Abstract:
The Iraqi prime minister portrayed Baghdad's non-intervention in Syria as a sovereign decision, but Iranian leaders gave a different explanation. Iranian and Iraqi narratives surrounding recent events in Syria reveal clear contradictions, particularly regarding the role of Iraqi muqawama (resistance) militias in efforts to preserve Bashar al-Assad’s regime. High-ranking Iranian officials offered accounts that challenged Iraqi prime minister Mohammed Shia al-Sudani’s portrayal of events, asserting that external threats rather than Sudani’s leadership ultimately limited the extent of Iraq’s involvement.

Abstract:
Effective counter-narratives are required to weaken the group's ideological appeal, especially the propaganda targeting Kurdish populations. Since the death of Abu Bakr al-Baghdadi in 2019, ISIS has undergone significant changes in its strategy and operations, especially in critical Iraqi provinces like Kirkuk, Salahuddin, Diyala, and Nineveh, which have historically been hotspots for insurgent activities and are now playing a pivotal role in the reorganization and operations of ISIS in Iraq. Iraq’s “disputed territories”–areas claimed by both the federal government and the Kurdistan Regional Government (KRG)–have long been a haven for terrorist organizations. Terrorist leaders Abu Musab al-Zarqawi and Abu Omar al-Baghdadi operated and were eventually killed in hideouts adjacent to disputed areas, and other figures like Abu Bakr al-Baghdadi, Abu Ibrahim al-Quraishi, and Abu Hassan al-Quraishi took advantage of the shaky security situation to conduct operations in this locations. However, extremist groups do not thrive in these contested areas out of convenience alone; the provinces of Kirkuk, Salahuddin, Diyala, and Nineveh all hold significant strategic, economic, and geographic importance. Due to its vast oil resources, Kirkuk has been an enticing target, while Salahuddin’s proximity to Baghdad gives it immense historical and strategic significance. Diyala’s shared border with Iran makes it valuable as a launch point for cross-border attacks. Nineveh remains a significant symbolic and operational center even after the loss of territorial control by ISIS, as the province is home to Mosul, the once de facto capital of the ISIS caliphate. The diverse ethnic makeup of each of these provinces has likewise been of interest to ISIS as it has looked to exploit potential cleavages. In addition to military operations, ISIS conducts psychological warfare aimed at destabilizing state authority and creating fear among the population. The ongoing instability in these regions, compounded by political disputes and poor governance, furthers the efficacy of these efforts. However, activity in Erbil and Sulimaniyah is also increasingly visible to Kurdish security and counterterrorism forces.

Abstract:
The post-2003 security landscape in Iraq has seen the proliferation of dozens of militias identifying with Shiite Islam. Many of these actors are integrated into the Popular Mobilization Forces (PMF) – a paramilitary group established in 2014 to counter the Islamic State and later incorporated into the Iraqi state forces – and have strong relations with the Iranian regime and its security apparatus.1 These Iran-backed groups include prominent militias such as Kataib Hizbullah (KH), Asaib Ahl al-Haqq (AAH), and Haraka Hizbullah al-Nujaba (HHN), as well as a number of recently formed ‘facade groups’ like Ashab al-Kahf and Qasim al-Jabarin. Such facade groups are generally assumed to operate on behalf of KH, AAH, and HHN (see graph below). These groups are notable for portraying themselves as the Muqawama, or the ‘resistance’ against the United States and other foreign forces.

Abstract:
Denmark assumed leadership of NATO Mission Iraq in late 2020. The Iraqi people’s perceptions of their personal security and of those who provide it can impact the success of this mission. A recent survey provides new insights. At a time of political turmoil and insecurity in Iraq, NATO has vowed to step up its commitment in the region. This happens at a time of increased resistance to the US presence in Iraq, and a deteriorating security situation due to the escalation of the conflict between the US and Iran taking place on Iraqi soil, as well as signs of an Islamic State resurgence. Security is a major concern in Iraq. When respondents were asked to select their most important concern for the Iraqi government to address, the most common choice was ‘maintaining security and stability’ (30.5%), closely followed by the job situation (27.5%), and corruption (26.2%). This should be read in conjunction with the fact that 71.7% of respondents stated that they experience their personal security as currently either only partially or not at all ensured. This was most pronounced among the surveyed Shias, with only 18.8% indicating that they feel fully or partly secure in contrast to 46.7% of Sunni respondents.

