Manouchehr Mottaki is the Foreign Minister of Iran. In this interview with Nermeen Shaikh, he argues that the US must propose a timetable for withdrawing troops from Iraq, while maintaining that an immediate withdrawal might "create problems". Foreign Minister Mottaki rules out the possibility of any kind of military confrontation between Iran and the US, saying the latter cannot afford to undertake another conflict in the region.
Leslie Gelb is currently President Emeritus of the Council on Foreign Relations. He was previously a correspondent and editor at the New York Times. In this extensive interview with Nermeen Shaikh at Asia Society, covering Iraq, Iran, the rise of China, and the new constraints on US power, Dr Gelb explains why he was initially in favor of a three-state partition of Iraq, and his advocacy now of a decentralized, federal state structure. He elaborates on his subsequent work with Senator Joe Biden on a plan for Iraq. In responding to a question about Russia, Dr Gelb says that the proposed US missile defense system is "nonsense", and on the issue of Iran's nuclear program, Dr Gelb insists that talks are essential and that the military option cannot be ruled out.

Ambassador Sadegh Kharazi has served twice as Iran's Deputy Foreign Minister. He was Iran's ambassador to the UN from 1989 to 1995, and to France from 2002 to 2005. Ambassador Kharazi has also worked as senior assistant to Foreign Minister Ali Akbar Velayati, as well as to President Mohammad Khatami, who served from 1997-2005 as Iran's reformist leader (his successor is Mahmoud Ahmadinejad). In addition Ambassador Kharazi has served as chairman of the OIC Summit in Iran.
Ariel Cohen is Senior Research Fellow in Russian and Eurasian Studies and International Energy Security at the Sarah and Douglas Allison Center of the Davis Institute for International Studies at the Heritage Foundation. He is a member of the Council of Foreign Relations, the International Institute of Strategic Studies in London, and the Association for the Study of Nationalities. Dr Cohen spoke to Nermeen Shaikh on April 22nd in Almaty, Kazakhstan, at the Eurasian Media Forum. In the interview, Dr Cohen speaks about the war in Iraq, the privatization of oil and gas development, Eurasian regional politics, and the role of the US in the area.

The theme of this conference is especially important. Iraq and Afghanistan, important as they are, do not exhaust the strategic landscape. There is a global strategic environment, which presents many challenges in many different regions of the world that bear close attention in their own right. In fact, that global environment forms the context in which we should be thinking about Iraq and Afghanistan. One of the reasons it is so important how well we do in Iraq and Afghanistan is its impact on American credibility—a precious commodity that will affect our success in these other theaters.

Abstract:
The U.S.-Kuwait military relationship has been of considerable value to both countries since at least 1990. This alliance was formed in the aftermath of Iraqi leader Saddam Hussein's brutal invasion of Kuwait and the U.S. decision to free Kuwait with military force in 1991. Saddam's later defeat and removal from power in 2003 eliminated an important rationale for the alliance, but a close look at current strategic realities in the Gulf suggests that Kuwait remains an important U.S. ally. It is also an ally that faces a number of serious national security concerns in the turbulent post-Saddam era, some of which will require both Kuwaitis and Americans to rethink and revise previous security approaches, particularly to meet the shared goals of reducing terrorism and regional instability.

Abstract:
U.S. soldiers in Iraq—from junior to senior leaders—conduct thousands of negotiations with Iraqi leaders while pursuing tactical and operational objectives that affect the strategic import of the U.S. mission in that country. As long as U.S. troops operate under conditions like the ones they currently face while at the same time conducting a counterinsurgency and stability, security, transition, and reconstruction (SSTR) operation in Iraq, negotiation will be a common activity and an important part of achieving mission objectives. Lessons from experience negotiating in Iraq can be helpful in future operations.
On January 16, Secretary of State Condoleezza Rice visited Kuwait for a meeting with the foreign ministers of Egypt, Jordan, and the Gulf Cooperation Council (GCC)the oil-producing states of Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates, and Oman. The final stop on Rices Middle East tour, the visit was an occasion to explain President Bushs newly announced Iraq initiative and to seek the support of the regions Arab states. But an important subtextindeed, arguably an overriding priority of the tripwas to assemble a united front against Iran, as also shown by the January 17 arrival of Secretary of Defense Robert Gates in the Gulf.

President George W. Bush's plan of a troop surge coupled with counterinsurgency tactics comes too late for Iraq. Securing Baghdad is a precondition for establishing a secure Iraq. The success of U.S. counterinsurgency tactics is contingent upon a functional central government. The resources that will be devoted to securing Baghdad could be best employed in Afghanistan. Currently, the Iraqi government is a fig leaf for Shiite militias and it is doubtful that Iraqi prime minister Nouri al-Maliki's government will wage war on Muqtada al-Sadr's Mahdi Army.
