank survey conducted after the fall of the Saddam Hussein regime revealed that even though women represented about 55 percent of Iraq's population, they made up only 23 percent of the workforce. Although the international community and Iraqis have since devoted considerable attention to boosting the status of women in Iraq, most of these efforts have focused on the social and political empowerment of women. Full democratic consolidation in Iraq can only be achieved by guaranteeing, in addition, a leading economic role for women in Iraq.

As Iraq teeters on the precipice of a civil war, Abu Musab al-Zarqawi, al Qaeda's leader in Iraq, continues to search for ways to push the country over the edge.1 Yet questions linger about Zarqawi's ultimate motivation: Is it his loathing of foreign occupation forces that make him tick? Or is his hatred of Iraq's Shia the essential and irreducible sentiment that sustains his violent jihad? This distinction between Zarqawi's quest to promote a Sunni-Shia civil war and al Qaeda's broader goal of waging a universal battle that unites all Muslims against Western "infidels" has many implications, not merely for the future of Iraq, but also for the Middle East and the war on terror itself.

Since its revolutionary birth in 1979, the Islamic Republic of Iran has had a turbulent existence in international relations. From the US hostage crisis to the Iran-Iraq War to the current provocative development of its nuclear program, the short history of the Islamic Republic of Iran has been characterized by its volatile foreign politics. In fact, this is a feature very much resemblant of the country's tumultuous past, born from both its immense energy resources and its geo-strategic location. Regardless if Iran was under the rule of a Shah or the ultimate power of an Ayatollah, since the discovery of oil in the early 1900s, Iran's generous natural endowments have created an intimate link between itself and geopolitical competition.
