Abstract:
Of late, Indian democracy has been confronted with a new political economy. Strong economic growth over the last three decades has generated the world’s fourth-largest collection of dollar billionaires and the third-largest middle class, both for the first time in Indian history, while still leaving the single largest concentration of the poor behind. In a democracy where the lower-income groups have come to vote as much as, or more than, the higher-income groups, the polity must find creative ways of walking on two legs: maintaining the momentum of economic growth while also taking care of mass welfare.

Abstract:
Demonetisation has been the contentious issue in Indian politics ever since the Prime Minister Narendra Modi, declared that Rs 500 and Rs 1000 notes would cease to be legal tenders from midnight of 8thNov 2016. Demonetisation or the withdrawal of form of currency from circulation is nothing unique as many countries have done it. In 2002 the nations of the European Union began to use to common currency of Euro and demonetised the old national currenciessuch as mark, franc and lira. In 2015, Zimbabwe demonetized its currency in response to hyperinflation. The Indian exercise, however, stands distinct to other economies due to the suddenness of the decision as the declaration and its implementation occurred in a matter of hours. The abruptness was compounded by the volume of the exercise as 86 percent of all legal tender in the country was demonetised and cash transactions constituted nearly 80 percent of all economic transactions in the country (Ghosh 2016). Naturally the decision and its implications have dominated political and electoral discourse of the country (Express Web Desk 2016).

Abstract:
A power transformation appears to be taking place in Asia, brought about by the rapid emergence of China and the relative decline of US influence. India has sought a way to cope with this new situation. India itself has been rising to prominence since the 1990s, particularly its nuclear weapon tests in 1998 onward. Since the start of the twenty-first century, India has been perceived as the next country to follow China in seeking a major power status. Although India has previously tended to conceal its power aspirations, in 2015 it declared its intention to be a leading power. This article elucidates this transformation through India's policy orientation on a local, regional, and global level and its key partnerships with Russia and Japan. India’s metamorphosis holds great implications for the transformation of power in Asia.

Abstract:
As the primary agency for law enforcement, the police operates at close proximity to the public and exerts significant influence over the security of individuals and communities through its behaviours and performance. Therefore, ensuring accountability of both the individuals and institutions of the police is a fundamental condition for good governance of the security sector in democratic societies. The parliament, as the highest representative body in a democratic system, plays a significant role in maintaining police accountability. The objective of the edited volume on “The Role of Parliament in Police Governance: Lessons Learned from Asia and Europe” is to put forward good practices and recommendations for improving police accountability, with an emphasis on the strengthening of the role of parliament in police governance. The comparative analysis includes insights and lessons learned from eight country case studies including Belgium, Germany, India, Indonesia, the Netherlands, Philippines, Thailand and the United Kingdom. The findings of the cases studies can be taken into account when analysing and considering options for improving the accountability of the police to parliament as well as strengthening independent oversight bodies and parliament-police liaison mechanisms. However, it must be emphasised that these good practices always need to be adapted to the exigencies of the local context.

Abstract:
This Working Paper examines the South China Sea disputes and primarily focuses on developments since 2013 when the Philippines filed for international arbitration. The first part of the paper examines how the Association of Southeast Asian Nations (ASEAN) and China reacted to the arbitral process and the potential for the Association to undertake an effective and unified position in the future. The second part of the article builds on the analysis by assessing the prospects for, and likely impact of, the long-sought Code of Conduct. In the process, it examines the continued viability of ASEAN’s consensus-based decision-making approach, whether and how it could be reformed, and the potential benefits and viability of a new institutional arrangement with membership based on shared values and interests (rather than geography). The paper also argues that to enhance the possibility of redress on the issue, other key stakeholder states (such as Japan, Australia, India, and the United States) will need to be more strongly engaged and support claimant countries through a diverse array of activities. Such activities range from investments in capacity building to the provision of coastguards (if invited) to police and protect resources within the Exclusive Economic Zones of claimant states, as clarified by the July 2016 Arbitral Ruling.

