Abstract:
The Annual Estimate of the Strategic Security Environment serves as a guide for academics and practitioners in the defense community on the current challenges and opportunities in the strategic environment. This year’s publication outlines key strategic issues across the four broad themes of Regional Challenges and Opportunities, Domestic Challenges, Institutional Challenges, and Domains Impacting US Strategic Advantage. These themes represent a wide range of topics affecting national security and provide a global assessment of the strategic environment to help focus the defense community on research and publication. Strategic competition with the People’s Republic of China and the implications of Russia’s invasion of Ukraine remain dominant challenges to US national security interests across the globe. However, the evolving security environment also presents new and unconventional threats, such as cyberattacks, terrorism, transnational crime, and the implications of rapid technological advancements in fields such as artificial intelligence. At the same time, the US faces domestic and institutional challenges in the form of recruiting and retention shortfalls in the all-volunteer force, the prospect of contested logistics in large-scale combat operations, and the health of the US Defense Industrial Base. Furthermore, rapidly evolving security landscapes in the Arctic region and the space domain pose unique potential challenges to the Army’s strategic advantage.

The Indo-Pacific region is on the cusp of a new missile age: inventories of short- to intermediate-range surface-to-surface missile systems are quickly growing in the region. Military planners and policymakers may view these capabilities as essential to preserving peace and maintaining deterrence, but this proliferation could intensify already complex security dilemmas, particularly related to North Korea and the Taiwan Strait, and heighten nuclear escalation risks. A new Carnegie report identifies the motivators of missile proliferation dynamics in Asia and offers recommendations for addressing the most salient risks.

Abstract:
In recent years, Australia has assessed the global and regional security environment as increasingly unstable.i The rising economic and military power of China and broader challenges to the ‘rules based international order’ seemingly signal a period of instability, prompting a reconsideration of Australia’s defence capacity and role in the region. Meanwhile, new forms of cooperation with like-minded states have emerged, most notably the AUKUS agreement, announced in 2021 by then Prime Minister Scott Morison with bipartisan support, which binds Australia more closely with the United Kingdom (UK) and the United States (US) militarily. Australia has also strengthened its relations with NATO, aspiring to play a central role in the Indo-Pacific region as a NATO partner, alongside Japan, South Korea, and New Zealand. In this AFFPC Issues Paper, we explore the contradictions and tensions that emerge in the framing of national security threats and whether there are opportunities for more inclusive peace and security as promoted by the principles of feminist-informed foreign policy. For example, amidst this focus on militarisation, when the Australian Labor Party (led by Prime Minister Albanese) assumed power in 2022, Foreign Minister Penny Wong articulated a new foreign policy direction, which seemed to leverage broader attention towards feminist-informed acts and commitments. Wong promised that Australia would focus more attention on listening to its regional Pacific partners and committed to enacting a First Nations foreign policy.

96. Korea faces opportunities as well as risks under the Indo-Pacific Economic Framework

South Korea participates in several regional trade and investment arrangements, including the bilateral Korea-China Free Trade Agreement, the Asia Pacific Economic Cooperation (APEC) forum, and the Regional Comprehensive Economic Partnership (RCEP); it has also joined the Digital Economy Partnership Agreement (DEPA) and is considering following China’s example and applying for membership in the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). All these initiatives are complementary and open to a broad range of countries and separate customs territories. The US-led Indo-Pacific Economic Framework (IPEF) would largely reinforce Korea’s benefits from other economic integration pacts, but in key respects it could build barricades instead of bridges to nonmember countries. The authors examine the progress in building IPEF, how the four IPEF pillars would advance and/or constrain Korean policy, and what the impact could be on Korea’s economic relations with major trading nations in the region, including China, which shares membership with Korea in important pacts like RCEP. The key challenge for Korea in IPEF will be to balance its relationships with China while deepening its economic and security ties with the United States.

97. The global future of nuclear energy

Abstract:
Energy supply is an integral and essential part of modern society. Since nuclear energy provides low-carbon, baseload power, it could play a larger global role in addressing growing energy demands while reducing the risks of climate change and air pollution. Russia’s unprovoked invasion of Ukraine has also highlighted energy security as a national imperative that nuclear power could help countries to achieve. Both preserving the existing fleet of reactors and building new advanced nuclear power plants could play a role in achieving deep decarbonization of electricity supply systems by mid-century. Public support, designs with greater inherent safety, licensing advanced reactors, and reasonable costs and schedules will be integral parts of this strategy. Nuclear power’s future would also benefit from national governments putting renewed emphasis on spent nuclear fuel disposition. This report by Matt Bowen discusses a number of actions that the United States, Japan, and other civil nuclear allies could pursue so that nuclear energy can play a larger role in overcoming the challenges related to energy demand, energy security, and associated environmental and public health risks.

