471. Despite Modi, India Has Not Yet Become a Hindu Authoritarian State

Abstract:
Indian democracy is flawed, but pessimists claiming that Modi will crush all dissent, abandon secularism, and make India a Hindu state have been proved wrong. India’s constitution guarantees democracy, civil liberties, and secularism. But fears of India becoming a Hindu authoritarian state have been voiced after Narendra Modi of the Bharatiya Janata Party (BJP) came to power in New Delhi in 2014. The party’s Hindutva philosophy—the creation of a great Hindu state—envisages a Hindu state where citizens with other religious beliefs are tolerated but have second‐​class status. It lauds military toughness. Earlier governments were reluctant to retaliate militarily against Pakistan for fomenting terrorism in Kashmir, but Modi has responded twice with military strikes, gaining popularity as a strongman. In Muslim‐​majority Kashmir, which is claimed by Pakistan, Modi has abolished the state’s constitutionally guaranteed autonomy, arrested top local politicians and activists, and locked down the state. Meanwhile, a Pew Research Poll in 2017 suggested that most Indians would support military or authoritarian rule.

472. The Australia–India Strategic Partnership: Accelerating Security Cooperation in the Indo–Pacific

Abstract:
India and Australia have successfully managed to overcome prior inhibitions about security cooperation. Since 2000, the two countries have significantly improved their strategic coordination, military interoperability, and maritime cooperation, motivated by China’s rise and behaviour, faltering regional security institutions, and uncertainty about the United States’ role. Today, India–Australia security relations comprise regular military exercises, professional exchanges, operational coordination, and nascent defence technology cooperation. But the two countries’ different capabilities, priorities, and strategic circumstances will have to be overcome if relations are to deepen. Future priorities should include institutionalising bilateral and multilateral coordination mechanisms, improving military interoperability, deepening defence technology collaboration, and broadening relations to give ballast to the security relationship.

473. Communications Shutdowns

Abstract:
Internet shutdowns – and especially social media disruptions – in Africa are becoming more frequent, mostly around election times and during national exams. A significant communications shutdown occurred in Cameroon in 2018 and lasted 249 days, costing the country US$38 853 122.1 In 2016, an internet shutdown in India cost US$968 080 702.2 Data shows that globally, India leads, with 70% of all known large-scale shutdowns.3 In Africa, Cameroon leads, with 249 days in 2018.4 Some of the reasons cited by governments for shutting down the internet and communications includes national security, political events and school exams. A communications shutdown entails cutting people off from the rest of the world, creating ambiguity and frustration and preventing access to information, which triggers strikes or protests that may become violent. This article examines two case studies – Kashmir and Cameroon – where recent communications shutdowns have led to violent conflict. The information for Kashmir was collected qualitatively – that is, observation and interviews were the key tools used, during a visit to Kashmir in 2019. Ten key informant interviews were conducted with different stakeholders who were affected by the crisis. The interviewees worked in local hospitals or small businesses. In the case of Cameroon, a desk review was undertaken to understand and analyse the conflict. Information was also gleaned from non-governmental organisations working in Kashmir and Cameroon. The communications shutdowns in Cameroon and Kashmir involved disrupting telephone, internet and mobile networks. These recent events in the two countries, which hampered people’s ability to communicate with each other and be informed, and which also included detention of people without trial, especially in Kashmir, violated Article 1 of the Universal Declaration of Human Rights. This states: “All human beings are born free and equal in dignity and rights. They are endowed with reasons and conscience and should act towards one another in a spirit of brotherhood.” Also, Article 9 states: “No one shall be subjected to arbitrary arrests and detention,”5 and calls for the right of political prisoners to have access to justice and get fair trials, which was apparently not the case. There is a close link between conflict, human rights and the denial of rights, as they can lead to the frustration of needs related to identity, welfare, freedom and security, which are fundamental rights for survival. If rights are denied, needs are frustrated – which can lead to violent conflict as people seek ways to address their basic needs and violated rights.6 Everyone has the fundamental right to express their opinion, as indicated by the United Nations (UN): “Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.”7

