Abstract:
Since this lecture is part of a series dedicated to water, I will try to give a complete flavour of this natural resource. Water has also been called amrit in Indian mythology and is seen in many cultures as the nectar, or elixir of life. Earlier, when there were few large cities or industries, people were poor and their requirements were modest. Yet while the demand for water has risen in the recent past, it is important to bear in mind that since the time the earth was created, the total amount of water has remained almost the same except during the last few years when climate change has brought about certain variations, but little perceptible change, in the total amount of water available for human and ecological use. We all know that sufficient water is not available for producing enough and quality food for all of humankind. Presently, there are about 6.5 billion people on the planet and we grew by almost twice during the last fifty years. The present world population is expected to further double in the next fifty years. The big question, therefore, is whether there shall be sufficient water to grow enough food for all of us in the future.

Abstract:
This paper provides an overview on biofuel production and its pros and cons in India and elsewhere. The paper also discusses the major issue of whether biofuels are an alternative to fossil fuels or are a competitive for food production. It examines benefits for the rural poor by providing additional income, employment, land value, etc., and the circumstances of the biofuels market and its inputs for GDP growth in India. However, of late, biofuels and their production have failed to address challenges like supply of water and food security, for the growing population in India as well as many other developing countries in the world. This paper highlighted these issues in detail particularly disadvantages of biofuel production.

For over thirty years (1960-90), the Indus Water Treaty has proved to be an outstanding example of conflict resolution between India and Pakistan. Due to the increase in water stress in the basin states since the early 90s, the Treaty has come under strain. It may find it difficult to survive into the next decade, even though there is no exit clause in the Treaty. Rising Pakistani demand and the continued building of hydro-power and other dams by India on the western rivers may further threaten the Treaty. What is the reality behind the emerging debates between the two basin states on water access and usage?

Threats of international water conflicts have garnered headlines in many parts of the world including South Asia. Yet, there are almost no examples of outright water war in history. Instead, national water tensions and issues in water management continue to bedevil South Asia and the largest country in the region. India's population currently stands at 1.2 billion people and is expected to reach 1.6 to 1.8 billion by 2050. For a country that already ranks among the lower rungs of the United Nations Development Programme Human Development Index, faced by the stresses of such population growth, India will have to design a plan to satisfy basic human needs for survival, and identify—and maximize—the use of key inputs that drive India's economic growth. One common source that cuts across all criteria for basic survival and economic development is water. It is predicted that by 2050, the per capita availability of water at the national level will drop by 40 to 50 percent due to rapid population growth and commercial use. The main sectors that are heavily dependent on water, such as India's agriculture and power generation, will also affect the quality of water available, both for other productive sectors and for public use. The demand for, availability, and varying use of water all have an impact on India's water resource management and its relations with neighboring countries.

25. Environmental diplomacy: Saving the Sundarbans and restoring the India-Bangladesh relationship

Gateway House’s Shloka Nath examines the causes of disagreements between India and Bangladesh, and makes recommendations to resolve them – which can lead to an intelligent management and protection of the Sunderbans. In January 2010, Jairam Ramesh, then India’s energetic Environment Minister, while on a visit to Kolkata, displayed once again his penchant for the big idea. Together with his counterpart from Bangladesh, he announced both countries were joining hands to protect the Sundarbans from environmental degradation and stated that the proposed Indo-Bangladesh Sundarbans Eco-System Forum, which is currently in the planning stages, will be made functional by the second half of 2011. In October 2010, a draft protocol to be signed by both nations was approved by the Bangladesh cabinet at a meeting chaired by Prime Minister Sheikh Hasina. Using bilateral environmental concerns to foster broader regional cooperation is an innovative idea and the first of its kind for India and Bangladesh. For both countries, this is a unique foreign policy opportunity. In an exclusive interview with Gateway House in September 2010, Ramesh said, “Environmental diplomacy and environmental cooperation can often be triggers for enhancing broader regional cooperation. It helps to build trust, gets your people working with each other, learning from each other, and breaking down barriers. I hope to see more of this going forward.” The timing of the statement could not have been better; if the aspiration of Jairam Ramesh can be realised, not only will the fractious Indo-Bangla relationship be repaired, but the Sundarbans, the world’s largest mangrove forest spanning a vast territory of over 10,000 sq. km. can also be saved. Sitting on the sensitive border between India and Bangladesh, the Sundarbans is one of the most endangered eco-systems in the world. Approximately 60 percent lies in Bangladesh and 40 percent in India. The problems that surround it have the potential to advance the relationship between these two important South Asian neighbours; given the magnitude of the difficulties, the converse is equally true.