Abstract:
India adopted a democratic parliamentary constitution in January 1950. This constitution enumerates all fundamental civil and political rights irrespective of religion, caste, language or region. However, in practice these rights are denied to religious minorities and low caste and out caste Hindus called Dalits. The Muslims being the largest religious minority have faced more discrimination than any other minority. Their religious cultural identity has been under pressure and they are underrepresented in the parliament or state assembly. The rise of Hindu revivalist movements under the BJP has made the Muslims more vulnerable to Hindu extremism and intolerance. Pakistan has raised the issue of India’s atrocities in Kashmiri at the international level. It supports the Kashmiri struggle for political and civil rights and their right to decide on their own about their political future. The UN and the international community must restrain India from resorting to “state terrorism in Kashmir”.

908. A Comparison of Hindu and Muslim Caste System in Sub-Continent

Abstract:
Caste system is an essential feature of both Hindu and Muslim societies in the sub-continent. This paper compares the dynamics of traditional caste system practiced across Hindus and Muslims of India and Pakistan respectively. Birth-ascribed statuses, definite occupations, hierarchical positioning of caste groups and endogamous form of marriage are found to be the common characteristics of caste system practiced across Indian Hindus and Pakistani Muslims. In the Hindu caste system, membership in a Jati determines the rules and regulations regarding food and touch ability for the members through socio-religious rituals of purity and impurity. In contrast the notions and rituals of pure and impure are virtually absent in Muslim Pakistan. Caste system in both India and Pakistan is decaying with time because of the increasingly urbanization. However, geographical isolation and long established social structures in rural India and Pakistan are the favorable conditions that uphold the caste practices.

Abstract:
Sexual harassment has become social evil in the modern era throughout the world. It is continuously raised with the passage of time among university students and teachers. Especially female students are facing such kinds of negative activities at the workplace. Some female students create an attraction for male students at higher educational sector in Pakistan because it is natural phenomenon because it is true that the esthetic sense exists in the nature of female. It is noted that sexual harassment has become a common issue in every field of life. Especially from the social and cultural aspects it has become a dilemma of our society. It is also found in educational institutions. It is against the dignity of humanity and especially for family ownership. The female students cannot take the report because they do not want to be mistrusted in front of their guardians. The purpose of this study is to investigate the feelings and responses of harassed students on facing sexual harassment on the university premises. Empirical data were collected from 260 students (144 male and 116 female) of 12 departments of University of the Punjab, Pakistan. A stratified random sampling technique was used to collect the data. A questionnaire of 53 items was developed and tested. All the questions were close ended, based on five point Likert scale (from strongly agreed to strongly disagreed). The reliability of the questionnaire was 0.83. Findings of this paper show that seldom complaints were reported on sexual harassment faced by the students in the university. They reported that the male students code such kinds of negative and sexual comments and use vulgar language towards female students. A great care is to be taken for this concern on large scale. It is recommended that awareness sessions should be conducted for the students and the faculty and trainings should be provided. Along with formal policies, the informal culture of the higher education institute should facilitate the victims in preventing and seeking justice

910. Factors Promoting Foreign Aid Dependence in South Asian Countries

Abstract:
This study used panel data approach to investigate comprehensive set of determinant of foreign aid and extent to which these determinants, domestic saving, capital formation, human capital, government expenditure, military expenditure and trade deficit, can affect foreign aid dependence in south Asian countries like Afghanistan, Bangladesh, Bhutan, India, Nepal, Pakistan, and Sri Lanka. This study used Error correction model to estimate the short run association between defined variables. The results indicate that capital formation, ,trade deficit, government budget deficit and military expenditure have positive and significant association with foreign aid in the long run while these determinant have positive but insignificant relationship with foreign aid in the short run except gross domestic capital formation (GDCF). However, domestic savings, human capital formation has negative and significant relationship with foreign aid in long run. The findings of the study help foreign aid policy makers, analysts, researchers and official donor agencies.
