1. CCAS Conference on Iraq Twenty Years On: Prospects of Epistemic Reconstruction

Abstract:
Commemorating the 2003 invasion of Iraq twenty years on, CCAS hosted a conference exploring the invasion’s economic, social, and geopolitical consequences, as well as its representation in Iraqi arts and culture. The conference, held on March 31 in partnership with George Mason University’s Middle East and Islamic Studies Program and the Arab Studies Institute, also included a screening of the 2004 documentary, About Baghdad, the first film made after the fall of the Ba‘th regime. The film screening provided a way of foregrounding native Iraqi voices and perspective on the aftermath of the war and was followed by a discussion with the film’s directors. The conference’s first panel session, titled “The Invasion of Iraq and After: Twenty Years On,” offered concise insights from a broad range of angles: the occupying forces, the state, the geopolitical order, and most importantly, ordinary Iraqis. It convened panelists with a considerable history of intellectual engagement with the subject, who had the challenge of presenting their work in only twelve minutes each—twelve minutes for “twenty years and more, and one million lives,” remarked Iraqi writer Sinan Antoon on the magnitude of responsibility in the task at hand. With emphasis on the process of constructing historical narratives while silencing certain historical events, Antoon highlighted how the “United States of Amnesia” has ignored or romanticized its actions (read congenital crimes) in the 1991 Gulf War and the 2003 invasion of Iraq. These actions, he asserted, led to the devastation of Iraq’s infrastructure, economic collapse, and the suffering of its people under American sanctions.

2. Congregations turned to Actors: The case of Christian Local Reconstruction Committees in Nineveh

Abstract:
Local religious actors can play important roles in the physical and emotional rehabilitation of conflict-affected communities. In this study, the role of the Church-led local reconstruction committees (LRCs) in sustainable community rehabilitation in the Nineveh Plains of northern Iraq was examined on the basis of qualitative field research. The LRCs were formed after the liberation of the Nineveh Plains from the so-called Islamic State to directly engage conflict survivors, reduce dependency on external actors, enhance intra- and inter-community collaboration, and facilitate the rehabilitation process. The study demonstrates that despite complex security and political dynamics, local Church leaders can be strong local actors and drivers of change, particularly in influencing post-conflict rehabilitation and the rebuilding of communities. However, they need to be sensitive to the complex and highly politicised inter-communal and socio-political dynamics. This study concludes by providing a number of practical policy recommendations to local, national and international stakeholders.

3. Reconstructing Iraq: Where Do We Stand

Abstract:
This month last year, the Kuwaiti government hosted a ‘Conference for the Reconstruction of Iraq’. It was attended by the United Nations Secretary General, António Guterres, along with dozens of foreign ministers and large numbers of other government and business representatives. The timing was perfect for Iraq. The country had recently announced the military defeat of the Islamic State (IS) and was enjoying an unprecedented level of optimism and all-round international good will. Until then, Iraq had for a number of years been suffering from a severe economic crisis, precipitated largely by decades of poor management of state resources, never-ending wars and crises, and the drop in oil prices. Hence, the country needed help and, luckily for the Iraqis, its neighbours were willing to help because failure to address reconstruction needs would add to the country’s fragility and chronic instability.

4. The New KRG Cabinet: Visions and Strategies for the Next Four Years

The 9th KRG Cabinet was formed in July of 2019. At its inception, the PM committed his new cabinet to a manifesto consisting of 52 critical reforms, designed to fulfill his pledge to improve services, enhance the rule of law, strengthen government institutions, and address chronic problems that have plagued Iraq for 100 years. All cabinet ministers were tasked, from the outset, with the mandate to prepare their respective ministries for the implementation of that manifesto. In his opening remarks, Dlawer Ala’Aldeen stated that, following the debate with the Prime Minister, who described his vision and strategies for the KRG Cabinet overall, this panel would dig deeper into the specific action plans of four key service-related ministries. These include the Ministries of Education, Health, Electricity, and Reconstruction & Housing. The Ministry of Planning, which plays a central role in the overall operation of the government and the expenditure of its budget, would be engaged as well.

