841. Hezbollah's Ascent and Descent

Abstract:
Hezbollah today is Lebanon’s strongest political party. However, its military intervention in the Syrian conflict has put it at a crossroads. While the party’s domestic strength continues, largely due to the weakness of its Lebanese political opponents and to its reliance on the possession of weapons to intimidate them, Hezbollah is facing increasing challenges in Syria. The author argues that as a deal on Iran’s nuclear ambitions looms, and with it the possibility of imposed limitations on Iran’s behavior by the international community, Hezbollah – being Iran’s key client – will find its autonomy and ability to act in the domestic Lebanese sphere as well as externally reduced in the future.

Abstract:
Inheriting a legacy of imperial competition, the Turkey-Iran rivalry today manifests itself through the contest for leadership of the Arab Middle East, and Muslim hearts and minds more generally. The authors contend that Turkey and Iran’s relationship transcends the boundaries of amity or enmity that traditionally define actors in the modern Middle East state system. Rather, Ankara and Tehran have been able to successfully compartmentalize elements of their rivalry while strengthening bilateral ties and expanding areas of economic cooperation. The authors posit that the present-day Turko-Iranian relationship falls in the category of neither friend nor enemy, but rather that of frenemy.

Abstract:
The Islamic Republic of Iran entered into a new era of public diplomacy following Hassan Rouhani’s victory in the June 2013 presidential election. Iran seeks both to revitalize its soft power tools and reach out to the international community through a more moderate, tolerant, and open dialogue policy. Digital diplomacy and social media have become increasingly important to this end. The author expounds on the new administration’s social-media friendly approach to fulfilling its foreign policy goals, in addition to taking stock of the soft power initiatives undertaken by international actors, and the possible obstacles for Iran in employing these same methods.

844. Why “no-fly zones” or “IS-free zones” are not a solution in Syria

Abstract:
There is a renewed push to establish “no-fly” and “IS-free” zones in Syria. An external military intervention to establish such zones, even with the good intention of protecting civilians, is likely to precipitate more chaotic fighting and further harm civilians. Instead, the international community should build a minimum consensus among the “Friends of Syria”, Russia, and Iran to accommodate the interests and concerns of Syria’s external stakeholders, and reconcile the existential fears of various communities and regime supporters in Syria with the aspirations of the country’s majority Sunni population. Once these fundamental issues are addressed, a political solution to the Syrian crisis will become possible.

845. Congress's Role in Verification After an Iranian Nuclear Deal

Abstract:
A nuclear armed Iran is unacceptable, and the best way to keep nuclear weapons out of Iran's hands is with a credible agreement. Sanctions have forced Iran to the negotiating table, but increasing sanctions now risks collapsing valuable progress and undermining international support. Congress should consider other options to turn up the heat on Iran—like improving monitoring and verification. The U.S. has made significant progress at the negotiating table toward preventing a nuclear armed Iran. Increasing sanctions isn't the only option to keep the pressure on Iran both now and after a deal is reached. Given Iran's history of deception, the U.S. cannot simply trust, but must actively verify that Iran sticks to the deal. Congress can and should strengthen monitoring processes while maintaining an independent role in verifying Iran's compliance.

The foreign policy issue in question involved the prospect of new sanctions legislation targeting Iran. Correspondingly, the administration has recently ramped up efforts to conclude a nuclear deal with Iran.

The Fletcher Security Review: Managed and edited by students at the Fletcher School of Law and Diplomacy, we build on the Fletcher School’s strong traditions of combining scholarship with practice, fostering close interdisciplinary collaboration, and acting as a vehicle for groundbreaking discussion of international security. Joshua Stanton, an attorney in Washington, D.C., has advised the House Foreign Affairs Committee on North Korea-related legislation, including the North Korea Sanctions Enforcement Act, and blogs at OneFreeKorea. His article, "North Korea: The Myth of Maxed-Out Sanctions", a legal analysis of North Korean sanctions, refuted the idea that there is nothing left that the world community can do to bring them to the negotiating table. In this interview, he expands further on this idea addressing why people think that nothing more can be done and how the Iranian nuclear deal will affect relation with North Korea. The views expressed are solely his own.

In October 2012, the Iranian rial earned the unwelcome distinction of the world’s least valued currency. It had lost more than 80% of its open market value in the previous two years, crashing from 9,800 to 37,000 rials (IRR) per U.S. dollar (USD). As the rial lost value, demand for more reliable hard currencies surged until it far exceeded the Central Bank of Iran’s (CBI) official supply. Many western analysts, taking their cue from U.S. officials, claimed this devaluation proved the efficacy of international sanctions. Did it really?

Abstract:
The term “post-colonial” has presented a seminal problem for historians of the 20th century Middle East. As this essay will detail, debates over the term have provided an important axis around which discussions of political identity revolve. Following World War Two European power in the Middle East crumbled and a number of post-colonial states emerged. These states often justified their existence in terms of ideologies that were tied to specific post-colonial, political identities. Endless debates have occurred over how much emphasis to put on the post-colonial nature of these states and their political identities. In this essay, I will discuss whether a state’s status as post-colonial matters. If so, how? And what are the consequences? Following a general discussion of debates over post-colonialism, will look more closely at three case studies: Egypt, Iraq, and Iran.
