61. Transforming Indian agriculture: A policy framework to guide US-India partnership

Abstract:
Agriculture has formed the backbone of India’s economy for many decades and remains crucial to providing food security for the country’s growing population. It constitutes a major pillar of India’s economic growth and a significant contributor to its growing exports sector. Indian agriculture is the country’s largest employer with one hundred and forty million smallholder farmers and an additional sixty million people employed directly or indirectly in farming operations. Together, these two hundred million people represent more than 40 percent of India’s working population. Though India is one of the top five agricultural economies in the world, Indian agriculture is at a serious inflection point. This sector faces multiple challenges, including lagging yields in key crops as compared to global averages1, restricted market access, lack of competitive prices for produce, and limited water availability. The latter leaves farmers to rely on rain-fed agriculture severely impacted by climate change. All these factors have eroded farm incomes, created increased pressure on government subsidies, and affected rural livelihoods. The growth and success of agriculture is important for India’s long-term economic growth, enhancing its global and export competitiveness, improving rural livelihoods, and creating a sustainable agricultural eco-system. This brief outlines the policy framework required to make these goals a reality. In order to build effectively on these amendments, India needs a broader set of policy reforms targeting everything from farm input to output in order to facilitate a complete transformation of Indian agriculture. In addition to policy reforms, the transformation requires strong collaboration among all players in the agri-value chain to achieve three key goals: To help Indian farmers increase crop productivity with better yields per hectare of cultivable land. This has to be done while driving sustainable agricultural practices including water conservation and improved soil health. To enhance farm profitability and generate sustainable farm incomes. To deliver rural prosperity by helping job creation and creating better lives for farming communities.

Abstract:
India’s relations with Communist China have evolved through various twists and turns. India’s lack of realist approach and naiveté about emerging global politics helped China in gaining an upper hand over India in achieving regional dominance particularly displayed through the bilateral disputes over the border determination. While the defeat of 1962 is a distant past, it has continued to wield great influence over India’s overall approach towards China. This article, thus, goes for a reappraisal of the border issues which have and still continue to influence Indo-China relations.

It has been more than three years since President Xi Jinping put forward the Belt and Road Initiative, which has been actively promoted by the Chinese government. China and India are both emerging countries and are the inseparable neighbors to each other, which constitutes one of the preconditions for the smooth promotion of the BRI. As the scheduled Summit is around the corner, it has become a paramount subject to test the strategic wisdom of the leaders of the two countries and governments on how to create conditions for India to fully engage in the joint construction, how to effectively resolve the issue of “misalignment of strategic thinking”, how to promote common development via bilateral and regional cooperation, how to manage mutual strategic suspicion via win-win cooperation, how to construct the real strategic partner relations as well as on how to jointly explore the new modality of joint development between major developing countries.

The United States has made a “strategic bet” on India. This bet—“that India’s greater role on the world stage will enhance peace and security"—was a central pillar of the Obama administration’s rebalance to Asia, and it remains a central pillar of the Trump administration’s Indo-Pacific strategy. For nearly two decades, Washington has embraced the strategic logic that it should facilitate the rise of India as a great power because a stronger India is indispensable in counter-balancing Chinese power and ambitions. In this policy of strategic altruism, Washington should not be overly concerned with specific Indian preferences, strategies, or capabilities—the general growth in Indian power would help to uphold a favorable regional balance of power. Recently, this strategic logic has begun to show signs of strain. In part, this is the result of emerging policy divergences on a range of issues from bilateral trade to Indian arms purchases from Russia.4More fundamentally, aside from differences in policy preferences, analysts question whether India will have the capacity to play a significantly greater role in global and regional security. India’s economy and military capabilities have expanded, but only incrementally and arguably at a pace insufficient to keep up with China’s growing power and assertiveness—or with American expectations. Even the firmest proponents of this strategic bet, like senior analyst Ashley Tellis, have openly pondered, “if India continues along this path, does our bet on it become a failed bet?"6 As Indian capabilities and U.S. expectations evolve, how can the two countries work together to uphold a favorable balance of power in the Indo-Pacific? It is time for Washington to reframe its strategic bet on India. A close U.S.-India strategic partnership remains critical to meet the challenge a revisionist China poses. But the United States must adjust its policy approach to ensure the partnership is more focused on priority goals, and more resilient to inevitable disruptions. A more focused and resilient partnership would prioritize certain strategic tasks and geographic areas; in particular, the United States and India should cooperate to develop a denial strategy in the Indian Ocean.

Abstract:
Since the end of the Cold War, cooperative security became a catchphrase term used generally to describe a more peaceful approach to security through increased international cooperation. The cooperative security model essentially embraced four concentric and mutually reinforcing “rings of security”: Individual Security, Collective Security, Collective Defense, and Promoting Stability. In 1992, American strategists — Ashton Carter, William Perry, and John Steinbruner discussed cooperative security in terms of providing new avenues toward world peace, and argued, “Organizing principles like deterrence, nuclear stability, and containment embodied the aspirations of the cold war… Cooperative Security is the corresponding principle for international security in the post– cold war era.” Two years later, in 1994, former Australian Foreign Minister Gareth Evans described cooperative security as tending “… to connote consultation rather than confrontation, reassurance rather than deterrence, transparency rather than secrecy, prevention rather than correction, and interdependence rather than unilateralism.”

