321. Did the nation-wide implementation of e-FMS in MGNREGS result in reduced expenditures? A re-examination of the evidence

Abstract:
This paper revisits a part of the analysis by Banerjee et al. (2020), in which they examine the consequences of the nation-wide scale up of reforms to the funds management system (e-FMS) in India’s national workfare programme, using a two-way fixed effects specification. They report a substantial 19 percent reduction in labour expenditures. We exploit the recent literature that highlights the limitations of the TWFE estimator in the presence of staggered roll out and effect a Goodman-Bacon decomposition of the TWFE coefficient, to pinpoint sources of identifying variation. We undertake a detailed examination of subsamples of six constituent and valid DiDs based on timing of treatment that are averaged into the TWFE coefficient to identify heterogeneity in treatment effects. This disaggregated subsample analysis does not support the conclusion of any reductions in MGNREGS labour expenditures, suggesting that the TWFE coefficient based on the full sample is indeed biased.

322. Who was Impacted and How? Covid-19 Pandemic and the Long Uneven Recovery in India

Abstract:
We investigate the impact of the Covid-19 pandemic on income levels, poverty, and inequality in both the immediate aftermath and during the long uneven recovery till December 2021 using high-frequency household survey data from India. We find that the average all-India household income dropped between 30 to 38 percent during the months of the nationwide lockdown of April and May 2020. The subsequent recovery remained incomplete and was unevenly spread over the population even twenty-one months after the start of the pandemic. Households on an average continued to make 16 to 19 percent lower cumulative income in the post-lockdown period, but have mostly recovered after the second wave in the second half of 2021. Poverty more than doubled during the lockdown and was 50 to 80 percent higher in the post-lockdown period in comparison to the pre-pandemic levels. In the post-second-wave phase, poverty was still slightly higher than in the pre-pandemic period, and any progress in poverty reduction that would have been achieved under normal circumstances over the two years was lost. Inequality too spiked during the lockdown, but returned back to the pre-pandemic levels. Using an event study model we find that the initial shock of the lockdown was more severe for the bottom of the income distribution, but the bottom also experienced a faster recovery. On the other hand, the top end of the distribution experienced smaller declines during the lockdown but they have been slow to recover. The bottom deciles in any period typically constituted households working in contact-intensive, informal, less secure occupations that were hit the hardest during the lockdown, but were quick to recover when the economy opened up. The upper end of the distribution constituted households working in less contact-intensive, formal, secure occupations that were shielded from the sudden shock but were slow to recover.

Abstract:
As the crisis phase of covid-19 recedes, there is a chance to improve international cooperation on global health – but also a danger that competing reform proposals will lead to inaction. The EU can best support reform of pandemic preparedness and response if it takes account of the concerns of different global powers. The union should combine a push for reform of and increased funding for the WHO with support for a new fund for health emergencies, overseen by a representative group of countries. The EU should promote a new global compact on health, matching countries’ commitment to surveillance and reporting of pathogens with support for stronger healthcare systems and greater equity in the allocation of countermeasures. The EU-Africa relationship offers a chance to pioneer such an approach, but the EU will need to go further in this than it has so far. The EU should promote African vaccine manufacturing, including by pressing European pharmaceutical companies to transfer knowledge and technology to Africa.

Abstract:
The XXI is considered by major countries in the Asia-Pacific region as ‘the century of sea and ocean’ and is accompanied by fierce competition among the nations to gain interest in the sea regions. On the basis that previously only considered the competition for military objectives, geostrategic bases and traffic channels through the straits, nowadays, countries worldwide have stepped up the competition for economic interests and marine resources. The development of military power and the competitive activities for resources at sea show clear the tendency to use the sea to contain the continent. In that context, the Indian Ocean, as the world’s third largest ocean, has an important geographic location and rich and diverse natural resources; the arterial sea route is gradually becoming the center of new world geopolitics and an important area in the strategic competition between two ‘Asian giants’ - India and China. The competition between these countries in the Indian Ocean is growing and profoundly impacts the region’s stability and security. This article focuses on the position and important role of the Indian Ocean in the policies of India and China, the fierce competition between the two countries in nearly two decades of the XXI century.

