Abstract:
The Middle East and its security remains a vital ingredient in international security. The region's tensions, conflicts and stability are of fundamental concern to a wide range of actors, whose interests or proximity make it a priority. The novelty today is the increasing inter-relations of these conflicts and instability and the limitations of outside power influence. This, together with the appearance of new actors in the region, namely India and China, seems likely to transform diplomacy in the future. Regional dynamics, which are increasingly resistant to outside power influence or control, continue to shape the strategic environment. These dynamic forces, ranging from terrorism, sectarianism, and on-going conflicts, intersect and add to the region's instability and fragmentation. The conflict zone (from the Levant to Iran) overlaps the “energy ellipse” (in the Gulf), that is, the dependence of much of the world on this region for energy supplies. Superimposed on this is the related feature of the region, namely the emergence in the GCC of the 'super rich' states, carving out a new niche and economic identity with their newfound wealth. The region is thus complex: unstable, vulnerable, and wealthy in parts. Weak, shattered, or embryonic states (Iraq, Lebanon, Palestine) co-exist with strong states like Egypt, cautious ones like Saudi Arabia, and ambitious ones, notably Iran. What seems clear from the perspective of 2008 is the continuing need for international engagement, combined with a recognition that this engagement must be constructive and cannot substitute for local initiatives or substitute for local forces, which at best, can only be harnessed, not controlled.

1582. Pakistan's Nuclear Future: Worries Beyond War

Abstract:
Raise the issue of Pakistan's nuclear program before almost any group of Western security analysts, and they are likely to throw up their hands. What might happen if the current Pakistani government is taken over by radicalized political forces sympathetic to the Taliban? Such a government, they fear, might share Pakistan's nuclear weapons materials and know-how with others, including terrorist organizations. Then there is the possibility that a more radical government might pick a war again with India. Could Pakistan prevail against India's superior conventional forces without threatening to resort to nuclear arms? If not, what, if anything, might persuade Pakistan to stand its nuclear forces down? There are no good answers to these questions and even fewer near or mid-term fixes against such contingencies. This, in turn, encourages a kind of policy fatalism with regard to Pakistan.

Abstract:
Peter J. Katzenstein (2006) calls the AsiaBarometer Survey (ABS) a treasure-trove. It systematically digs many under-investigated aspects of daily lives of 29 Asian societies (Inoguchi et al., 2005, 2006; Inoguchi, 2007a, b, 2008). It is near-comprehensive in terms of the number of those societies surveyed in Asia. They are: Afghanistan, Bangladesh, Bhutan, Brunei, Cambodia, China, Hong Kong, India, Indonesia, Japan, Kazakhstan, Kyrgyzstan, South Korea, Laos, Malaysia, Maldives, Mongolia, Myanmar, Nepal, Pakistan, the Philippines, Singapore, Sri Lanka, Taiwan, Tajikistan, Thailand, Turkmenistan, Uzbekistan, and Vietnam. It covers East, Southeast, South, and Central Asia. Timor-Leste and the Democratic People's Republic of Korea have not yet been surveyed. 1584. Hierarchy and the role of the United States in the East Asian security order

Abstract:
To construct a coherent account of East Asia's evolving security order, this article treats the United States not as an extra-regional actor, but as the central force in constituting regional stability and order. It proposes that there is a layered regional hierarchy in East Asia, led by the United States, with China, Japan, and India constituting layers underneath its dominance. The major patterns of equilibrium and turbulence in the region since 1945 can be explained by the relative stability of the US position at the top of the regional hierarchy, with periods of greatest insecurity being correlated with greatest uncertainty over the American commitment to managing regional order. Furthermore, relationships of hierarchical assurance and hierarchical deference help to explain critical puzzles about the regional order in the post-Cold War era.

Abstract:
Social scientists have long emphasized the importance of institutions in nurturing economic growth and development. Douglass C. North defines institutions as the “rules of the game in a society” which limit the set of choices for individuals and argues that institutions, both formal ones such as laws and constitutions, as well as informal ones such as social norms, are important in determining the transaction costs of production and exchange, and thereby have an impact on economic growth. He goes on to discuss the mostly incremental nature of institutional change and highlights the difficulties in implementing radical institutional change. This line of argument therefore suggests that the impacts of institutions are likely to be felt for a very long time, and hence points to the need for detailed historical analysis over long periods in order to quantify the impact of institutions.

Abstract:
This paper is meant to address issues related to energy security in the twenty-first century, and to identify areas where NATO could add value to the world's overall energy security environment, and in particular how it can improve the security of critical energy infrastructures. Increased demand on energy resources, driven mainly by economic growth and demographic developments in Asian countries, particularly China and India, has removed spare capacity from the energy market, which has translated into price hikes for energy resources, thus causing immense economic damage to nations that are heavily dependent on energy imports.