Technology often seduces potential adversaries through a promise of relief from security threats only to deceive through the inevitable action-reaction cycle. In the universe of security, technology is contestable both by technology itself and by doctrinal prescriptions and operational countermeasures. The advantage provided by new technology is mostly ephemeral in that provides the momentum for an endless cycle that is best described as chasing one’s own tail. Only political intervention through mutual understanding, doctrinal prudence, and regulating the search for operational supremacy holds potential to escape the stranglehold of the action-reaction cycle. The elusive search for Ballistic Missile Defense (BMD) is a prime example. This paper seeks to interrogate the role of the technology-security dynamics in the context of the Sino-Indian nuclear weapon relationship. ​ The context of the Sino-Indian nuclear weapon relationship is clouded by the enhancing reach of India’s missiles[1], the evolving Chinese reaction to U.S. nuclear modernization accompanied by a shift in nuclear posture, and a shared belief in the role of nuclear weapons that is signified by No First Use (NFU) doctrine. The latter point represents political intervention while the two former signify the action-reaction cycle which is primarily a product of technology. However, both China and India must contend with nuclear powers that espouse First Use. China in dealing with the United States and Russia who are quantitatively superior nuclear powers, while India deals with Pakistan whose claims of quantitative superiority are contested. ​ In technological terms, the rise of China and the U.S. reaction resulting in contemporary geopolitical flux at the global level has impacted the evolution of China’s nuclear arsenal. The most prominent illustration of this is China’s reaction to the United States’ withdrawal from the Ballistic Missile Defense Treaty. Earlier China had eschewed development of BMD, but the United States’ quest to create BMD has caused China to attempt to develop its own BMD system as well as systems that can overcome BMD like multiple independently targetable reentry vehicles (MIRVs) and Hyper Glide Vehicles (HGVs). 68. Prospects for the New EU Strategy on India: Game Changer or Business as Usual?

Abstract:
The new European Union (EU) strategy on India marks a major moment of departure in EU-India relations. It reflects three critical shifts: firstly, the EU no longer views India from a “trade lens” only, recognizing its important geopolitical role in maintaining a multipolar Asia. Second, the strategy frames EU-India relations in the context of broader geopolitical developments, primarily the rise of China. Recognition of the China challenge and its impact not only in Europe, but also on the balance of power in Asia, has pushed the EU to change the nature of its partnerships in the region, particularly with India. Finally, the strategy links European security and prosperity to developments in Asia, broadening the scope of EU foreign policy substantially. This paper analyses the new EU strategy on India and highlights areas, which represent a departure from previous strategies. The paper looks specifically at proposals for greater foreign and security cooperation, for securing a rules-based order, increasing regional connectivity, improving trade and investment, and building better coordination on and with India. These proposals are commendable and respond to a long laundry list suggested by experts from both sides over a long time. They also fit well with India’s priorities, namely responding to increasing Chinese political, economic and military presence in South Asia, security in the Indian Ocean, as well as more proactive engagement in regional and global institutions. Finally, the paper suggests ways of taking this forward and ensuring the strategy does not remain a paper tiger in the long arsenal of EU-India declarations. While more dialogues on global and strategic issues is a great idea and will help change perceptions in New Delhi that the EU is not a strategic actor, the EU will have to ensure this is not hindered by the Indian Ministry of External Affairs’ already overstretched capacities and the 30 existing EU-India dialogues. Focusing on ongoing debates in India and Europe in these dialogues, particularly connectivity projects, maritime security in the Indian Ocean, 5G networks and infrastructure might also open up new avenues of cooperation. Overall the EU-India relationship has witnessed remarkable momentum over the last four years – aided by political will from both sides, the China challenge, friction in transatlantic ties, and common challenges within Europe and India. The new strategy is a good first step to build on this momentum. However, it needs to be translated into action fast.

On May 30, Narendra Modi was sworn in for a second term as India’s Prime Minister. Conspicuous by their absence at the inauguration ceremony were Imran Khan, the Prime Minister of Pakistan; Lobsang Sangay, President of the Central Tibetan Authority (CTA), more commonly known as the Tibetan government-in-exile; and Tien Chung-Kwang, Taiwan’s trade representative to India. While Khan was not invited on account of the serious deterioration in India-Pakistan relations since early this year, the absence of Sangay and Tien can be attributed to the Modi government adopting a more cautious approach to China in its second term. Modi’s administration seems keen to avoid needling the People’s Republic of China (PRC), especially at a time when Sino-Indian relations are improving (Deccan Herald, May 29). This caution on the part of India notwithstanding, Sino-Indian relations during Modi’s second term (scheduled to run through May 2024) are unlikely to be tension-free.

From the last three decades, the Indo-Pacific has been a central theme in the global geopolitical scenario. India, China, and several other rising powers have shifted the balance of power. Thus, Indo-Pacific region marks instability and uncertainty especially caused by consistent crises of the world economy. In the present globalized era, both India and China are paramount drivers of the global economy. They are simultaneously reacting to this shifted balance of power in Indo-Pacific region. The actions of China and India towards each other and especially in Indo-Pacific region have significantly changed in last decades. At present, the Indian government has started to focus on Indo-Pacific region. The Trump Administration has focused India to contain China in Indo-Pacific region. At that moment, the Indo-Pacific region has thus become more important region than ever before. The geo-strategic significance of the Indo-Pacific region has attracted the main global-powers to preserve their strategic interests in this region. So, the Indo-Pacific has got enormous significance in the present context. From the last few years, the region has got international acknowledgment. The US`s Asia-pivot policy and China’s ‘String of Pearl’ policy have been focusing on India. The geopolitical importance of the Indo-Pacific region has dragged the western powers to counterweight growing Chinese power. That’s why; Indo-Pacific has shaped the new subject of divergence between China and India. Yet, there is no need to undermine the enlarging economic relations between the two big nations of Asia. This study also examines that how US and Pakistan are affecting the bilateral India-China relations. The study observes that how India and China satisfying their strategic interests in the Indo-Pacific region.
