51. Iran's Youth: Agents of Change

Abstract:
Iran has the most politically active youth among the 57 nations of the Islamic world. As the most restive segment of their society, Iranian youth also represent one of the greatest longterm threats to the current form of theocratic rule. Young activists have heavily influenced the Islamic Republic's political agenda over the past 13 years. After the 2009 presidential election, youth and women were the two biggest blocs behind the region's first sustained “people power” movement for democratic change, creating a new political model in the Middle East. The Islamic Republic has forcibly regained control over the most rebellious sector of society through mass detentions of young activists, expulsions from universities and widening the powers of its own young paramilitary forces. Nevertheless, the demands from young people have not changed over the past year, and their anger is boiling just beneath the surface. The regime also remains vulnerable because it has failed to address basic socioeconomic problems among youth. The impact of Iran's youth on the political, economic and social agenda of the country over the next 25 years is important for U.S. policymakers to consider when facing complex decisions in balancing Iran's nuclear program and its internal political turmoil.

Abstract:
The breakdown or modification of the Islamic Republic, though not imminent, is increasingly conceivable. However, in the event that the regime were to fall, Iran is bereft of many of the social and economic requisites for a stable democracy to emerge. About 80% of the Iranian economy is in the hands of the state, the private sector is dependent and feeble, and the 70% of the Iranians that are under the age of 30 are neither propertied nor middle class. This has implications for US policy, made all the more urgent by the timeline imposed by the looming nuclear issue. Rather than experiment with ineffectual and counter-productive attempts at democracy promotion, this study suggests that a policy of long-term international diplomatic and economic engagement is the best available tool for transforming Iranian society and politics in such a way that a transition to a sustained and stable democracy and, by implication, a resolution of Iran's nuclear issue, becomes more likely.

Abstract:
Young people in Iran have emerged as important players on the country's political scene but remain marginal on its economic scene. They were a vital part of President Khatami's political base and contributed to his landslide victories at the polls, in 1997 and 2001. In June 2009 they again played a key role, this time in challenging President Mahmoud Ahmadinejad's controversial reelection, which led to massive anti-government protests in the nation's largest cities. A year later the political crisis appears to have subsided, but the economic crisis that has engulfed the country since early 2008 has deepened, and with it the crisis facing Iran's youth. Youth unemployment is at record high levels and, for the majority of youth, marriage and family formation are increasingly becoming challenges to overcome rather than celebrations of reaching adulthood.

Adib-Moghaddam's engaging analysis of the Iranian politics is an effective antidote against the widespread characterizations of the Islamic Republic as the center of Shi'i crescent and a regime ruled by messianic fanatics who are soon-to-be armed with nuclear weapons. He explicitly states his purpose: “Ideally, this book equips you… with the necessary tools to widen and fill the gaps between lines next time you read a newspaper article about Iran” (p.2). “My idea in this book is to employ critical theory in order to place Iran out of the reach of their awesome propaganda” (p.3).

Abstract:
In this book, Asef Bayat explores Islam and democracy especially with regard to what he calls the “post-Islamist” movement in the Muslim world. Instead of asking whether Islam and democracy are compatible, he asks, “under what conditions can Muslims instigate democratization within their countries?” He challenges the Orientalist view on Islamic exceptionalism by not only contesting the validity of the question about the compatibility of democracy and Islam, but also through a very thorough investigation of the post-Islamist movement in Iran and the Islamist movement in Egypt. He defines post-Islamism as a “condition” and a “project” that emphasizes change through religiosity and rights that arises after Islamism runs its course as a legitimate source of hope for political and economic development (p. 10-11). Through his in depth case studies he demonstrates that the state has been successful in suppressing the post-Islamist social movements and their secular and reformist demands for political change in Iran. While the state has been equally successful at suppressing opposition (the political Islamist movement) in Egypt, the Egyptian state has not been able to quell society's turn to Islamism.

Two months after nationwide elections, Iraq's government formation process is still on hold. The final voting results have yet to be announced as disputes over recounts and candidate disqualifications linger. Nor is it clear how a governing majority will be formed, and power shared, among the four major party alliances, each of which garnered somewhere between 16 percent and 28 percent of the vote: the Kurdish bloc and its affiliates; the largely Sunni or secular Iraqiyah party led by a former prime minister of Shiite origin, Ayad Allawi; incumbent prime minister Nouri al-Maliki's largely Shiite State of Law Alliance (SLA); and SLA's rival Shiite/Sadrist list, the Iraqi National Alliance (INA), a coalition that includes the Islamic Supreme Council of Iraq.

On May 31, 2010, a flotilla of six ships manned by alleged "peace activists" motored toward Gaza, which, since 2007, has been controlled by the Iranian-sponsored terrorist group Hamas. But because Hamas openly seeks to destroy Israel and has already fired "more than 4,000 rockets and mortar shells [into the state] from Gaza," Israel has imposed a blockade on the region. The "peace activists" ostensibly sought to breach the blockade and reach Gaza to deliver "humanitarian aid." Their real goal, however, was revealed by their own words and actions.

With the exception of a handful of capitals friendly to Tehran, and of course the Iranian regime itself, few now dispute the notion that the Islamic Republic of Iran is involved in a nuclear weapons program—and one that will, unfortunately, come to fruition in the next few years. News of Iran's seemingly-unstoppable drive for nuclear status is no real surprise, of course; despite four UN Security Council Resolutions condemning Iran and imposing punitive economic sanctions, Tehran continues to enrich uranium for those weapons virtually unhindered.

A common misconception pervades in the West that women are all mistreated in Arab societies due to the application of Islamic law (shari‛a). Scanning media articles, we see references to stoning as punishment for adultery in Iran and requiring of the burka for women under the Taliban. In Morocco, however, women are not obligated to wear the veil and stoning is not an acceptable punishment for any crime. All of these countries have Muslim governments, and all claim to base their legal systems on shari‛a principles. What then accounts for the differences in their treatment of women under the law?

Karim Sadjadpour, a leading Iranian analyst who worked for four years in Iran for the International Crisis Group, says that given the "unprecedented" scale of protests in Iran over the presidential election results, "it's very difficult to see how the status quo ante could prevail no matter what happens." However, he believes the United States should continue trying to stay out of the political infighting in Iran. "This is extremely delicate and the situation is so dynamic," Sadjadpour says. "We clearly have to be on the right side of history here, but if we try to insert ourselves into the momentous internal Iranian drama that's unfolding we may unwittingly undermine those whom we're trying to strengthen."
