781. Iran Looking East: An Alternative to the EU?

Abstract:
In February 2018, anticipating the US withdrawal from the JCPOA, Iran’s Supreme Leader Ayatollah Ali Khamenei declared a policy of “preferring East over West”, thus paving the way for deeper cooperation with Asian powers such as China, Russia, and India. Differently from the “Look East” policy promoted during the presidency of Ahmadinejad (2005-2013), the current Iranian strategy is not only functional to escape the US-led isolation, but it rather seems devoted to the consolidation of a block of power which can commit to security and economic schemes in alternative to the Western-dominated ones. This ISPI report aims to answer few crucial questions: Which are the major initiatives promoted within the Iran’s “Look East 2.0” strategy? To what extent will Tehran succeed in creating a solid Eastern block? What will be the influence of the wider geopolitical context? And finally, what role is left for the EU?

Abstract:
India wins yet again!” Narendra Modi announced in May 2019, just after securing a second term as Prime Minister of the world’s largest democracy in a landslide general elections victory. When Modi was elected for a first term five years ago, he promised that India would win back its place at the high table of leading world powers. Indeed, after decades of sustained growth, India today is at a tipping point in terms of socio-economic prospects for its 1.35 billion citizens. As the global balance of power and economic growth shifts towards Asia, and a whole new set of forces is seeking to redefine the international order, opportunities abound for the subcontinent to carve out its place as a leading, democratic, global actor. Is India ready to do so?

Western countries are living a period of fragmentation that is (probably) undermining their leadership in dealing with an accountable global governance. Regarding global governance, it has received some criticisms such as the one that identifies it with a theoretical and unclear definition of an illusory enlarged participation to global decision-making, but in practice an attempt to impose Western policies. Abstract:
The knowledge regarding nuclear technology represented a new reality for the generation of energy and international security. The nuclear attacks of Hiroshima and Nagasaki in 1945 represented the beginning of the so-called nuclear era and of the “balance of terror” as presented by many analysts such as Raymond Aron, deepened by the arms race in the US-Soviet bipolarity after 1947. Besides the superpowers, different countries had begun to develop their nuclear programs. The cases of Brazil and India stand out, since they develop their research agendas n the 1950s and 1960s, in the Cold War context, as a path to enhance their autonomy and bargaining power. The spread of the nuclear knowledge represented a challenge for the superpowers, and the talks for mechanisms of nuclear proliferation control such as the Non-Proliferation Treaty (NPT) started. This is the context in which Brazil and India develop their nuclear programs under the impact of its bilateral relations with the US. Although, these programs were convergent at first, in the search for nuclear autonomy, adjustments are going to be observed on both policies after the end of the Cold War. The article aims to understand the importance and history of Brazil and India nuclear programs and US weight on these agendas.

785. Income and consumption inequality in China: A comparative approach with India

Abstract:
We analyse income and expenditure distribution in China in a comparative perspective with India. These countries represent extreme cases in the relationship of inequality to both wellbeing indicators. Income is more highly concentrated than expenditure in India, especially at the top of the distribution. Both types of inequality are similar in China, although expenditure is more unequally distributed than income in urban areas. China has a much stronger correlation in individual ranks and levels between the two wellbeing distributions. As a result, expenditure inequality is higher in China than in India, but income inequality much lower. This results partially from differences in population composition, such as China being more urbanized and having smaller households, but mostly from differences in conditional income distributions, especially by attained education of the household head. We show that hybrid measures of wellbeing combining income and expenditure can be useful for such cross-country comparison.

786. Building on Digital ID for Inclusive Services: Lessons from India

Abstract:
India has emerged as a leader in building on its biometric digital ID (Aadhaar) to reform service and program delivery. It moved quickly to consolidate the rollout of Aadhaar, and then to embed the unique Aadhaar number into program databases. A range of applications, including digital signature and payments, was then constructed on top of the Aadhaar foundation (the India Stack). Together with partners, the Center for Global Development is analyzing the effects of Aadhaar-based reforms. India offers lessons for many other countries as their focus evolves from rolling out an ID system towards using it to improve the efficiency and inclusivity of service delivery. Some programs using Aadhaar are federally administered but others are implemented at state level. It is already clear that some states and sectors are reforming better than others, generally because of better design of the digital reforms or stronger capacity to implement them. The three programs we discuss below high- light achievements as well as challenges that need to be overcome for greater efficiency and inclusion.

787. Ecological Fiscal Transfers and Subnational Budgets: Did Forest-Based Fiscal Devolution Lead Indian States to Increase Forestry Expenditure?

Abstract:
Later this year, India’s 15th Finance Commission will review the formula used by its predecessor to determine how much central tax revenue will be devolved to each state for fiscal years 2020-21 through 2024-25. Currently, 7.5 percent of the fiscal devolution (an estimated $6.9-12 billion per year) is allocated in proportion to their forest area circa 2013. These “ecological fiscal transfers” (EFTs) provide Indian states with the incentive to increase their forestry budgets as an investment in increased future shares of central taxes. In this paper, we look at whether states are yet taking advantage of this opportunity. We find that states increased their forestry budgets by 19 percent in three years after the introduction of EFTs relative to three years prior. However, this increase is considerably less than the 42 percent overall budget increase over the same time period. We surmise that states are not yet certain that EFTs will continue in such a way that increases in forest cover will be rewarded with increases in revenue. We recommend that the 15th Finance Commission resolve this uncertainty for states by (i) keeping forests in the devolution formula, and (ii) updating the reference year (e.g. 2019). By doing so India’s EFTs can fulfill their potential as an innovative mechanism for incentivizing states to protect and restore forests, thereby mitigating climate change.

This dossier features two stories on India’s agrarian crisis. The first story is about the harsh impact of the changing climate on top of an already battered rural economy in Andhra Pradesh, where farmers are growing for seed companies in the most adverse conditions. The second story takes us to Kerala, where we find the Kudumbashree women’s cooperative, which has resiliently resisted the devastation of the worst floods in the state in nearly a century.