5. Stabilizing and Reconstructing Iraq: A Challenging Path Ahead

Iraq has militarily defeated the terrorist organization ISIS. This is the good news, which was also underlined at the recent Global Coalition to Defeat ISIS meeting in Kuwait on 13 February 2018 held in conjunction with the Kuwaiti Reconstruction Conference for Iraq. Yet the task ahead is as daunting as any military campaign. Now Iraq needs to rebuild and to heal its communities to foster an inclusive national identity. Challenges remain, from funding continuing stabilization efforts to the even larger resources needed for reconstruction over the coming years. According to announcements made at the Iraqi reconstruction conference in Kuwait, donors have pledged a decent amount, around $30 billion, although $88 billion was touted as the desired amount by the Iraqi Government. The Gulf countries and Turkey are becoming new large donors. The private sector also showed significant interest, although corruption is still a major concern, which the Iraqi government seeks to address. Continued stabilization is making it possible and desirable for internally displaced persons (IDPs) to return to their homes. Over 3 million Iraqis have returned, but more await in camps or temporary accommodations. Equally important is reconciliation. The UN is working with the Iraqi government to implement this at the national level. Baghdad and Erbil should pursue continued dialogue and concrete steps forward, including on the thorny issue of Kirkuk, in accordance with the Iraqi Constitution. Inclusiveness for Sunnis is important, both during reconstruction and before and after elections, as their disenfranchisement helped produce fertile soil for ISIS. Yet reconciliation should not be only top-down, and local community efforts undertaken by Iraqi civil society organizations are essential. Reconstruction funding should be tied to government reforms and more importantly, to tangible progress on reconciliation and political accommodation efforts. A novel aspect of the conference was the US administration’s new approach to burden-sharing in the aftermath of the ISIS presence in Iraq. President Trump wants to build infrastructure at home in the US and has tweeted dismissively about the $7 trillion the US has already spent in the Middle East. The United States will not disburse public funding for reconstruction, which is seen as nation-building, although it remains among the top contributors to humanitarian and stabilization assistance and will provide loans to private companies. Yet even such investments could pose additional risk for American companies because of sanctions against Iran, whose economic presence is felt in several important sectors. Instead, the US encouraged international institutions and others to step up, and Saudi Arabia, for example, contributed $1.5 billion. Leading up to the conference, the US facilitated a diplomatic reconciliation process between Iraq and Saudi Arabia for outstanding debts owed to Riyadh. The conference also gave Prime Minister Haider al Abadi a strong platform for brandishing his vision of a united Iraq, although some areas, particularly in the Sunni parts of the country, still feel excluded from reconstruction planning. Still, it is an open question whether that positive vision is enough to bring him another governing coalition following the Iraqi parliamentary elections in May. The continued presence of American military forces is increasingly a topic of contention in the elections.

6. Post-ISIS Challenges for Stabilization: Iraq, Syria and the U.S. Approach

The fight in Iraq and Syria against the brutal terrorist organization Islamic State (ISIS) has been led by an unprecedented international coalition, with the U.S. as the galvanizing diplomatic and military component. ISIS was defeated militarily in Iraq at the end of last year, but even today small pockets remain as a fighting force in Syria. As the war is won, peace must be secured. Key to that effort is post-conflict stabilization through restoration of essential services and a gradual return of governance. As the U.S. National Security Strategy puts it, “instability and weak governance threaten U.S. interests.” In Iraq and Syria, reasserting stability is vital so that terrorist organizations do not find fertile ground again. This report draws some lessons from Iraq and Syria on stabilization efforts and the path forward. The backdrop is the evolving U.S. approach to stabilization under the Trump administration. On June 19, 2018, the administration published the final version of the Stabilization Assistance Review report, which provides an inter-agency definition of stabilization, including a more hard-nosed approach to sharing the burden with partners in accordance with President Trump’s priorities. The review also draws demarcation lines between humanitarian assistance, stabilization, and reconstruction. Stabilization is short-term and transitional, and thus also limits the time frame for U.S. engagement. However, the U.S. no longer provides public funding for reconstruction to avoid nation-building, which the administration has declared to be off limits.

IN EARLY 2017, Iraqi security forces (ISF) are likely to liberate Mosul from Islamic State control. But given the dramatic comebacks staged by the Islamic State and its predecessors in the city in 2004, 2007, and 2014, one can justifiably ask what will stop IS or a similar movement from lying low, regenerating, and wiping away the costly gains of the current war. This paper aims to fill an important gap in the literature on Mosul, the capital of Ninawa province, by looking closely at the underexplored issue of security arrangements for the city after its liberation, in particular how security forces should be structured and controlled to prevent an IS recurrence. Though “big picture” political deals over Mosul’s future may ultimately be decisive, the first priority of the Iraqi-international coalition is to secure Mosul. As John Paul Vann, a U.S. military advisor in Vietnam, noted decades ago: “Security may be ten percent of the problem, or it may be ninety percent, but whichever it is, it’s the first ten percent or the first ninety percent. Without security, nothing else we do will last.”

8. Choosing to Return? Prospects for Durable Solutions in Iraq

Abstract:
In the aftermath of the rapid advance of Daesh through central parts of Iraq, a humanitarian crisis of significant proportion remains. Since March 2015, over 458,000 people have returned to their places of origin. Many have been driven by government guarantees of improved security coupled with a lack of access to land, food and income generating activities in displacement sites. They have returned under precarious conditions, without the support required to ensure progress towards durable solutions, and they rely on assistance to recover and rebuild. Efforts must be made to ensure that returns are safe, dignified and sustainable. This paper outlines the current situation and provides recommendations for the Government of Iraq, UN agencies, donors and NGOs.

Featuring the testimony of close to seventy Iraqis from all walks of life, Voices from Iraq builds a riveting chronological history unmatched for its insight and revelations. Here is a history of the war in Iraq as told entirely by Iraqis living through the U.S. invasion and occupation. Beginning in 2003, this intimate narrative includes the experiential accounts of civilians, politicians, former dissidents, insurgents, and militiamen. Iraqis offering firsthand stories range from onetime Prime Minister Ayad Allawi to resistance fighters speaking on the condition of anonymity. Divided into five parts, these interviews recount the 2003 invasion; Iraq's gradual slide into chaos from 2004 to 2005; the start of a new order in 2006; the rise of open sectarian violence over the next two years; and the effort since 2008 to reconstruct a society from relative calm. Each section includes interviews grouped into themes, with brief epilogues for the participants. Not since Studs Terkel's The Good War has a book captured so acutely the human consequences of a conflict we are still struggling to understand.
