81. For Richer or Poorer: The capture of growth and politics in emerging economies

Abstract:
The emerging economies Brazil, China, India, Indonesia, Mexico, Russia, South Africa and Turkey - in short, the BRICSAMIT - have come to be considered the economic powerhouses of recent decades. Not only have these countries managed to reduce poverty; most have embarked on a steep economic growth path and play an increasingly influential role on the global scene. But today, all eight BRICSAMIT countries occupy the top ranks as some of the most unequal countries in the world. The price these countries - and millions of their citizens - pay for this is high. Excessive inequality hampers development prospects: negatively impacting growth potential, threatening poverty reduction, leading to mass migration flows and 'brain drain', and reducing opportunities for young people. This report, which was commissioned by civil society networks across the BRICSAMIT countries, aims to increase the urgency to tackle the structural causes of inequality by shedding light on the nature and scope of the issue in the BRICSAMIT, and the economic, political and social consequences these countries are now facing as a result.

82. There and Back Again: On the Diffusion of Immigration Detention

Abstract:
From Mexico to the Bahamas, Mauritania to Lebanon, Turkey to Saudi Arabia, South Africa to Indonesia, Malaysia to Thailand, immigration-related detention has become an established policy apparatus that counts on dedicated facilities and burgeoning institutional bureaucracies. Until relatively recently, however, detention appears to have been largely an ad hoc tool, employed mainly by wealthy states in exigent circumstances. This paper uses concepts from diffusion theory to detail the history of key policy events in several important immigration destination countries that led to the spreading of detention practices during the last 30 years and assesses some of the motives that appear to have encouraged this phenomenon. The paper also endeavors to place the United States at the center of this story because its policy decisions appear to have played an important role in encouraging the process of policy innovation, imitation, and imposition that has helped give rise to today's global immigration detention phenomenon. Nevertheless, many US offshore practices have not received nearly the same attention as those of other important destination countries. More broadly, in telling this story, this paper seeks to flesh out some of the larger policy implications of the externalization of immigration control regimes. Just as offshore interdiction and detention schemes raise important questions about custody, accountability, and sovereignty, they should also spur questions over where responsibility for the wellbeing of migrants begins and ends.

Abstract:
In the last two decades, populists around the world have celebrated a renaissance. As the role of political parties declines, and globalization creates socioeconomic uncertainties that unsettle anxious electorates, anti-establishment figures or movements have found it easy to attract support. Whether Hugo Chavez in Venezuela, Thaksin Shinawatra in Thailand, Narendra Modi in India, or Alexis Tsipras in Greece, populists have been able to mobilize voters by attacking a supposedly collective enemy (mostly, domestic or foreign forces accused of exploiting the country's economic resources) and by appealing to the poor as their main constituency. In some cases, populists have been so successful at the ballot box that established political forces resorted to violence to try removing them—as evidenced by the failed coup against Chavez in 2002, and the military overthrows of Thaksin in 2006 and of his sister, Yingluck, in 2014.

84. Title to Territory in the Post-Colonial Era: Original Title and Terra Nullius in the ICJ Judgments on Cases Concerning Ligitan/Sipadan (2002) and Pedra Branca (2008)

Abstract:
This article approaches two International Court of Justice judgments on the cases concerning Ligitan/Sipadan (2002) and Pedra Branca (2008) from the perspective of the law of territory in the post-colonial context, showing that the Court managed to free the concepts of ‘original title’ from ‘terra nullius’. It is prefatorily explained that the concepts of ‘original title’ and ‘terra nullius’, which operate in combination, had both functioned as bases for the traditional law of territory and as unilateral justification for colonization by European powers. By contrast, analysis of the two recent judgments illustrates that the Court contrived to separate the two concepts from the context of colonialism by avoiding the determination of the islands as ‘terra nullius’ and expanding the concept of ‘original title’ while preserving the existing framework of law of territory. The problem is presented with a caveat, however; overemphasizing the significance of ‘original title’ in the post-colonial context might lead to disregard for the foundations of title to territory, that is effective control of territory and its legitimizing logic, on which the territorial order of today’s international society is based.

85. The Power of Transparency: Information, Identification Cards and Food Subsidy Programs in Indonesia

Abstract:
Can governments improve aid programs by providing information to beneficiaries? In our model, information can change how much aid citizens receive as they bargain with local officials who implement national programs. In a large-scale field experiment, we test whether mailing cards with program information to beneficiaries increases their subsidy from a subsidized rice program. Beneficiaries received 26 percent more subsidy in card villages. Ineligible households received no less, so this represents lower leakage. The evidence suggests that this effect is driven by citizen bargaining with local officials. Experimentally adding the official price to the cards increased the subsidy by 21 percent compared to cards without price information. Additional public information increased higher-order knowledge about eligibility, leading to a 16 percent increase in subsidy compared to just distributing cards. In short, increased transparency empowered citizens to reduce leakages and improve program functioning.