Abstract:
The ‘soft power’ can be brought forward and achieved for any developing country through softer means. Advertising (both direct and indirect approach) is a powerful tool for disseminating information to various stakeholders concerning the MSME sector. To introspect the potentiality of India’s MSME’s emerging power, the researchers attempted to answer the different components that shaped Indian industrialization over the years and also analyzed the direct and indirect audio-visual advertisements created on MSMEs to encourage entrepreneurial activities throughout the nation. The observation indicates that direct and indirect advertisements that promote and encourage the growth of entrepreneurship have their advantages and disadvantages; however, direct advertisements are proven to be preferred over indirect advertisements, while the reason behind it can be the dilution of concept or the prominence of commercialization.

Abstract:
There is a high concern that development assistance can be seen as national interest from the donor’s perspective. The book dwells on the specific case of Brazil and tackles the question of how a country like Brazil seeks power and influence by providing no-strings-attached foreign technical assistance. In the book, there are also some similarities and differences among Southern emerging donors like China, India and South Africa, concerning their take on foreign assistance. The book, as Farrias puts it, is mainly about foreign policy motivations and development assistance. In the particular case of Brazil, author asks what the foreign policy logic behind the no-strings-attached development assistance is. While answering the question, she gets help from a theoretical perspective, which is a combination of realism and constructivism. According to Farrias, development partnership between developing countries is understudied; and she wants to clear this gap with a specific case study. According to her, most studies deal with money-based cooperation, but from a developing country’s perspective, knowledge sharing is common. Hence, technical cooperation is ought to be explored, Farrias claims. According to Farrias, technical cooperation is mostly on non-controversial topics. She advocates that despite the weakness of development assistance, it is one of the most common foreign policy tools for developing countries.

327. Ukraine–Russia Conflict: India’s Energy Security

Abstract:
Any major upheaval or crisis in any part of the world, particularly one that involves an energy-producing country, has an immediate impact on the energy markets. But, barring the first ‘oil shock’ in 1973, which caused an initial spike in prices, the markets have settled down, particularly once it is established that the energy supplies will not be affected. However, since February 2022, following the onset of the Russian–Ukraine conflict, energy security has returned to the forefront of national security concerns. Oil and other energy prices are climbing to record levels, hovering around US$100 a barrel. In a recent report, the International Monetary Fund (IMF) stated that the Ukraine war will severely set back global economic recovery from the COVID–19 pandemic, increase inflation, cause grave risks to the financial system, and even potentially fragment the world economy into geopolitical blocs (Gourinchas, 2022: 10–11). What makes the current conflict different from earlier crises? After all, the canvas of the conflict is essentially restricted to the European theatre and should, therefore, have limited fallout. Even when Russia attacked and annexed Crimea in 2014, the energy markets did not witness the kind of reaction and response the current Russia–Ukraine conflict is experiencing.

Vice President of India, Shri Jagdeep Dhankhar’s speech at the India International Centre on Constitution Day, 26 November 2022. When I look around, I see many whom I know, and many who know me. It is an absolute privilege to be on this impactful platform of the prestigious India International Centre (IIC). It is indeed my honour to address the august audience here on this momentous occasion of Constitution Day, and while we all are in the Amrit Kaal of our Independence. The IIC, of which I became a member in 1990, since its foundation days has been a significant epicentre of deep thoughts, constructive ideation, as also interactions and conversations on issues of national and international importance. There is national and global recognition and appreciation, and very rightly so, of the IIC as a conducive and engaging platform for thinking minds who are ever keen to reflect on momentous issues and those of great contemporaneous relevance. I am grateful to the IIC for enabling me to unfold my thoughts on this day on this platform. Best wishes and greetings to all of you and all the countrymen on Constitution Day. It was on this day in 1949 that Independent India laid the foundation for a new future for itself. Many in the world thought India would not last long. They wrote about it, reflected on it in the public domain. Yet, we have traversed for so long and we are in the 75th year of our Independence, as a shining star on the global horizon. This time Constitution Day is very special on this count also. The completion of 75 years for the mother of democracy, the largest democracy, is indeed a milestone. We can all be proud of it.

