Abstract:
Foreign language competency and cultural understanding are acknowledged as important skills for diplomats. While many Foreign Service Officers receive such training in Washington before going to an overseas assignment, few have the opportunity for the deep cultural and language immersion that I enjoyed as part of my first assignment for the U.S. Information Agency (USIA). In early 1972, after completing seven months of Farsi language training at the Foreign Service Institute (FSI), I was posted to USIS Tehran. My family and I arrived shortly before the Persian new year, Now Ruz, and took up residence in an embassy apartment. Dave Dubois, the Public Affairs Officer, with the concurrence of the embassy Deputy Chief of Mission and USIA’s Office of Near East and South Asian Affairs (NEA), had arranged for me to spend some time with a host family in Isfahan. It was a “deep immersion” experience in which I would continue learning Farsi and experience life with a local family for several weeks.

Well into its second year, the Biden administration has continued to grapple with persistent foreign policy challenges while new ones have emerged: North Korea has not curtailed its weapons of mass destruction (WMD) programs; negotiations with Iran on resuscitating the Joint Comprehensive Plan of Action (JCPOA) remain stalled; and a Russian troop buildup near Ukraine may signal a potential invasion and full-scale conflict. In confronting these and other challenges, the United States continues to use economic sanctions as a mean of punishing, signaling, and coercing rivals into changing their foreign policy behaviors. As a tool of American economic power, policymakers often see sanctions as “Goldilocks” instruments that are “just right,” albeit ones that require time and patience to facilitate policy change.

News reports of a nearing breakthrough in the Iran nuclear talks will trigger sighs of relief, but the deal will likely prove disappointing on many fronts. With Russia’s horrific onslaught against Ukraine, news reports of a likely breakthrough in the Iran nuclear talks will trigger sighs of relief. But sadly, that relief will be misplaced. U.S. negotiators have already admitted that the forthcoming deal will not match the nonproliferation achievements of the 2015 agreement, and no official has even hinted that the revised text will either penalize Iran for its flagrant violation of its commitments or address the range of problems that have emerged since the original deal was reached. In this Policy Note, Washington Institute executive director Robert Satloff delivers a powerful, bipartisan critique, assessing how and why three successive American presidents started their terms with sound ideas on Iran and leverage to advance them but accepted either flawed agreements or America’s own isolation. Looking beyond a new Iran deal, he proposes an urgent agenda: scrupulous enforcement; a renewed push for a “longer, stronger” agreement; early preparation for the day after restrictions expire; close coordination with regional partners to counter Iran’s rising influence; and outreach to the Iranian people, who will see little benefit from the windfall in sanctions relief likely coming to Tehran. A coordinated response to Iran’s aggression can preserve U.S. and Western interests, reinforce Israel and America’s Arab allies, and promote regional stability. For decades, the Islamic Republic of Iran has sought to extend its influence throughout the Middle East, and the threat has only grown more serious amid the regime’s enhanced conventional military capabilities and proximity to a nuclear breakout. The Islamic Revolutionary Guard Corps has spearheaded Tehran’s expansionist “four capitals” strategy, focused on Baghdad, Damascus, Beirut, and Sanaa. In Iraq, the IRGC works through elements of the government-funded Popular Mobilization Forces; in Syria, through the regime of Bashar al-Assad; in Lebanon, through Hezbollah—which can be regarded as Iran’s “model” proxy; and in Yemen, through the Houthis, who hold territory and oppose the internationally recognized government. In all these places, the IRGC has exploited civil wars and interstate conflicts to spread its political, economic, and military influence. In this Policy Focus, Maj. Gen. Eyal Zamir, IDF, draws on his deep experience in the Israeli military establishment to propose a detailed plan for undermining Iran’s influence in the region—an approach that will preserve U.S. and Western interests, reinforce Israel and America’s Arab allies, and promote regional stability.

