21. Secret Weapon: High-value Target Teams as an Organizational Innovation

Abstract:
This study argues that interagency teams were a major catalyst in turning around the Iraq War, and that they will disappear from America's arsenal unless the knowledge base supporting the innovation can be secured. Most explanations credit the dramatic reduction in violence in Iraq between 2007 and 2008 to new U.S. leadership, the surge in U.S. forces, and/or U.S. financial support to Sunni tribal leaders. In contrast, we argue that the United States employed an underappreciated organizational innovation—interagency teams—to put insurgent clandestine organizations on the defensive and give population security measures a chance to take effect.

Abstract:
The stabilization of iraq has become wedged on a plateau, beyond which further improvement will be a slow process. According to incident metrics compiled by Olive Group, the average monthly number of insurgent attacks between January and June 2011 was 380. The incident count in January was 376, indicating that incident levels remained roughly stable in the first half of 2011. One reason behind this stability is the ongoing virulence of northern and central Iraqi insurgents operating within Sunni Arab communities. Five predominately Sunni provinces and western Baghdad were responsible for an average of 68.5% of national incidents each month in 2011.

Abstract:
A surge in violence has dashed plans for a negotiated end to the 27-year-old Kurdistan Workers' Party (Partiya Karkerên Kurdistan, PKK) insurgency. Since Turkey's elections in mid-June, clashes have killed more than 110 people, country-wide ethnic friction has hardened opinion, and the government has started bombing PKK bases and talking about an imminent ground offensive in northern Iraq. The PKK must immediately end its new wave of terrorist and insurgent attacks, and the Turkish authorities must control the escalation with the aim to halt all violence. A hot war and militaristic tactics did not solve the Kurdish problem in the 1990s and will not now. A solution can only lie in advancing the constitutional, language and legal reforms of the past decade that have gone part way to giving Turkish Kurds equal rights. Given the recent violence, returning to a positive dynamic requires a substantial strategic leap of imagination from both sides. Neither should allow itself to be swept away by armed conflict that has already killed more than 30,000 since 1984.

Abstract:
Consolidating the legitimate use of force in the hands of the state is a vital first step in post-conflict peacebuilding. Transitional governments must move quickly to neutralize rival armed groups and provide a basic level of security for citizens. Two processes are vital to securing a monopoly of force: disarmament, demobilization, and reintegration and security sector reform. Disarmament, demobilization, and reintegration (DDR) involve disbanding armed groups that challenge the government's monopoly of force. Security sector reform (SSR) means reforming and rebuilding the national security forces so that they are professional and accountable. U.S. experience in Afghanistan, Iraq, Liberia, Haiti, Bosnia, and Kosovo yielded three crosscutting lessons: go in heavy, tackle DDR and SSR in tandem, and consolidate U.S. capacity to implement both tasks in a coordinated, scalable way.

Abstract:
How would you characterize the threat to Iraq today? Does the potential for renewed violence or political divisions pose the greatest threat to Iraq succeeding as a viable state? With our Iraqi and coalition partners, we have made good progress in stabilizing Iraq's security situation, specifically over the last 3 years. Today, security incidents are down to levels last seen in 2003—and we continue to see slow progress toward normalcy across Iraq. From a purely security perspective, there are three primary threats from groups still seeking to destabilize Iraq, the most dangerous being al Qaeda in Iraq [AQI]. While AQI started as a broad-based insurgency capable of sustaining significant operations across Iraq, our consistent pressure has degraded AQI, and they have had to morph into a covert terrorist organization capable of conducting isolated high-profile attacks. The Iraqi people have rejected al Qaeda, and the organization is no longer able to control territory. However, AQI remains focused on delegitimizing the government of Iraq, disrupting the national election process and subsequent government formation, and ultimately causing the Iraqi state to collapse. AQI remains a strategic threat. In addition to AQI, there remain Sunni Ba'athist insurgents whose ultimate goal is regime change and a reinstitution of a Ba'athist regime. Shia extremists and Iranian surrogates also continue their lethal and nonlethal efforts to influence the development of the Iraqi state.

Existe un acuerdo casi unánime entre aquellos estudiosos que han investigado la compleja realidad de la guerra: el creciente papel que tiene la gestión de la información pública en el desarrollo de los conflictos bélicos (Libicki, 1995; Alberts et al., 2001, Armistead, 2004). Esta preponderancia se manifestó en algunos de los conflictos de la década de los noventa, como la llamada Guerra del Golfo, y en los de la antigua Yugoslavia y Kosovo. A pesar de que en ellos la gestión de la información jugó un papel destacado en la estrategia de los contendientes, el desenlace de estos conflictos estuvo vinculado a los tradicionales elementos del “poder duro”, según la distinción de Josehp Nye (1990). Sin embargo, en los últimos años, hemos podido asistir a un acelerado incremento de la importancia del componente “inmaterial” de la guerra. La generalización y sofisticación de las nuevas tecnologías de la información, junto con la aparición de una nueva tipología de conflicto caracterizado por la asimetría en la naturaleza y fines de los contendientes, han situado a la dimensión informativa de los conflictos en el lugar central de toda reflexión sobre la naturaleza de las guerras del presente y el futuro.