Viewing the confluence of the Indian Ocean and Pacific Ocean as a distinctive and interdependent strategic and economic space is fundamentally changing the way both India and Australia think about and examine their relationship with the broader region.i The Indo-Pacific as a strategic construct has grown in prominence in global geopolitical discourse, especially over the last five years. The EU, USA, and several countries in Europe have in place or are developing their own strategies for engagement in the Indo-Pacific region. The European Union collectively advocates for a ‘Free and Open IndoPacific’, designed to foster a ‘rules-based international order, a level playing field, as well as an open and fair environment for trade and investment, tackling climate change and supporting connectivity.’ii For France, the Indo-Pacific is at the heart of its vision for a stable multipolar order, and the Indo-Pacific is listed as a ‘priority and essential partner’.iii Germany too is making an active contribution to shaping the international order in the Indo-Pacific, so that it is ‘based on rules and international cooperation, not on the law of the strong.’iv The significance of the construct is varied for countries that are part of the region. The scope of the conversation in the Indo-Pacific is widening, with more diverse and varied perspectives being brought to the forefront. In this paper, against the backdrop of global Feminist Foreign Policy conversations, we focus on how Australia and India view the Indo-Pacific; marking the shifts in both countries’ approaches, along with bringing in important aspects of their bilateral relationship, highlighting how the Indo-Pacific has grown in significance to become a foreign policy priority, how both India and Australia have incorporated a gender lens in their actions, and what could be the avenues for Australia and India to apply such a lens in their collaborations.

330. The People’s Steel Plant and the Fight Against Privatisation in Visakhapatnam

When the storm of neoliberalism swept across India three decades ago, the country’s public sector industry was the first to take a frontal hit. For those that unleashed the storm – an alliance of international capital and Indian big capital – state-owned enterprises represented a succulent buffet of assets and resources to be gobbled up. There were hundreds of public sector enterprises that could be privatised in order to feed the asset-hunger of big capital; these included ports, shipping and ship-building industries, airports, airlines, railways, oil and gas extraction industries, petrochemical refineries, the telecommunication network, the nationwide railway network, enterprises that manufacture heavy machinery and electrical equipment, hotels, power generation and distribution, large insurance companies, the huge network of public sector banks, and, last but not least, steel plants. During these thirty years of neoliberalism, the Indian state, at the behest of big capital, has run a persistent and pernicious offensive to undermine public sector enterprises. However, this offensive has not been as smooth-sailing or as fruitful as the neoliberal camp has wished, as the unionised working class has fought tooth and nail against every move towards privatisation, be it big or small, with much more success than failure. Though the Indian government has privatised or shut down scores of public sector enterprises, many more units – particularly the largest of them, such as the public sector steel plants – remain in the public sector as a result of workers’ resistance. This struggle between the Indian working class and big capital, mediated through the Indian state, makes for an instructive tale of the fight against neoliberalism – a fight whose successes are seldom spoken about. The story of the Visakhapatnam Steel Plant is an important example of this unyielding struggle. Located on the coast of the Bay of Bengal in the port city of Visakhapatnam in India’s south-eastern Andhra Pradesh state, Visakha Steel, as the plant is affectionately called by the people of the state, or Rashtriya Ispat Nigam Limited (RINL), as it is officially christened by the Indian government, holds pride of place in the state’s industrial landscape. The birth story of Visakha Steel is itself an illustration of the public sector industry’s deep roots in Indian society and the reasons for its continued survival. This unique steel plant, which was born of the will of the people in 1982, has survived multiple attempts to privatise it and has thrived in the face of many challenges. Based on the political and economic situation at different points in time, governments have tried various routes to privatise the plant: when the plant is vulnerable, they try to push disinvestment, the privatisation of individual departments, and the sale of assets; when the plant is going strong, their methods include diverting resources, policy sabotage, denying permissions, and delaying vital business decisions. All such attempts have been successfully beaten back by the plant’s workers alongside allied movements and people in the region who fought for the steel plant.
