471. Deconstructing the Discourse of Models: The 'Battle of Ideas' over the Post-Revolutionary Middle East

Abstract:
Since the beginning of the Arab Spring, the so-called 'Turkish model' has become a key ingredient of the discourse of democratization in the Middle East. In this study, first, the assumption of the necessity of a 'model' for the emerging democracies in the Middle East will be discussed. This will be followed by a comparative analysis of the Turkish and Iranian models because of their potential to affect the policies of emerging states in the region. The study will acknowledge the fact that the full application of the model may not be possible, however, I will conclude that the Turkish model is much more applicable to the emerging democracies in Tunisia and Egypt than the Iranian model and it has a lot to offer to those societies in terms of guidance in areas such as the state-religion relations, economic development, and democracy building.

Abstract:
The Iranian regime has among its strategic objectives expanding its power in the Middle East and rolling back U.S. influence in the region. Iranian leadership considers the Persian Gulf and much of Central Asia to be a "near abroad" where Iranian culture and interests should have significant influence. Recent developments confirm that Iran is committed to this ambition, has a strategy to realize this outcome, and is making significant progress towards it. Iran also clearly has ambitions to be a significant and relevant actor on the global stage, whose capabilities and intentions must be taken into consideration by superpower nations.

The U.S. is currently leading a multinational effort to squeeze Iran and force them to give up its weapons program. Here's how to make the case for that approach and why it makes sense: A nuclear-armed Iran is unacceptable. Sanctions are working—they are wrecking the Iranian economy—but they need more time to have their full impact. We can blunt Iran's capabilities by strengthening our allies' missile defense systems. Military strikes now could exacerbate the problem, but all options must remain on the table.

Tension between the United States and its partners in the Gulf flared up visibly in the last several months, notably with Saudi Arabia's public displays of displeasure with the US approach to the Syria conflict, nervousness about an interim nuclear deal with Iran, and sharp differences over Egypt. Gulf distrust of US intentions and actions is nothing new, and is in no small part rooted in the Gulf states' deep frustration with how the United States executed the war in Iraq, which they perceive as placing Iraq under Iran's sphere of influence. But these latest tensions also point to a fundamental gap in expectations about the US role in the region and its commitment to security for the Gulf states.

When compared to its often rocky relations with Arab countries to the west, the Islamic Republic of Iran has managed to retain largely cordial ties with its neighbors to the east. Historic linguistic, religious, and cultural connections have helped Iran keep its influence in South Asia and become a key trading partner despite US-led sanctions. Because of its strategic location on the Persian Gulf and Arabian Sea, Iran provides India with access to Afghanistan and Central Asia that does not require transit through Pakistan. However, Iran and its neighbors, including Pakistan, face acute challenges such as scarce and poorly managed water resources, ethnic insurgencies, energy imbalances, and drug trafficking that require regional solutions.

The nine articles in this volume were chosen from over 150 submissions through a blind-selection process in Princeton. After individually reading a large number of submissions, attending editors first voted for their favorite papers via secret ballot, and we then facilitated an open debate to winnow down these choices to the cream of the crop. In the intervening months before publication, editors in Princeton from relevant policy areas worked with the authors to fact-check their work and fine-tune their arguments. While their geographic foci and policy subjects are multifarious, all the authors in this edition share a passion for changing the world through better policy. In various papers since 2008, this author has outlined how Iran’s growing centrifuge enrichment program could provide it with the ability to produce Highly Enriched Uranium (HEU) and thereby the ability to manufacture nuclear weapons.2 On August 28, 2013, the International Atomic Energy Agency (IAEA) published its latest safeguards update which shows that Iran is continuing to expand its enrichment program.

Abstract:
This study analyzes the limits and further areas of possible privatization of security in the Czech Republic in the context of a growing number of private security companies (PSCs). With reference to the recent foreign studies of security privatization and interviews conducted with the owners and/or managers of PSCs operating in the Czech Republic, this study shows that the process of security privatization is not taking place somewhere outside the structures of the Czech state because the very (in)activity of its components in providing security, along with the understandable efforts of PSCs to maximize their profits by offering new services, or extending the range of the existing ones, represents one of its key determinants. By outlining possible further areas as well as limits of security privatization in the Czech Republic, this study has the ambition to be the basis for not only an academic, but also a political debate about the ways of ensuring the safety of the citizens of the Czech Republic in the foreseeable future.
