31. Aceh: A New Chance for Peace

Abstract:
On 15 August the Indonesian Government and the Free Aceh Movement (Gerakan Aceh Merdeka, GAM) are to sign a peace agreement that offers the best hope yet of ending a conflict that has cost over 9,000 lives since 1976. But no one should underestimate the difficulties of bringing an end to a 30-year-old conflict. Deep reservoirs of fear and distrust remain. The demobilisation and disarmament phases will be critical, and they are scheduled to begin in a month. Release of GAM prisoners will happen even sooner. In formation, communication, and planning are in very short supply. Among the most urgent tasks are: finding appropriate channels for the widest possible dissemination of information about the agreement in Indonesian and Acehnese, with an explanation of how it differs from the failed 2002 agreement; coordinating the different agencies working on amnesty, disarmament, reintegration, monitoring and funding; ensuring that government promises of land, jobs, or social security to various groups are quickly kept; and protecting vulnerable groups, including those who report violations of the agreement.

Abstract:
The theme of this paper is human rights in East Timor during the United Nations Transitional Administration UNTAET and the first years of the independent Democratic Republic of Timor Leste. Following a brief background on the history of the conflict in East Timor this study focuses on three topics: human rights in institution building, post-conflict environment and human rights, and transitional justice. The term 'human rights' refers here to internationally recognized human rights standards and principles, including the principle of the indivisibility and equal importance of all hum an rights. However, the emphasis is on the rights related to political participation that are often categorized as civil and political rights, whereas economic, social, and cultural rights will not be specifically addressed. This is not to reinforce the ideological divisions concerning human rights left over from the Cold War period, or to suggest that economic, social, and cultural rights are less significant. Indeed, economic, social, and cultural rights are crucial in post-conflict conditions. The focus reflects the definition of human rights used in UN peace operation mandates, where economic, social, and cultural rights have largely been left out, albeit the importance of the promotion of economic and social well-being is recognized in recent UN peacebuilding strategies.

Abstract:
Timor Leste is faced with a major challenge in consolidating its nascent democracy, this being the overdue establishment of a national security framework supported by legislation. In conjunction, civilian oversight and management structures for the security sector are weak to non-existent in Timor Leste. This is most pronounced in the case of Timor Leste's defence force and police services, and especially so in those areas where their responsibilities overlap. A major obstacle to overcoming this challenge are political divisions that exist between those who identify themselves as being “veterans of the resistance” to Indonesia's occupation 1975-99. The role of veterans dominates the country's political equation from the villages to the capitol. These divisions are manifested in the ill-advised and ongoing creation of the state's security institutions. That the United Nations' security forces' withdrawal from Timor Leste will be complete in May 2004 underscores the pressing nature of this problem. The below paper will examine the development of the defence force with some allusion to the police services. I will view the development of defence forces from the inception of an indigenous armed force in 1975.

On 9 December 2002, an agreement on cessation of hostilities in Aceh was concluded in Geneva, bringing hope that an end to the 26-year-old conflict between Indonesian government forces and guerrillas of the pro-independence Free Aceh Movement (Gerakan Aceh Merdeka or GAM) was in sight. Since then there have been many positive developments, most strikingly, a dramatic drop in the level of violence.

Abstract:
In December 2001, Argentina recorded the world's largest default ever, as it failed to honor payments on its US$132 billion foreign debt. Since then, five presidents have been in power, the Argentine peso has been devalued by 120 percent, and the banking system has virtually collapsed, dragging the economy into a depression. The gross domestic product (GDP) contracted 16.3 percent in the first quarter of 2002. Argentina's per capita income has become one of the worst in Latin America, and, as a result, more than one-third of its people live under the poverty line. 1 Argentines' confidence in their elected officials has disappeared. By most accounts, the country has literally imploded to a degree that has no precedent in Latin America's contemporary history. This is particularly bewildering, considering that only 10 years ago Argentina was hailed around the world as a model of successful economic reforms, with standards of living that were not only the highest in the region but comparable to those of some southern European countries. How could Argentina go from role model to international outcast so quickly? Some place the blame on external shocks created by the financial crises in Mexico (1995), Indonesia (1997), Thailand (1998), and Russia (1998). Others say the cause of the problem was misguided policy advice from the International Monetary Fund (Stiglitz 2002). Yet, most analyses ascribe much of the trouble to the Convertibility Law's fixed exchange rate policy adopted in 1991.

Abstract:
The struggle over land and natural resource rights is a key aspect of the conflict in Papua, formerly known as Irian Jaya, that pits the Indonesian state against an independence movement supported by most of the indigenous population. It is thought to have cost many thousands of lives since the 1960s, mostly Papuan civilians killed by the security forces. Among the most recent victims were three employees of the giant mining company, PT Freeport Indonesia, killed in a well-planned attack on 31 August 2002.