86. The Road to 2014: Corruption, the Media and Parties' Electability

Abstract:
Corruption has become a perennial issue that has shackled political parties to a groundswell of unpopularity in Indonesia. In the run up towards the 2014 General Elections, it is envisaged that such an issue may jeopardise the electability of certain political parties. This report explores the influence of corruption cases on the elections by first highlighting the current status of competing political parties in the 2014 elections. The report then looks at the notable corruption cases that have an adverse effect on the political parties. The report concludes with four points. First, how utilising the "corruption-card" has become the new weapon of choice among political parties. Second, how the acute problem of corruption signifies that Indonesia's democratic consolidation process is far from over. Third, how shadowy affairs between political parties, their elites and the media can and should be constantly monitored. Lastly, the need to strengthen and continuous evaluation of the Corruption Eradication Committee (KPK) to prevent unnecessary interventions by political parties in the future.

Abstract:
The itinerant rise of the professionalised class of political pollsters, consultancies and statistic-analytical institutes in the Indonesian electoral scene has, in recent months, been accompanied by an analogous rise of a proto opinion-mining, sentiment-tracking industry in cyber-space, facilitated by an increasingly mediated environment. While newer forms of online media platforms have yet to replace traditional mass-media, the felt effects of individual aggrandisement and vicarious political marketing derived from these platforms proved to be very effective. This paper explores aspects of new media and its nascent influence upon Indonesian politics in the race to 2014. It examines how a more participatory post-Reformasi climate had joined forces with various aspects of new media, providing the electorate with greater leverage over their choice of candidates following the precipitous rise of populist media doyens like Joko Widodo. This paper concludes that aspects of new media are steadily gaining currency as a legitimate mainstream indicator of candidature electability even as voters‟ allegiance gradually shifts away from party to personality in Indonesia.

Abstract:
An outmoded conception of youth in post-Reformasi Indonesia had led to an essentialisation of the demography into a dichotomous characterisation between that of “demographic dividends” and “ticking time-bombs”. In contemporary Indonesia, futurists see youths as fiduciary members of the developmentalist state agenda while pessimists take opprobrium at their volatile and violent track-record. This paper rejects both premises as instances of “Old Society” intrusion into the perceptions of Indonesian youth. Instead it ventures into an in- depth, sober examination of their present state of affairs and predicament. Based heavily upon empirical data from a range of surveys, polls and census, it had been shown that state and institutional attempts at reclaiming/redefining youths as their own fell short of ground realities. Youth emanating particularly from the Y-Generation and beyond have more agency than conventionally felt and it is increasingly imperative that their opinions on democratisation and decentralisation, twin aspects of reform efforts in Indonesia, are urgently taken into account given their potential for growth and influence.

Abstract:
Today, there is much talk about the „American pivot‟ back to Southeast Asia, and the role that America continues to play in terms of the geo-strategic relations between the countries in the region. That America has been a player in Southeast Asian affairs is well-known, as America‟s presence in countries like Indonesia, Thailand, the Philippines and Vietnam has been well documented since the Cold War. However, there has been less scholarship devoted to America‟s role in Southeast Asia prior to the 20th century, lending the impression that the United States is a latecomer as far as Southeast Asian affairs is concerned. This paper looks at a particular incident – the First Sumatran expedition of 1832 – where America played a visible role in the policing of the waters off Sumatra. Though the event has been largely forgotten today, and is not even mentioned in Indonesian history books, it was important for it marked America‟s arrival – first as a trading nation, and later as a policing power – to the region. Drawing upon contemporary sources, the paper looks at how and why the expedition was launched, and the response of the American public in its wake. It tells us something about American public perception then, and how Americans were then divided over the role that America should play in Asian affairs.

90. Explaining the Trajectory of Golkar’s Splinters in Post-Suharto Indonesia

Abstract:
During the New Order regime, Golkar (Golongan Karya) played a crucial role in garnering political support whilst upholding Suharto‘s iron-clad reign. The abrupt fall of the Suharto regime however, ushered in a completely new political vista for the once hegemonic Golkar. Several ―splinter-parties‖ have decided to break-away within the Golkar Party itself, re- emerging as new political vehicles due to various reasons. This paper revisits and analyses the emergence of three of Golkar‘s splinters: the Hanura, Gerindra, and Nasdem parties. It examines how their background originating as haranguing factions and splinters within Golkar influences their political behaviour, in turn providing an analysis on the background of the establishment of these personality-led parties, the differences amongst the parties as well as their prospects within the sphere of Indonesian politics. This paper argues that the electoral performance of the three parties is sustained and highly dependent upon both the strong personalities and financial backing of their respective leaders.