Abstract:
Neither India nor Pakistan has been able to impose its preferred solution on the long-standing Kashmir conflict, and both sides have gradually shown more flexibility in their traditional positions on Kashmir, without officially abandoning them. This development has encouraged the consideration of new, creative approaches to the management of the conflict. The approach holding the most promise is a pragmatic one that would “make borders irrelevant”—softening borders to allow movement of people, goods, and services—instead of redefining or removing them. The governments of India and Pakistan have both repeatedly endorsed the concept, but steps to implement it have been limited. Myriad suggestions for putting this new mantra into practice have been made, from establishing more bus services to increasing trade and tourism across the Line of Control (LOC). While some of these suggestions still await official consideration, others are being examined, and some have already been implemented. Liberalization of the travel regime would be a major step toward enabling the two parts of Kashmir to develop a multifaceted and normal relationship. Such liberalization requires overcoming a mixture of political, bureaucratic, and regulatory challenges. A survey of opinion on both sides of the LOC reveals that the public mood in both countries favors peace, stability, and a softening of the LOC. The international climate is also propitious for confidence-building measures. It remains to be seen, however, if New Delhi and Islamabad can muster the political will necessary to overcome the resistance of key stakeholders within both countries' bureaucracies and militaries.

Abstract:
Hopes of progress in Six-Party Talks negotiations evident in the closing days of the previous quarter were quickly dashed as anticipated disagreements over verification of North Korea's nuclear declaration created a stalemate still in evidence at quarter's end. The only movement was backward, as “action for action” was replaced by inaction and worse. Last year, Secretary of State Condoleezza Rice made news by not showing up at the annual ASEAN Regional Forum ministerial. This year she went and hardly anyone noticed. The democratic process made for interesting watching this quarter, not only in Thailand and Malaysia, but in East Asia's most established democracy, as Japan saw its third leader in the 24 months since Prime Minister Koizumi departed the scene. The once presumably left for dead U.S.-India nuclear deal was reincarnated by the Indian Parliament this quarter with the U.S. Congress following suit at quarter's end and President Bush's signature in early October. Finally, the U.S. sneezed this quarter and the rest of the world did catch cold, even as Wall Street struggles with a serious bout of pneumonia. Economic policy also dominated the “foreign policy debate” between Senators Obama and McCain, with no questions and only sparse references to Asia throughout.

Abstract:
India's economic growth has accelerated in recent years, and its share of world trade has expanded. These are welcome developments for the country and, given India's large share of the world's population, for the global economy. Yet, despite these recent positive trends, India faces daunting challenges and policy decisions if it is to maintain high economic growth rates, employ its burgeoning population, and raise incomes across the full range of households, skill levels, sectors, and regions. India remains the largest reservoir of poverty in the world. Its recent high growth has been driven mainly by its modern services sector, which accounts for only a small proportion of overall employment and household incomes. Its agricultural sector is in a deep crisis, whether measured by slow growth rates, persistent rural poverty, or widespread farmer suicides.

1590. Fighting irrelevance: An economic community 'with ASEAN characteristics'

Abstract:
The Association of Southeast Asian Nations (ASEAN) enters its fifth decade of economic cooperation in more favourable circumstances than those experienced at the time of its thirtieth anniversary. Paradoxically, and contrary to expectations at the time, the financial crises of 1997—98 may have strengthened ASEAN. The backlash against what was perceived as an unsympathetic Western response to East Asian difficulties put ASEAN at centrestage in new regional cooperative arrangements. Moreover, rivalry between China and Japan for regional leadership has led them both to seek to negotiate regional partnerships with ASEAN as a whole. ASEAN, however, faces new challenges—particularly from rapid economic growth in China and India, and from the proliferation of preferential trade agreements (PTAs) (including a large number involving individual ASEAN members). ASEAN has made only slow progress in economic cooperation. The complete removal of tariffs has fallen behind schedule and is not due to be realised until 2010. The private sector makes little use of ASEAN's preferential arrangements because they afford little advantage over most-favoured-nation tariffs—certainly not sufficient to offset the costs of complying with paperwork, and the consequent delays experienced. ASEAN has made little progress on 'deeper integration' issues—the removal of 'beyond border' barriers to trade. Some of the bilateral PTAs that ASEAN countries have negotiated with extra-regional partners go further in removing barriers than ASEAN's own arrangements. ASEAN members continue to eschew binding commitments within their own economic collaboration despite making them within the World Trade Organization and in some of their bilateral PTAs. Liberalisation under ASEAN's auspices has not been sufficiently significant to encourage business groups to invest substantial resources in lobbying for deeper integration.
