Abstract:
The future for Syria in 2021 looks bleak from the Russian perspective. Though the conflict entered a low-intensity phase of armed confrontations that characterised 2020 will likely continue in 2021. The temporary negotiated solution for north-western Syria reached in March 2020 is likely to hold but there exists a high probability of renewed fighting between the SAA and various Islamist groups. There will also be bickering between Russia, Turkey, Syria, and Iran due to their different visions for Idlib’s future. Tensions will likely also continue to grow in northern and north-eastern Syria, where US-backed Syrian Democratic Forces sporadically clash with pro-Turkish groups. Occasional US-Russian encounters on the ground are also highly likely in the region. Additionally, confrontations between Israel and Iran/Hezbollah forces stationed in Syria will likely continue and might escalate.

Abstract:
The Center for International and Security Studies at Maryland (CISSM) has been conducting in- depth surveys of Iranian public opinion on nuclear policy, regional security, economics, domestic politics, and other topics since the summer of 2014. Each survey includes a combination of trend-line questions, some going as far back as 2006, and new questions written to assess and inform current policy debates. This report covers findings from a survey fielded in late August and early September, shortly after Ebrahim Raisi was inaugurated as Iran’s new president on August 5, 2021. It provides insights into Iranian public attitudes regarding a wide range of foreign and domestic policy issues as Raisi takes office, eight months after we released a similar survey of Iranian attitudes in the early days of American president Joe Biden’s first term in office. Much has changed, and much has stayed the same since February 2021. Biden had campaigned on a pledge to rejoin the Joint Comprehensive Plan of Action (JCPOA) and lift sanctions imposed by the Trump administration, as a first step toward further negotiations, so Iranians were relatively positive in February about the prospects for reviving the nuclear deal and improving U.S.-Iranian relations. It took about ten weeks for the new administration to begin indirect negotiations with Iran on a mutual return to full compliance with the JCPOA. The Iranian parliament had responded to Trump’s maximum pressure campaign by passing a law specifying that if the Biden administration did not reverse that policy within weeks of taking office, Iran would exceed JCPOA-mandated limits on its nuclear program in more consequential ways and suspend special International Atomic Energy Agency access to Iran’s nuclear sites that were called for by the JCPOA. The economic, political, and public health crises confronting the new Biden administration precluded it from moving that quickly. The Iranian government promised to r The talks in Vienna made slow, but significant progress as preparations for Iran’s presidential election intensified. Members of the negotiating teams indicated that agreement had been reached by mid-June on some key issues, including the sequence of steps that Iran would take to resume fulfilling its JCPOA commitments and the corresponding sanctions relief it would get from the United States. Some important points of disagreement still needed to be resolved, though. Iran wanted reliable assurances that the United States would not withdraw again or take other steps to preclude Iran from receiving the promised benefits if it abided fully by its JCPOA obligations through October 2025, when the JCPOA specifies that many of Iran’s special nuclear commitments would end and it would have the same rights and responsibilities as other non- nuclear weapon states party to the 1968 Nuclear Nonproliferation Treaty. The United States also wanted assurance from Iran that once the JCPOA had been restored, it would start follow-on negotiations to address additional U.S. concerns.

A nuclear-armed Iran is an unacceptable threat to America and our allies. But because of Donald Trump, we are closer to—not farther from—this nightmare scenario. Donald Trump chose a bellicose, chaotic, go-it-alone strategy toward Iran. He blew up the Iran Deal, the international agreement that froze Iran’s nuclear weapons program, because it was negotiated by Barack Obama. When he blew it up, our European allies were shocked—and for the first time ever, they sided with Iran to preserve the deal over the Trump Administration. And that’s what just happened again at the United Nations in August of this year. Now it will be more difficult to stop Iran’s malign activity in the future. President Obama brought international pressure to bear to force Iran into a difficult choice: they could have an economy or nuclear weapons, but not both. Iran chose an economy, and in doing so, accepted restrictions on its nuclear program and submitted to international inspections. In return, the United States, our European allies, Russia, and China began to resume economic activity with Iran. After freezing Iran’s nuclear program, the United States could have begun dealing with Iran’s other malign activity. Unfortunately, against the advice of his senior national security advisors and allies, President Trump unilaterally withdrew from the Iran Deal. Then he threatened our negotiating partners with sanctions for attempting to salvage the deal. And when that didn’t work, in January, he ordered a unilateral strike to kill one of Iran’s senior military leaders, Qasem Soleimani, risking outright war. Despite all this, he signaled he was open to negotiations with Iran but has not indicated what a successful agreement would include. Trump’s chaotic, bellicose strategy has yielded no positive results. Future policymakers will need to rebuild the coalition to deal with Iran and develop a long-term strategy to get Iran to abandon its nuclear ambitions, end its support for terrorists, and become a responsible global player.

