Abstract:
In March 2013, David Haines and Frederico Motka were kidnapped while traveling together near the Turkish border in Syria. The men were both foreigners and aid workers. They were held in the same prison by the same militant group. Yet they suffered sharply different fates. In May 2014, Motka was released, while four months later, Haines became the fourth Westerner to be beheaded by the Islamic State. Press accounts noted that the major difference between the men was their nationality: Motka was Italian; Haines was British. In the summer of 2014, the Islamic State began its campaign of public executions of kidnapped Westerners. Though these barbaric acts captured the world’s attention, hostage taking is not new. Nevertheless, research designed to increase understanding of this threat is limited. Most discussions regarding kidnappings rely on anecdotal evidence, and a more detailed analysis of key questions regarding the role of group type, nationality of the victim, and outcome as they relate to kidnapping incidents has been lacking for want of publicly available data. In an effort to address this, the CTC presents “Held Hostage: Analyses of Kidnapping Across Time and Among Jihadist Organizations,” which examines trends related to the kidnapping of Westerners by jihadist groups based on data from a newly gathered open-source dataset of the kidnapping of Westerners from 2001–2015. The CTC has also publicly released the data along with this report (click here to access the database). We believe that the report and accompanying data will be an important resource for policymakers, practitioners, and academics interested in this area.

Yeni yönetimle birlikte Ankara ile Bağdat arasındaki resmi temaslar da hızlanmış ve ilişkiler gelişmeye başlamıştır. | 2014 was a year of chaos, crisis and violence in many areas for Iraq. Because of ISIS’s attacks, arming of opponent Sunnis, returning of Shiite militias to struggle actively and the US-led coalition attacks, Iraq territories were transformed into a battlefield. Due to these conflicts and falling of oil prices, Iraq’s 2014 economy was worse than the previous year. On the other hand, as a result of April 30 general elections, eight year Maliki government ended and Haydar Abadi rulership began. Thanks to new government in Iraq, official visits increased and relations between Ankara and Baghdad began to develop.

Abstract:
A cornerstone of strategic thinking is a clear understanding of one’s opponent. Developing such an understanding in dealing with the Islamic State (IS) is challenging. Constraints on access to the frontlines in Iraq and Syria make it unusually hard for researchers to ground assessments in evidence‐based approaches. This occasional paper contributes to the development of an empirically grounded understanding of the IS by analyzing the finances and management of the group’s predecessor, the Islamic State of Iraq (ISI), which changed its name to the Islamic State of Iraq and the Levant (ISIL) in April 2013 and then the Islamic State in June 2014. There is a direct line of descent from Al‐Qa’ida in Iraq (AQI) through the Islamic State of Iraq to today’s Islamic State, despite changes in the group’s territorial holdings and the announced scale of its ambitions. Using historical documents to understand how AQI and the ISI were run can therefore help us better understand the current incarnation of the group, as well as the strengths and weaknesses it may have inherited.

In an attempt to paint a more complete picture of the Islamic State (IS), this report identifies key areas where the IS has shown strength, learning, and adaptation. This report also highlights key areas of weakness, mistake, and failure. In doing so, the reader should be well aware that this product provides such an overview with the explicit understanding that there is more to learn in each of these areas. The report proceeds as follows. The first section traces the historical evolution of the group, with emphasis on the fact that well executed design and an ability to take advantage of accidents led to the creation of the IS. The second section provides a very brief and preliminary comparison of the IS to other prominent militant organizations against which the United States has fought: al-Qa’ida and the Taliban. This section is followed by a third that outlines and explores the strengths and weaknesses of the IS as a whole, noting that the IS’s success comes from its ability to leverage all parts of its organization to achieve maximum gain. This section also points out that, despite this success, the fact that the IS is attempting to operate across multiple functional areas will test the group’s ability to adapt over time and will ultimately expose the group’s shortcomings. The fourth and final section steps back to examine, at the strategic level, some of the challenges faced and opportunities available to those combating the IS.

Abstract:
This is the second edition of the Global Terrorism Index (GTI) report which provides a comprehensive summary of the key global trends and patterns in terrorism over the last 14 years beginning in 2000 and ending in 2013. Produced by the Institute for Economics and Peace (IEP), the GTI is based on data from the Global Terrorism Database (GTD) which is collected and collated by the National Consortium for the Study of Terrorism and Responses to Terrorism (START). The GTD is considered to be the most comprehensive dataset on terrorist activity globally and has codified over 125,000 terrorist incidents. The report summarises trends in terrorism over time and analyses its changing patterns in terms of geographic activity, methods of attack, organisations involved and the national economic and political context. The index has also been compared to a range of socio-economic indicators to determine the key factors most closely associated with terrorism. In 2013 terrorist activity increased substantially with the total number of deaths rising from 11,133 in 2012 to 17,958 in 2013, a 61 per cent increase. Over the same period, the number of countries that experienced more than 50 deaths rose from 15 to 24. This highlights that not only is the intensity of terrorism increasing, its breadth is increasing as well. Terrorism is both highly concentrated as well as a globally distributed phenomenon. Over 80 per cent of the lives lost to terrorist activity in 2013 occurred in only five countries - Iraq, Afghanistan, Pakistan, Nigeria and Syria. However, another 55 countries recorded one or more deaths from terrorist activity.

