521. To Keep the Peace with Iran, Threaten to Strike

Abstract:
While Iran's nuclear program has been on America's foreign policy agenda for the last twenty-plus years, one gets the unmistakable feeling that the issue is finally coming to a head. After several years of slowly ratcheting up sanctions while seeking to shield the Iranian people and their own economies from harm, the United States and the European Union have gone for the economic jugular by targeting Iranian oil exports. On December 31, 2011, President Obama signed into law sanctions, passed overwhelmingly by the U.S. Congress, that impose penalties on any foreign bank_including any central bank_that conducts petroleum transactions with Iran. The European Union took an even more dramatic step, imposing an embargo on the purchase of Iranian oil by its member states.

The United States has initiated new sanctions against Iran aimed at preventing it from collecting revenue from exports of crude oil. The European Union has followed, embargoing all imports of Iranian crude from July 1, 2012 and preventing any firms from entering into new contracts to import Iranian oil after January 23, 2012. The new US and EU sanctions could be the most draconian in many years. If implemented fully, US sanctions would force trading partners to choose between the United States and Iran. EU sanctions would cut Iran off from an important market. These sanctions, while reducing Iranian income, could pose a very serious economic threat to countries that have significant trade with the United States and/or import significant quantities of oil from Iran.

Abstract:
Iran pursues cooperation with states on the geographic and strategic periphery of the competition between the US and Iran in order to create a network of diplomatic and economic relationships or “partners” that can lessen the blow of international sanctions and generally oppose Western attempts to constrict its ambitions. These peripheral “partners” located mainly in Africa and Latin America, also serve as alternative markets for Iranian oil, provide diplomatic cover for Iran's nuclear efforts, and aid Iran's acquisition of goods proscribed by international sanctions.

524. The Big Caucasus: Between Fragmentation and Integration

Situated astride one of the world's key strategic crossroads, the “Big Caucasus” is increasingly a region in flux. The August 2008 war among Georgia, Russia, and the separatist regions of South Ossetia and Abkhazia emphasized the fragility of the territorial status quo that took hold in the years immediately following the collapse of the USSR, but which has failed to establish legitimacy among either local populations or the international community. The 2008 war solidified the de facto separation between the Georgian state and its breakaway provinces and put Georgia's NATO accession on indefinite hold—but did not resolve the underlying problems of sovereignty and security that led to the conflict. Similar problems abound across the Big Caucasus. An increasingly authoritarian Azeri government has staked much of its legitimacy on regaining Nagorno-Karabakh. While talks between Baku and Yerevan have made little progress, an arms buildup in the region continues, raising fears of renewed conflict. Meanwhile, Russia's North Caucasus smolders. A nationalist insurgency that began in Chechnya in the early 1990s has spread to neighboring regions and taken on a harder jihadist edge, raising concerns about a possible al Qaeda presence and creating a direct threat to Western interests.

Abstract:
This paper studies the impact of domestic politics upon Indonesia's foreign policy-making. Serving as a non-permanent member of the United Nations Security Council from 2007 to 2008, Indonesia voted on two key resolutions concerning the Iranian nuclear issue. While approving international sanctions against Iran under UNSC Resolution No. 1747, the Indonesian government preferred to abstain from voting on Resolution No. 1803. This paper argues the country's changing response to the Iranian nuclear issue was a consequence of domestic opposition. The case study specifically identifies the interplay between majority Moslem population, religious mass organizations and political parties as key factors which weigh upon the “strategic calculus” behind Indonesia's foreign policy formulation. The paper will conclude while the executive still drives the country's foreign policy, the parliament and social-political groups have new powers to cajole and criticize the government into reversing or softening an established policy.

Abstract:
Iran held parliamentary elections on March 2 and will hold presidential elections in 2013. The parliamentary elections were basically a competition between conservative factions, with the reformers and the opposition Green Movement excluded from the competition. The presidential election is certain to confirm the ascendancy of the hardliners among Iran's ruling elite; and the results of both these elections will have far-reaching implications for Iranian domestic and foreign policy.

Abstract:
The Assad regime has been playing all the diplomatic, political, and security cards it has accumulated over the past several decades. While keeping the violence under a certain threshold on a daily basis so as not to provoke immediate international action, the regime has benefited from the entangled and often conflicted international interests in Syria. The opposition has been unable to deal a serious blow to the regime and international pressure has so far yielded no major results. Though calls for international and regional action have recently intensified, there exists no clear international leadership or consensus on how to handle Syria. The Arab League and Turkey, along with other countries, have created the “Friends of Syria” group after the failure of the UN Security Council resolution on Syria, but Russian and Iranian backing for the Assad regime is seriously limiting options. Given its support for the people against authoritarian regimes during the Arab Spring and its anti Assad stance, expectations for Turkey to “do something” are increasingly more pronounced. So, what's holding Turkey back?

Abstract:
This article examines Turkish Iranian relations in the 2000s, when the two countries initiated an unprecedented rapprochement. It argues that modification of foreign policy paradigms in Turkey and Iran led to the rationalization of bilateral relations that paved the way for improvement of economic and political ties between the two states. In addition to the rationalization, a supportive regional context helped them expand their relations. However, structural differences prevent the Turkish-Iranian rapprochement from turning into a strategic partnership. Moreover, restructuring of the regional context and rise of the specter of a conflictual relationship, which is still alive, threaten the future of Turkish-Iranian relations.

Abstract:
The debate on the future of the Turkish-American partnership has puzzled scholars in recent years due to its constant fluctuations. In the first year of the Obama administration, the parties tried to heal relations with high level exchanges and a new conceptual framework to define the relationship. However, in 2010 the discord between the US and Turkey on major policy issues, including Iran and relations with Israel, once again strained bilateral relations. With the Arab Spring, the pendulum swung once again. Since the eruption of the people's movement in different parts of the Middle East, Turkey and the US have acted in coordination, and taken similar positions in debates in international forums. The Obama administration announced a new Asia-Pacific strategy, which will entail the concentration of its diplomatic, military, and economic resources to build partnerships and curb emerging threats in this region. This new doctrine mayhave a major impact on US relations with Turkey by opening up new opportunities for cooperation and new necessities to deepen the partnership.