26. President Biden Has Five Options for Future Negotiations with Iran

President Biden has announced plans to re-engage with Iran on the Joint Comprehensive Plan of Action (JCPOA), also known as the Iran Nuclear Deal. In this paper, we briefly outline the five most likely pathways ahead, each of which has strengths and challenges: Return to the JCPOA as it was. Return to the JCPOA plus new commitments that address other security concerns with Iran. Restore the JCPOA as it was plus a set of confidence-building measures to address other security concerns. Formally link a requirement for Iran to address our other concerns as a pre-condition for further talks. Return to the pre-JCPOA Middle East, where US and allies work to rollback Iran’s nuclear program and actively deter its regional actions by confrontation, punishment, and isolating measures. Each path carries risk and opportunity for restoring American leadership in the world, and congressional Democrats should remember the perfect deal does not exist. Members of Congress would be wise to measure the next deal against the status quo ante: an unconstrained, belligerent Iran again racing to a bomb.

Abstract:
Iran’s ballistic missile systems, supplemented by cruise missiles and UAVs, are intended not only for deterrence, but for battle, including by Iran’s regional partners. In a new report, the IISS provides a detailed assessment of Iran’s missiles, and the manner and purposes for which it has been proliferating them. Nuclear issues are the exclusive focus of the negotiations on the restoration of the 2015 Joint Comprehensive Plan of Action, which have taken place in Vienna. The Western powers are keen, however, to engage in follow-on talks to address Iran’s missiles and activities in the region. To inform the public policy debate on the latter matters, the IISS has produced a fact-rich technical assessment of Iran’s current missile and uninhabited aerial vehicle (UAV) capabilities and its proliferation of these technologies to Iran’s regional partners.

How does Iran equip its proxies and allies with increasingly sophisticated and longer-range ballistic missiles and artillery rockets? Fabian Hinz considers Iran’s new missile-proliferation strategy. The proliferation of ballistic missiles and artillery rockets to non-state actors by the Islamic Republic of Iran is a constant source of tension in the Middle East. Yemen’s Houthi rebels conduct ballistic-missile strikes on Saudi Arabian cities, airports and oil installations; Hizbullah’s ever-growing rocket and missile arsenal sparks Israeli consideration of military options; and Iranian proxies rocket the United States’ installations in Iraq on an almost weekly basis. But how does Iran equip its proxies and allies with increasingly sophisticated and longer-range ballistic missiles and artillery rockets? For years, the answer has been through smuggling. In one example, on 19 March 2021 Saudi Minister of State for Foreign Affairs Adel al-Jubeir claimed that all Houthi missiles fired at the Kingdom were ‘made in Iran’, and there is ample evidence that Houthis were the recipients of weapons such as Iran’s short-range Qiam ballistic missile. Iran doubtlessly continues to directly transfer missiles outside its borders to some degree. However, in recent years smuggling has been augmented by two other transfer methods: the provision of guidance kits to modify existing stockpiles of artillery rockets, and the wholescale provision of manufacturing capabilities. Iranian support for enabling local rocket production is not new. Reports about the rocket arsenals of Palestinian factions in Gaza regularly cite Iranian assistance for domestic manufacturing, and Hizbullah’s alleged missile factory in the Beqaa Valley became the topic of competing accusations in the Israeli–Hizbullah relationship. However, closer examination of Iranian sources, documents likely leaked by Israeli intelligence and the missiles unveiled by the Houthis reveal a strategy of empowering Iranian proxies that is more comprehensive than previously thought. In cooperation with Iran’s missile industry, the Quds Force (QF) of the Islamic Revolutionary Guard Corps (IRGC) appears intent on enabling all its main proxies to be able to autonomously manufacture artillery rockets and precision-guided missiles. Also, a special development effort seems to be aimed at creating simple artillery rockets and short-range-missile systems and production units custom-tailored for local production.