98. Investigating China’s economic coercion: The reach and role of Chinese corporate entities

China’s economic statecraft has expanded in line with Beijing’s vision for an international environment that is more conducive to its interests. Chinese President Xi Jinping and the Chinese Communist Party (CCP) are willing to use every means at their disposal to achieve this goal, bringing the full force of the party-state to bear in support of Xi’s objectives abroad and against perceived enemies of the Chinese government. Economic statecraft—the use of economic means to pursue foreign policy goals—has been a consistent feature of Xi’s dealings with CCP competitors and adversaries. Intensifying US-China strategic competition and Beijing’s increasingly overt attempts to assert its preferences only further emphasize the importance of confronting China’s use of economic coercion and influence and understanding the reach of Chinese companies. The deliberate use of economic ties to achieve geopolitical objectives is underpinned by corporate entities that facilitate trade, investment, and financial flows.1 Beijing’s preference for plausible deniability and nontransparency in theory makes corporate entities an attractive mechanism through which to signal its displeasure and to achieve strategic goals. Understanding the reach and role of such entities is, therefore, key to identifying where Beijing might be best positioned to advance its economic statecraft. To that end, this report explores avenues through which researchers can investigate these issues, considers industries that could be vulnerable to future coercion and influence, and offers policy recommendations to counter China’s economic statecraft.

99. EU–ASEAN: Shared Objectives, Severed Trust

Abstract:
After 45 years of diplomatic dialogue, EU-ASEAN relations continue to dawdle, lacking real ambition or political will from either side to invest more in the relationship. Even after a recent upgrade in the relationship to a strategic partnership (and continued pressure from the business communities on both sides to do more),the potentialof the EU-ASEAN relationship is still not well understood by policymakers. Due to factors that are largely outside of EU’s control, the region-to-region engagement has settled on incrementalism on technical issues (like air transport) or selective bilateral engagement on trade and digital economy. Meanwhile, China has been making inroads with its Belt and Road Initiative; Japan leans on CPTPP and bilateral assistance, and the Biden administration has launched the IPEF. Due to the many trade disputes, it was no surprise that ASEAN granted strategic partner status to even Russia and New Zealand before considering the EU. The palm oil conflict with ASEANs largest democracies (Indonesia, Malaysia) has been allowed to escalate to a point where it can no longer be compartmentalised to a trade issue. The absence of actual economic injury among Malaysian and Indonesian farmers also proves that the palm oil conflict is not an economic issue that can be settled financially, but about high politics and a matter of principles. New EU legislation on due diligence for deforestation and corporate sustainability, market regulation on forced labour, carbon border adjustment measures, foreign subsidies, and data governance are likely to result in further retaliation and escalation. Rightly or wrongly, ASEAN democracies do not perceive that the EU has yet earned the right to be heard. Hence, the EU needs to be aware of how it projects its values and interests in the region, understanding that it does not command moral authority; or that ASEAN operates differently based on personal engagement between leaders and shared interests. Conversely, ASEAN leaders should not simply write off EU-engagement as a middle-management preoccupation due to its technical nature, but rather see the EU as a counterweight in the region. ASEAN as a collective can serve as a strategic and transformative instrument. Washington, Beijing, Tokyo, and even London, are all shifting their focus to the region, concluding that the race for influence over the Indo-Pacific ultimately boils down to influence over ASEAN.

As we approach four years since the first cases of Covid-19 in the Chinese city of Wuhan, the world seems relatively familiar again, albeit an increasingly scary place because of war in Europe, accelerating climate change, and the unhealthy nexus between new technologies and authoritarian coercion by Beijing and others. Within this ‘polycrisis’, Covid-19 now feels like a secondary concern. But the world remains unprepared for the next pandemic, which the Director-General of the World Health Organization, Dr Tedros Adhanom Ghebreyesus, has warned could come soon and be even more deadly. This report provides a comprehensive stocktake of the lessons our region should draw from Covid-19 at precisely the time we risk forgetting the pandemic’s significance, not just for health but also for the resilience of our societies, economies and international rules-based trade and security. This collection of papers by Japanese and Australian academics, journalists and think tankers explores varying aspects of the regional impact of the pandemic, including on trade, foreign affairs and security. The collection includes detailed case studies on Japan, the Philippines and Indonesia, as well as thematic analysis at the regional and multilateral levels. We hope the compilation is useful for policy makers and decision makers throughout the region, in particular the examination of the systemic links between different forms of crisis preparedness, the sovereign resilience of smaller powers against great power influence, and the effect of Covid-19 in accelerating pre-pandemic regional trends, including mounting challenges to liberal democracy.