26. Hydropolitics in Pakistan's Indus Basin

Water problems in Pakistan result largely from poor management, but the consequences of management failures are accentuated, both materially and politically, by international and subnational hydropolitics. There is enough water in the Indus basin to provide for the livelihoods of its residents for a long time, provided that the water is managed efficiently and equitably and that additional water is made available not just through storage but, more importantly, through higher efficiency and intersectoral transfers. The Indus Waters Treaty (IWT) seems to moderate the worst impulses of India and Pakistan toward each other, and perhaps therein lies IWT's greatest strength. Pakistani engineers typically interpret the IWT's extensive technical annexures very literally, whereas the Indian engineers tend to emphasize the treaty's criteria for techno-economi¬cally sound project design. No single completed or proposed Indian project on the three western rivers of the Indus basin alone has the potential to significantly limit flows of water to Pakistan. But the long list of proposed Indian projects on the those rivers will in the future give India the cumulative storage capacity to reduce substantively water flows to Pakistan during the low-flow winter months. The IWT, by performing an amputation surgery on the basin, made matters simple and allowed India and Pakistan to pursue their nationalist agendas without much need for more sophisticated and involved cooperation in the water field. This lack of cooperative sharing of water leaves the ecological and social consequences of the treaty to be negotiated and contested at the subnational scale. The interprovincial conflict over water distribution in Pakistan has potential—albeit entirely avoidable—repercussions for stability, at both the subnational and international levels. Instead of constructing very expensive, environmentally damaging, and economically dubious water-storage megaprojects in Pakistan, enhancement of the existing infrastructure's efficiency, coupled with better on-farm water management and more appropriate irrigation and farming techniques, would perhaps more than make up for any additional water that might be gained from megaprojects. Since the drought in southern Pakistan in the latter half of the 1990s, the single-minded focus of the Pakistani water bureaucracy on water development has made the issue of the construction of the Kalabagh Dam project a surrogate for a litany of Sindhi grievances against the Punjabi-dominated political, military, and bureaucratic system in Pakistan. The emphasis on maximizing water withdrawals and on greater regulation of the Indus river system contributed to accentuating the very high flood peaks in 2010. Although the floods are being used by the pro-dams lobby to call for construction of more storage on the Indus, the tragedy ought to inspire a more nuanced and comprehensive reevaluation of the water-management system in the basin. The IWT is a product of its time and could be fruitfully modified and renegotiated to bring it more in line with contemporary international watercourse law, the Helsinki rules, and emerging concerns with water quality, environmental sustainability, climate change, and principles of equitable sharing. But that renegotiation, if it ever happens, is going to be contingent upon significant improvement in bilateral relations between India and Pakistan. India could be more forthcoming with flow data and be more prompt and open in communicating its planned projects on the Indus basin to Pakistan, particularly in the western basin. Pakistan can engage with India within the context of the IWT more positively than defensively, and also educate its media and politicians so as not to sensationalize essentially technical arguments by presenting them as existential threats.

Abstract:
Pakistan faces a multidimensional water crisis that claims hundreds of thousands of lives every year. The root causes of the crisis are twofold: circumstantial, which are linked to poor water-resource management policies (including water-wasting flood irrigation) structural, tied to factors deeply ingrained in politics and society such as the obsession with India, inequitable rural land-ownership and endemic water misgovernance (for example, exploitation of the rotational irrigation system to the detriment of the poor). To resolve the crisis, both types of cause will need to be tackled, and the international community can play an invaluable role.

28. Improving Agricultural Efficiency Amongst Groundwater Users: The Case of Sugarcane in North India *

Abstract:
This paper estimates inequities in production and income for different categories of water users in the context of a rapidly depleting resource by estimating technical inefficiency using frontier techniques. The research is based on primary survey data from a North Indian village that shares characteristics commonly observed in other groundwater-dependant agricultural areas. Estimated technical efficiency scores are highest on plots where water is sourced from a privately owned tubewell, followed by plots serviced by partnered tubewells and lowest on plots where water is bought. Income gains from improved efficiency follow the reverse patterns with the largest gains of Rupees (Rs) 1082 per bigha1 estimated for buyers’ plots and Rs. 649 per bigha for plots with their own tubewell with the average of Rs. 867 for all plots. A policy package of improved power, joint ownership of tubewells, farmer training and better water transportation systems are prescribed as policy measures to alleviate the differences amongst water users.
