Abstract:
This report analyzes four key aspects of US and Iranian strategic competition - sanctions, energy, arms control, and regime change. Its primary focus is on the ways in which the sanctions applied to Iran have changed US and Iranian competition since the fall of 2011. This escalation has been spurred by the creation of a series of far stronger US unilateral sanctions and the EU's imposition of equally strong sanctions – both of which affect Iran's ability to export, its financial system, and its overall economy.

Abstract:
Nuclear terrorism is often described as the single biggest threat to U.S. national security. The fear is that a hostile state could surreptitiously transfer a nuclear weapon or fissile material to a like-minded terror group, thus orchestrating a devastating attack on the United States or its allies while remaining anonymous and avoiding retaliation. This fear served as a key justification for the invasion of Iraq in 2003, and it helps drive current arguments in favor of a military strike against Iran's nuclear program.

Abstract:
Far too much of the analysis of Iran's search for nuclear weapons treats it in terms of arms control or focuses on the potential threat to Israel. In reality, Iran's mix of asymmetric warfare, conventional warfare, and conventionally armed missile forces have critical weaknesses that make Iran anything but the hegemon of the Gulf. Iran's public focus on Israel also disguises the reality that its primary strategic focus is to deter and intimidate its Gulf neighbors and the United States – not Israel. It has made major progress in creating naval forces for asymmetric warfare and developing naval missiles, but it has very limited air-sea and intelligence, surveillance and reconnaissance (IS) capabilities. It lacks modern conventional land, air, air defense and sea power, has fallen far behind the Arab Gulf states in modern aircraft and ships, and its land forces are filled with obsolete and mediocre weapons that lack maneuver capability and sustainability outside Iran. Iran needs nuclear weapons to offset these facts.

In a region that recently has produced virtually nothing but bad news, Hassan Rouhani's 4 August swearing in as Iran's president offers a rare and welcome glimmer of hope. There are still far more questions than answers: about the extent of his authority; his views on his country's nuclear program, with which he long has been associated; and the West's ability to display requisite flexibility and patience. But, although both sides can be expected to show caution, now is the time to put more ambitious proposals on the table, complement the multilateral talks with a bilateral U.S.-Iranian channel and expand the dialogue to encompass regional security issues.

In any given week, there is significant competition for the title of “most dangerous country in the world.” Some may believe it is Syria or Mali, Iran or North Korea, China or Russia, or dozens of others. As tragic as conditions may be in these countries, as potentially harmful as their policies may seem, no state truly comes close to the multiple dangers inherent in Pakistan today. Trends in this nation may converge to form one or more nuclear nightmares that could spread well beyond the region to threaten international security and the lives of millions. Experts estimate that Pakistan has between 90-110 nuclear weapons and enough fissile material to produce 100 more. It has an unstable government, a fragile economy, strong extremist influences in its military and intelligence structures, and Al Qaeda, as well as half a dozen similar terrorist groups operating inside the country. The confluence of these factors not only increases the potential for a nuclear escalation between Pakistan and its regional rival, India, but perhaps the even more terrifying scenario that a terrorist group will acquire fissile material, or an intact weapon, from Pakistan's burgeoning stockpiles. The U.S. is currently leading a multinational effort to squeeze Iran and force them to give up its weapons program. Here's how to make the case for that approach and why it makes sense: A nuclear-armed Iran is unacceptable. Sanctions are working—they are wrecking the Iranian economy—but they need more time to have their full impact. We can blunt Iran's capabilities by strengthening our allies' missile defense systems. Military strikes now could exacerbate the problem, but all options must remain on the table.

The nine articles in this volume were chosen from over 150 submissions through a blind-selection process in Princeton. After individually reading a large number of submissions, attending editors first voted for their favorite papers via secret ballot, and we then facilitated an open debate to winnow down these choices to the cream of the crop. In the intervening months before publication, editors in Princeton from relevant policy areas worked with the authors to fact-check their work and fine-tune their arguments. While their geographic foci and policy subjects are multifarious, all the authors in this edition share a passion for changing the world through better policy. Whether it is women’s health issues in Tanzania, banking regulation in the European Union, diplomacy with Iran over its nuclear ambitions, or immigration policy in the United States, the authors implore global policymakers to change course in order to remedy contemporary problems in public affairs. In various papers since 2008, this author has outlined how Iran’s growing centrifuge enrichment program could provide it with the ability to produce Highly Enriched Uranium (HEU) and thereby the ability to manufacture nuclear weapons.2 On August 28, 2013, the International Atomic Energy Agency (IAEA) published its latest safeguards update which shows that Iran is continuing to expand its enrichment program.

The Liechtenstein Institute on Self Determination at Princeton University convened a special Colloquium, “Diplomacy from the Mediterranean to the Hindu Kush: A Holistic and Proactive Approach” in Triesenberg, Principality of Liechtenstein, April 19-22, 2012. The colloquium brought together over seventy participants, including senior representatives, experts, academics, and civil society representatives from Austria, Azerbaijan, the European Union, Germany, Georgia, France, Iran, Israel, Liechtenstein, Russia, Qatar, Switzerland, Syria, the United Kingdom, and the United States. Participants engaged in both plenary and working group discussions about ways to address the four key issues: crisis diploma - cy with Iran; the ongoing crisis in Syria; Afghanistan in transition; and preventing the escalation of crises in this macro region. This was the third LISD-sponsored colloquium on developments in the Mediterranean to Hindu Kush region since the Arab Spring. The colloquium was off the record according to Liechtenstein Colloquium rules, and was financially supported by LISD, The House of Liechtenstein, the Government of the Principality of Liechtenstein, and the SIBIL Stiftung in Vaduz. The Colloquium was chaired by Wolfgang Danspeckgruber, Director of LISD. This chair's summary includes an updated postscript.
