1501. Terror Attacks and Elections: The Challenge for Europe

Abstract:
Three days after the terrorist bombings in Madrid, the pro-American, conservative Spanish government was defeated in general elections, to the surprise of many observers. Although officials have not yet confirmed that the al-Qaeda terrorist network was responsible for the attacks, the polling result was immediately interpreted as reflecting electorate anger at retiring Prime Minister Jose Maria Aznar, and the belief that his foreign policy had made Spain a target of foreign terrorists. An immediate pledge to withdraw Spanish troops from Iraq by incoming Socialist leader Jose Luis Rodriguez Zapatero is a blow to the Bush administration's Iraq policy and represents, albeit unintentionally, a major political triumph for al-Qaeda.

Abstract:
The Iraqi Transitional Administrative Law (TAL) -- to be officially published tomorrow, when the mourning period for the victims of the March 3 Ashura bombings ends -- includes an extensive bill of rights. Yet, several of the Arab countries whose constitutions offer similar rights have a decidedly unsatisfactory record on human rights. Indeed, the region's poor track record with regard to actually implementing constitutional guarantees may make the TAL appear less impressive to Arabs than it does to Americans. At least as important as what the TAL says is whether the legislation will be respected in practice.

Abstract:
The violent incidents that have occurred in Iraq since the beginning of this month illustrate the diverse faces of Iraqi resistance. The terrorist-style attacks in Iskandariyah and Baghdad on February 10 and 11 drew much attention to the presumed links of terrorist organizations to anti-occupation incidents. Although resistance elements do indeed employ terrorist tactics, the broad scope of resistance activity faced by the coalition has been reflected in several recent incidents, including a failed ambush on February 7, a series of military-style attacks in Falluja on February 12 and 14, and day-to-day attacks involving a range of explosive devices. Indeed, resistance elements seem to have rebounded from their losses of November-December 2003.

Abstract:
According to the State Department's Patterns of Global Terrorism 2002 (issued in April 2003), Tehran provides the Lebanon-based Hizballah with "funding, safe haven, training, and weapons." Such support (estimated at $80 million per year) has given Iran a terrorist proxy of global reach. For example, Hizballah suicide bombings against the U.S. Marine barracks and the U.S. embassy annex in Beirut (in October 1983 and September 1984, respectively) killed some 300 U.S. diplomats and soldiers. In addition, the twenty-two individuals on the FBI's list of Most Wanted Terrorists include three Hizballah operatives accused of the 1985 hijacking of TWA Flight 847, during which a U.S. Navy diver was murdered. The hijacking featured the infamous image of an American pilot peering out of the cockpit with a gun to his head. Moreover, according to a November 1, 1996, report by the Washington Post, Saudi intelligence concluded that a local group calling itself Hizballah was responsible for the June 1996 truck bombing of the Khobar Towers U.S. military housing complex on the kingdom's Persian Gulf coast. The Saudis also asserted that this local group was a wing of Lebanese Hizballah. More recently, Hizballah secretary-general Hassan Nasrallah made the following remarks in a speech given one week before coalition forces launched Operation Iraqi Freedom (as broadcast on al-Manar, the organization's Beirut-based satellite television station): "In the past, when the Marines were in Beirut, we screamed, 'Death to America!' Today, when the region is being filled with hundreds of thousands of American soldiers, 'Death to America!' was, is, and will stay our slogan."

Abstract:
A transfer of power within the Palestinian Authority, coupled with the Israeli disengagement from Gaza, presents both challenges and opportunities for reviving Israeli-Palestinian peace negotiations. The preconditions of past peace treaties between Israel and its Arab neighbors have demonstrated the necessity for calm on the ground and strong leaders who can force their constituents to accept peace. Unfortunately, the past four years of fighting, the lack of strong leadership, and the asymmetry of power between the Israelis and Palestinians all act as bulwarks against necessary change. The situation is complicated by the need to prevent Hamas and local warlords from expanding their power. Nevertheless, from the Israeli perspective, there are some opportunities for change. The disengagement plan proves that Prime Minister Ariel Sharon understands that Israel cannot sustain the settlements, while the continued construction of the West Bank fence presents opportunities for new negotiations.