Abstract:
The Islamic State (IS) movement needs to be understood as a political project whose primary objective is to establish a viable entity in areas it can control rather than engage in permanent insurgency against more powerful adversaries. The conditions for its emergence were created by the U.S. occupation of Iraq, the dissolution of the Iraqi state and its replacement with a sectarian political system and conflict, and the collapse of state authority in regions of Syria. The available evidence indicates that the IS is at best uninterested in achieving the conventional forms of legitimacy and integration pursued by other Islamist movements; engagement is therefore unlikely to prove a viable option. There are no quick or simple solutions to the challenges posed by the IS. Those being considered, particularly Western military intervention, are almost guaranteed to make a catastrophic situation worse, while a strategy that relies on disaffected Sunni tribes and sectarian Shiite militias is unlikely to succeed. A comprehensive approach is needed involving a re-evaluation of policy towards the Syrian crisis, engagement with regional parties on a much broader spectrum of relevant issues, and a focus on establishing legitimate institutions that are able to address deep-seated grievances and resolve the conflicts that allow movements like IS to thrive.

Al-Qa`ida in Iraq (AQI) is a shadow of its former self, primarily because broad sectors of Iraq’s Sunni population rejected it after more than three years of active and tacit cooperation. That AQI’s ideological extremism alienated many Iraqis is well understood, but radicalism alone does not fully explain AQI’s decline: poor leadership, vulnerable communication mechanisms, tension between Iraqi and foreign members, and weak indoctrination efforts contributed to strategic and tactical blunders that alienated even other Sunni insurgents. In lieu of major social and political shifts (which are possible) that offer AQI a sustained safe-haven, these dynamics are unlikely to change dramatically; they serve as important obstacles to AQI’s resurrection. Conversely, al-Qa`ida elements elsewhere, primarily along the Afghanistan-Pakistan border, are hindered less by these weaknesses. There are lessons from the fight against AQI that are applicable in Afghanistan and Pakistan, but al-Qa`ida’s operations there are likely to be much more durable than those in Iraq. Section I of this paper traces al-Qa`ida in Iraq’s transition from welcome partner to mortal enemy of Iraq’s Sunni insurgents, focusing particularly on the Islamic Army of Iraq. Section II draws on declassified internal AQI correspondence and open sources to describe how external pressures from U.S. forces and tribal sources exacerbated AQI’s fallout with other insurgents while rending the movement from within. Section III assesses AQI’s prospects in Iraq and the impact of AQI’s failure on the future of the global jihadist movement. Section IV offers recommendations for containing AQI in the future and for applying the lessons of AQI’s demise to other elements.

130. Al-Qa’ida’s Foreign Fighters in Iraq: A First Look at the Sinjar Records

On December 4, 2007 Abu Umar al-Baghdadi, the reputed Emir of al-Qa’ida’s Islamic State of Iraq (ISI), claimed that his organization was almost purely Iraqi, containing only 200 foreign fighters. Twelve days later, on December 16, 2007, Ayman al-Zawahiri urged Sunnis in Iraq to unite behind the ISI. Both statements are part of al-Qa’ida’s ongoing struggle to appeal to Iraqis, many of whom resent the ISI’s foreign leadership and its desire to impose strict Islamic law. In November 2007, the Combating Terrorism Center at West Point received nearly 700 records of foreign nationals that entered Iraq between August 2006 and August 2007. The data compiled and analyzed in this report is drawn from these personnel records, which was collected by al-Qa’ida’s Iraqi affiliates, first the Mujahidin Shura Council (MSC) and then the Islamic State of Iraq (ISI). The records contain varying levels of information on each fighter, but often include the fighter’s country of origin, hometown, age, occupation, the name of the fighter’s recruiter, and even the route the fighter took to Iraq. The records were captured by coalition forces in October 2007 in a raid near Sinjar, along Iraq’s Syrian border. The data reveals several critical findings: Saudis made up the largest contingent of foreign fighters entering Iraq. Libyans were second and Syrians third. Recent political developments in Afghanistan and Pakistan, the prevalence of Libyan fighters in Iraq, and evidence of a well-established smuggling route for Libyans through Egypt, suggests that Libyan factions are increasingly important in al-Qa’ida. The Sinjar Records reinforce anecdotal accounts suggesting that al-Qa’ida’s Iraqi affiliates rely on smugglers and criminals—rather than their own personnel—to funnel recruits into Iraq. Many of the foreign fighters entering Iraq arrived with a group from their hometown, suggesting that al-Qa’ida’s recruiters try to attract groups of friends simultaneously. The majority of fighters that listed their occupation before traveling to Iraq were students. Universities have become a critical recruiting field for al-Qa’ida. The Sinjar Records reveal several weaknesses that the United States and other governments can exploit: Al-Qa’ida’s reliance on criminal and smuggling networks exposes it to the greed of mercenaries. The Libyan Islamic Fighting Group’s unification with al-Qa’ida and its apparent decision to prioritize providing logistical support to the Islamic State of Iraq is likely controversial within the organization. The Islamic State of Iraq has failed politically because it has been unable to balance the practical demands of its local Iraqi constituency and the religious demands of its foreign supporters. The Syrian and Libyan governments share the United States’ concerns about violent salafi-jihadi ideology and the violence perpetrated by its adherents. The authors assert that the United States may be able to increase cooperation from governments to stem the flow of fighters into Iraq by addressing their concerns about domestic jihadi violence.
