1. The Effect of Civilian Casualties on Wartime Informing: Evidence from the Iraq War

Abstract:
Scholars of civil war and insurgency have long posited that insurgent organizations and their state enemies incur costs for the collateral damage they cause. We provide the first direct quantitative evidence that wartime informing is affected by civilian casualties. Using newly declassified data on tip flow to Coalition forces in Iraq we find that information flow goes down after government forces inadvertently kill civilians and it goes up when insurgents do so. These results have strong policy implications; confirm a relationship long posited in the theoretical literature on insurgency; and are consistent with a broad range of circumstantial evidence on the topic.

Drones. Global data networks. The rise, and eventual primacy, of non-international armed conflict. All things the framers of the Geneva Conventions could have never fully conceived when doing their noble work in 1949; all things that rule warfare in the world today. So, how do we legally employ these new tools in these new circumstances? In her latest book, Antonia Chayes, former Under Secretary of the Air Force, explores the current legal underpinnings of counterinsurgency, counterterrorism, and cyber warfare, rooting out the ambiguities present within each realm, and telling the narrative of how these ambiguities have come to shape international security today. The grounded and creative solutions that she offers in terms of role definition and transparency will provide crucial guidance as the United States continues to navigate the murky modern military-legal landscape. The rapid rise of Islamic State[1] has galvanised the international community to take action to contain it. One issue in particular – financing – has drawn increasing attention from policy-makers. As U.S. Secretary of Defense Chuck Hagel noted in August 2014, "ISIL is as sophisticated and well-funded as any group that we have seen. They’re beyond just a terrorist group…they are tremendously well funded."[2] He elaborated on this further in a September testimony to the U.S. Senate Armed Services Committee, stating that the United States would work with international partners "to cut off ISIL’s funding" and that "the Department of Treasury’s Office of Terrorism and Financial Intelligence is working to disrupt ISIL’s financing and expose their activities."[3] This decision by international partners to jointly focus on finance disruption has resulted in a bombing campaign partly targeting oil refineries (a major source of funds for Islamic State) and in a UN Security Council Resolution that exhorts the international community to inhibit foreign terrorist fighter travel and otherwise disrupt financial support.[4] ​ But will it work? This article will give necessary broader context on this key question by exploring in more general terms the importance of financing for terrorist and insurgent groups and the extent to which disrupting their funding can reduce the security threat posed by such groups. Specifically considering the evolution of Islamic State, this article will first review the importance of financing in conflict, then assess the way in which funding models develop. It will argue that, once groups move from a reliance on externally sourced funding to generating sufficient internal financing – a path several groups have now followed – disruption becomes significantly more challenging and complex. The international community consistently fails to prioritise the early disruption of terrorist and insurgent financing – an attitude that needs to change...

The Islamic State has been moving aggressively to exploit the chaos of Libya since last summer, with profound risks for the Mediterranean region and beyond Libya is a perfect breeding ground for an expanded Islamic State, with large amounts of heavy weaponry, systemic lawlessness, a divided population, and sustained armed conflict The group has formed three active and capable groups in Libya-in Tripoli, Fezzan, and Barqa-all of which have conducted deadly attacks in recent months The phenomenon of Islamic State affiliates-beginning in the summer of 2014, before which the group was entirely focused on Iraq and Syria-is actually in the tradition of its arch-rival al-Qaeda the presence and power of the Islamic State in Libya will likely increase as conditions in Syria and Iraq deteriorate for the group, and conditions in Libya continue to worsen.

Abstract:
Jordan is in the eye of the Arab cyclone. It remains stable while surrounded by chaotic political situations in Syria, Iraq, Palestine and the Sinai Peninsula. Jordan has not experienced the massive demonstrations aimed at regime change that have been seen elsewhere in the region, and its relative stability has enabled it to cash in on the geo-political services it provides. These services include: hosting refugees from Palestine, Iraq or Syria; remaining a reliable ally for many international powers; featuring a strong army that plays a stabilizing role in the region; serving as an intermediary when neighboring countries need a host or a dealmaker; and providing qualified Jordanian workers to fill open vacancies for companies and countries, especially in the Gulf. The current stability in Jordan matches well its historic capacity to resist and adapt to shocks. However, the contemporary situation of the labor market reveals that the weaknesses observed in the countries having experienced revolutions (e.g., Tunisia and Egypt) are also present in Jordan; labor market participation is low with very few women active, and the unemployment rate of educated young people is worrisome. Both the number of Jordanians working abroad and the number of migrant workers in Jordan show the discrepancy between demand and supply of labor in Jordan. This could become problematic, since the economic situation has been worsening, notably with fewer public jobs available. Hence there is a need for international donors to keep supporting Jordan in a difficult regional environment, for the government of Jordan to wittily manage the balance between Transjordanians and West Bankers in the near future and for new workers to alter their expectations in searching for opportunities outside the public sector.

Abstract:
A cornerstone of strategic thinking is a clear understanding of one’s opponent. Developing such an understanding in dealing with the Islamic State (IS) is challenging. Constraints on access to the frontlines in Iraq and Syria make it unusually hard for researchers to ground assessments in evidence‐based approaches. This occasional paper contributes to the development of an empirically grounded understanding of the IS by analyzing the finances and management of the group’s predecessor, the Islamic State of Iraq (ISI), which changed its name to the Islamic State of Iraq and the Levant (ISIL) in April 2013 and then the Islamic State in June 2014. There is a direct line of descent from Al‐Qa’ida in Iraq (AQI) through the Islamic State of Iraq to today’s Islamic State, despite changes in the group’s territorial holdings and the announced scale of its ambitions. Using historical documents to understand how AQI and the ISI were run can therefore help us better understand the current incarnation of the group, as well as the strengths and weaknesses it may have inherited.

Abstract:
ISIS is fighting an insurgency deeply influenced by the principles of Maoist protracted political warfare and moreover informed by the successes and failures of previous Al Qaeda movements in Iraq from 2006-2008, and of other jihadist groups attempting to seize and hold territory in countries like Somalia, Yemen and Mali. This analysis argues that, whether it survives or not, ISIS has set a political separatist precedent, the effects of which are yet to be fully understood and addressed by the international community.

No region has seen more of its people travel to fight in Syria than North Africa; more than 3,000 Tunisians have traveled there as of last April, and more than 1,500 Moroccans This is a repeat of a decade ago when large numbers of North Africans traveled to Iraq to fight there as well, in proportions far above those of neighboring countries A significant number of recent North African fighters have conducted suicide bombings in both Iraq and Syria, highlighting that the deadly ideological message of the so-called Islamic State (IS) and other extremist groups is finding purchase in North Africa The reasons for this export of extremists include incomplete political reforms that have failed to redress serious societal issues, persistent high youth unemployment, and a failure to cope with the apparent high levels of disaffection, despair, and anger that drive people to choose violent extremism.