175. The Revolution Will Be Televised in Arabic: Iran's Media Infrastructure Abroad

An umbrella entity, the Islamic Radio and Television Union, encompasses more than two hundred media groups stretching from Oman to East Africa. The concept sodoure enqelab, or “export of the revolution,” is written into Iran’s constitution, and the country’s founding leaders wasted no time trying to make it a reality. Islamic Republic of Iran Broadcasting (IRIB) launched its Arabic Service in 1980 and subsequently leveraged satellite television to intensify its outreach to Arabic-speaking nations—Shia audiences in particular. Today, IRIB World Service runs fourteen satellite TV channels, three internet TV channels, and thirty-two radio stations, a number of them broadcasting in Arabic. In this highly informative Policy Note, expert Hamdi Malik surveys Iran’s remarkable range of Arabic-language media, with a focus on those under the Islamic Radio and Television Union banner, which encompasses more than two hundred entities. Iraq, Lebanon, and Syria feature strongly in the inventory, but more surprising places such as Oman and East Africa also crop up. To combat Tehran’s media infiltration and secure U.S. interests, the author urges Washington to promote a true partnership between Western countries and the region’s many media actors who wish to challenge Iran’s propaganda machine.

Tehran’s willingness to pause aspects of its nuclear program may offer opportunities to stoke regime concerns about the potential costs of moving forward. Since halting its crash nuclear weapons program in 2003, the Islamic Republic has pursued a cautious hedging strategy that has enabled it to become an advanced nuclear threshold state, while also avoiding a military confrontation with the United States and Israel. The unrest has shown that many young people are not only rejecting the regime, but also steering away from long-time actors such as the clergy, reformers, and dissident politicians inside and outside the country. Since erupting on September 16, Iran’s latest wave of street protests has begun to pose a serious security and political challenge to the Islamic Republic, placing regime leaders in a uniquely puzzling situation. Interestingly, Supreme Leader Ali Khamenei has not commented on the turmoil, which was ignited by the torture and death of a young woman, Mahsa Amini, at the hands of the regime’s morality police (Gasht-e Ershad, or Guidance Patrol), reportedly for disrespecting regulations on wearing a hijab. Yet he and his circle are no doubt concerned about the movement’s novel aspects. Anti-regime protests are nothing new in the Islamic Republic. The largest one was sparked by massive fraud in the 2009 presidential election, bringing millions of people to the street until authorities cracked down on the movement’s leaders, Mir Hossein Mousavi and Mehdi Karrubi (Mousavi is still under house arrest to this day). The most recent round of widespread protests took place in 2019, after the government’s sudden decision to raise gasoline prices. At the time, the Islamic Revolutionary Guard Corps and police forces killed more than 1,500 people, a shocking record even by the regime’s brutal standards.

179. Scoring Iraq’s New Government: Metrics for Preserving U.S. Interests

Abstract:
The protracted post-election process has been a step backward for Iraqi democracy, so Washington will need to closely monitor the new leadership’s actions and hold Baghdad to measurable benchmarks. Iraq’s stalled government formation process finally lurched forward on October 17, with new president Abdul Latif Rashid taking office more than a year after the 2021 election. Incoming prime minister Mohammed Shia al-Sudani will now try to ratify his cabinet during a parliamentary session on October 22. If he succeeds as expected, Baghdad will finally close perhaps its most troubled electoral cycle yet—a chapter in which a clear popular vote nearly failed to produce a peaceful transition of power, and the losing factions spurred the biggest winner to abandon parliament through corrupt judicial rulings. Under these sad circumstances, the U.S. government and its partners need to quietly but insistently push for early, inclusive elections to restore legitimacy to the democratic process. Simultaneously, all of Iraq’s friends must watch the new government like a hawk to ensure that militias and corrupt politicians do not attempt to purge technocrats, conduct witch hunts against Western-leaning officials, cover up past graft, or initiate a new wave of “asset-stripping” via state institutions. After many false alarms, the survival of Iraq’s close relationship with the West is truly at stake right now, and only firm expectation-setting can ensure that the partnership continues.

Threatening to reimpose old UN sanctions would likely have little practical effect on Tehran’s ability to trade oil and export drones, while the plethora of other potential complications suggest that it should be treated as a tool of last resort. In recent weeks, the United States, Britain, France, and Germany have argued that Iran’s sale of drones to Russia for use against Ukraine violates UN Security Council Resolution 2231, the backbone of the Joint Comprehensive Plan of Action (JCPOA). These allegations, combined with ongoing diplomatic deadlock over reviving that 2015 nuclear agreement, have led some to suggest pursuing “snapback,” a provision that would reimpose terminated UN resolutions on Iran and essentially scrub the JCPOA from the books. How would snapback work, and what political, economic, and security consequences would it have?