Abstract:
Ten years on, the peace treaty between Israel and Jordan has weathered a number of storms, including the passing away of King Hussein, four years of Israeli-Palestinian armed struggle, and war in Iraq. Despite considerable domestic anti-peace pressure on the Jordanian regime (nurtured by Islamist elements) and strained Israeli-Jordanian political relations, the two countries have developed impressive security and economic relations. The economic field in particular offers a ray of hope for the future, exemplifying how things could and should be done to enhance peace.

Abstract:
On June 6, the Israeli government approved a plan for unilateral separation by a 14 to 7 vote. The plan includes complete withdrawal from the Gaza Strip (with the exception of the so-called "Philadelphi Corridor" on the Egypt-Gaza border) and from certain West Bank settlements. It is scheduled to be implemented beginning in March 2005 and should be completed by the end of that year.

1509. Why German-US Relations Still Matter to the Transatlantic Alliance—One Year after War in Iraq

A declaration on NATO transformation of October 6, 2002 stated the North Atlantic Treaty Organization (NATO) needed to be “capable of taking action whenever the security of its members was threatened, upon the basis of the United Nations Charter. By making it clear that there is no safe haven for those who would threaten our societies or for those who would harbor such people” the deterrent element of Alliance strategy was strengthened. The North Atlantic Council should decide actions on a case-by-case basis. Where NATO as a whole was not engaged, allies willing to take action should be able to make use of NATO assets, procedures and practices. The declaration stressed high priority goals essential to the full range of Alliance missions including the defense against terrorism. This new initiative was to be based on firm national commitments with specific target dates. National commitments should be made transparent for parliamentary monitoring and oversight. Priority should be given to projects maximizing multi-nationality, and which had the potential to become common NATO assets. NATO and European Union capabilities initiatives needed to be mutually reinforced and thoroughly harmonized through permanent co-ordination mechanisms and procedures in a spirit of openness. NATO should redouble its efforts to reduce the fragmentation of defense procurement efforts through the pooling of military capabilities, co-operative acquisition of equipment and common funding. It should reduce to a minimum the obstacles for the sharing of technology. The alliance had to be able to act wherever NATO' s interests were threatened, creating coalitions under NATO' s own mandate, as well as contributing to mission-based coalitions, concerning both, old and new threats. NATO General Secretary, Lord Robertson referred to the experience NATO had with post-conflict stabilization, as in Kosovo and Macedonia. On October 8, 2002 Robertson declared, an enormous number of security issues on the Euro-Atlantic agenda required the greatest possible communication and coordination among Europeans and North Americans. The November 2002 Prague Summit would be a transforming event for the Alliance. It covered a wide range from terrorism, NATO' s military command arrangements and headquarters structure, to a further development of Partnership. The most visible issues referred to enlargement and improvements to NATO' s military capabilities. The question of capabilities concerned the member countries of NATO and of the European Union (EU). Because each nation had only one set of forces, it was necessary to make the best use possible of the scarce resources, avoiding duplication and overlaps. The message was very clear: the European Capabilities Action Plan and NATO' s Prague Capabilities Commitment needed to be coherent. Work in full transparency on capabilities issues was imperative, if EUNATO impasse was to be avoided or ended.

1510. The United Nations, the Cold War, and After: A Lost Opportunity?

Abstract:
The conclusion of the Cold War between 1989-1991 opened new horizons for the United Nations and created expectations that the UN would emerge from the margins of world events to the focus of world politics. But many events since then -- in Somalia, Rwanda, Bosnia, and Iraq -- have undermined confidence in international institutions. A history of the UN's activities since the end of the East-West conflict conjures up names of recent infamy, such as Sarajevo, Mogadishu, Kigali, and Srebrenica, and revisits images of failure and impotence in the face of violence. These crises undermined much of the optimism that greeted the end of the Cold War at the United Nations. The founding dream in 1945 of a community of nations defending human rights and promoting collective security still seems as far from being realized as it did during the height of the Cold War.