Abstract:
Bilateral diplomacy has become increasingly important in today’s multipolar world. A number of cases are analysed in this DIIS Working Paper, where Nordic countries have been ‘disciplined’ in bilateral diplomacy by the emerging great powers of Russia, China, or India. Compared to the immediate aftermath of the Cold War, with US unipolarity and EU normative power, the Nordics have experienced a narrowing of their freedom of manoeuvre. It is no longer possible, without significant costs, to criticise these great powers’ internal affairs or foreign policies based on allegedly universal values. In general, it is crucial for decision-makers not to overstep their state’s freedom of manoeuvre. But on the other hand, they should not be too docile and desist from occasionally challenging its limits. Trial balloons or parallel action with related countries might do exactly that.

This report by ASPI’s International Cyber Policy Centre and India’s Observer Research Foundation argues that as the India-Australia bilateral relationship continues to grow and evolve, both governments should invest in the construction of a new India–Australia partnership on technology. The foundation for such a partnership already exists, and further investment areas of complementary interests could stimulate regional momentum in a range of key critical and emerging technology areas including in 5G, Artificial Intelligence, quantum technologies, space technologies and in critical minerals. The report contains 14 policy recommendations that will help build this new technology partnership. This new report outlines what this new India-Australia technology partnership could look like. In September 2017, the Delhi Electricity Regulatory Commission (DERC) required that the city’s regulated electricity distribution utilities pay compensation to customers experiencing power outages of three hours or longer. The measure was intended to incentivize the utilities to invest in the infrastructure and management practices needed to deliver higher levels of service quality. In 2019, India’s central government announced that it was considering rolling out a similar policy for utilities across the country. Can outage compensation policies help India’s power system achieve better reliability for all customers? This policy brief describes the persistent challenge of poor electricity reliability in India and how it interacts with key regulatory policies, analyzes Delhi’s experience with outage compensation since 2017, and highlights areas for additional economic and policy research on this topic.

478. Implications of the Proposed China-Iran deal for India

Abstract:
The ambitious $400 billion deal between China and Iran has garnered worldwide attention. The 18-page draft proposal says that China will facilitate the infusion of about $280 billion to Iran. This major economic and security partnership between China and Iran has raised India’s concerns against the backdrop of its ongoing border conflict with China. According to the New York Times report, the proposed China-Iran deal talks about expanding China’s presence in Iran’s “banking, telecommunications, ports, railways and dozens of other projects”, and in return China will receive a steady supply of oil from Iran for the next 25 years at a discounted price. There are more than 100 projects listed in the draft that will see Chinese investments; these include building Free Trade Zones and several very significant ports. The Chinese will also help Iran build infrastructure for 5G networks and come up with an internet filter like the Great Firewall in China. The stronghold of China in Iran could also result in undermining US policy in the Middle East.

479. Prospects for India-Taiwan Relations

Abstract:
This year’s border stand-off in the Galwan Valley between China and India following China’s encroachment into Indian territory, is a reminder of India’s perennial problems with Beijing. The latest violation is an example of the staunch stance China has adopted against India. Neither nation is interested in a full-fledged confrontation. In this scenario, New Delhi has no option but to engage with Beijing to resolve the dispute through dialogue; however discussion and confidence-building initiatives by itself will not lead India towards problem-solving. China’s confrontational approach towards India and the border disagreement set the right background as to why it could not be a better opportunity for India to meaningfully engage with Taiwan. India and Taiwan both are Asian democracies pursuing an effective resolution of dynamic social and ethnic problems, and both face aggressive Chinese security policies aimed at establishing regional hegemony. From a strategic security perspective, both India and Taiwan are deeply concerned about the rising assertiveness of Beijing in the region. The China element can become a tool for moving closer to the strategic communities in New Delhi and Taipei. India and Taiwan have a variety of mutual concerns, ranging from controlling China’s growth to a political and economic partnership. For Taiwan, China’s current trade war with the US has made several Taiwanese firms keen to reduce their vulnerability on China. Indian government initiatives such as Smart Cities, Make in India, Digital India, and Start-up India were launched to increase India’s viability for foreign investors, making it an attractive destination for Taiwanese corporations.