Abstract:
A priority for NATO Mission Iraq is to further the Women, Peace and Security agenda as one of the mission’s activities. This effort should focus on raising awareness of the operational benefits of equal opportunities and diversity and not just counting the number of women involved. RECOMMENDATIONS: Formulate a clear mandate for WPS functions in the mission that positions the WPS agenda as an integral element of NMI’s other activities. Support awareness-raising programmes and initiatives to transform social norms, including patriarchal gender norms and institutional socio-political constraints on female participation. Support the transparent qualifications-based recruitment and employment of women and prioritize the focus on inclusive work environments, both mentally and physically. Incorporate intersectional and masculinity perspectives in the work on WPS to avoid creating an image of WPS as a foreign-backed agenda that is only of, by and for elite women.

On December 20, 2020, 21 Katyusha rockets struck the U.S. Embassy in Baghdad, breaking an Iranian-sponsored ceasefire in Iraq for a second time (U.S. Central Command, December 23, 2020). The Iraqi security forces later arrested a member of the Iraqi political and militant organization Asaib Ahl al-Haq (AAH), Hussam al-Azirjawi, after finding conclusive evidence of his involvement in the attack (al-Hurra, December 26, 2020). Following al-Azirjawi’s arrest, multiple widely-shared clips on social media appeared to show a large mobilization of armed AAH militants in East Baghdad. A further clip showing masked AAH gunmen threatening to attack Iraqi security forces on command from AAH leader, Qais al-Khazali (al-Arabiya, December 25 2020). These arrests and video clips reveal that AAH has begun to show increasing signs of dissent from the party line set by Iran and its most loyal proxy in Iraq, Kata’ib Hezbollah.

Abstract:
Iraqi media outlets such as Dijlah, Al-Rafidain TV and Al-Sharqiya, on November 7, reported that Esmail Qaani, the commander of the Quds Force, a branch of Iran’s Revolutionary Guard Corps (IRGC), had arrived in the Iraqi capital on November 7 on an unannounced visit. Qaani met with the chiefs of Shi’ite militant groups, as well as Prime Minister Mustafa al-Kadhimi and the Iraqi President Barham Salih. Qaani expressed rejection of the assassination attempt on al-Kadhimi. Qaani’s visit was part of Iran’s efforts to bring its Iraqi armed groups under control in exchange for giving their parties a share in the next government.

The IS military project led not only to the announcement of a “caliphate,” but to the proliferation of jihadist franchises that devastated countries, displaced millions, and killed tens of thousands. In 2014, the Islamic State shocked the world when it defeated national armies on the battlefield and seized large swaths of territory in Iraq and Syria. The group’s military success can be traced to four key variables: organizational innovation, shaping operations, will to fight, and a knack for retaining the initiative. The IS military project led not only to the declaration of a “caliphate,” but to the proliferation of jihadist franchises that devastated countries, displaced millions, and killed tens of thousands. Yet the group’s weaknesses ultimately led to the collapse of its territorial achievement. Expert Ido Levy begins this pioneering study by surveying jihadist warfare from the 1970s to the present. He then incorporates primary sources and interviews with military officers, experts, and journalists to explain how IS used conventional military capabilities to defeat larger, better-equipped state armies and conquer land in Syria, Iraq, Libya, the Philippines, and Nigeria. Anchored by four case studies—Ramadi, Kobane, Mosul, and Baghuz—the volume illuminates potential strategies to prevent a resurgence by IS or similar groups.
