Abstract:
This paper examines the evolution of exchange rate pass-through (ERPT) into India's consumer price index (CPI) at the aggregate level over the period 1980Q1-2006Q4. It also investigates whether the extent of exchange rate pass-through is impacted by common macro fundamentals such as inflation and exchange rate volatility. Finally, the paper also tests for possible asymmetries of ERPT during periods of depreciation versus appreciation.

Abstract:
In any survey of present-day regional cooperation, South Asia is liable to be cited as one of the problem cases. The dominant strategic feature of the region is the tension and rivalry between India and Pakistan, two powers that have more than once gone to war or to the verge of war and that now have nuclear weapons. Unlike the East–West confrontation of cold war times, this confrontation has not (yet) led to more than a few fragmentary elements of a larger structure of confidence building and conflict avoidance. Even this major challenge is only one of the difficulties in the way of a non-zero-sum multilateral security order for the region. The discrepancy of size and power between India, a nation of over 1 billion people, and all its neighbours leads to natural concerns among the latter about India's dominance in the region and potential interference in their affairs. At different times this has been a significant strand in the policy thinking of states such as Bangladesh, Nepal and Sri Lanka and has led them to seek security assistance first and foremost from outside South Asia when they need it.

Abstract:
L'émergence de la Chine et de l'Inde suscite depuis peu de nombreux débats scientifiques. Caractérisé par le développement de la croissance, des échanges commerciaux et des dépenses militaires, par la possession d'un arsenal nucléaire et par la revendication d'ambitions diplomatiques mondiales, l'essor des deux géants asiatiques suscite la fascination et l'inquiétude. Entre les lieux communs, l'imaginaire collectif et les travaux scientifiques, l'air du temps est aux interrogations quant à l'avenir de l'Asie et à l'évolution des puissances indienne et chinoise. Après avoir brièvement décrit leur émergence concrète sur la scène internationale, nous essaierons d'analyser la montée en puissance des deux géants et leur éventuelle trajectoire de collision au regard d'un concept peu développé dans les relations internationales, celui de « rivalité ». L'étude de ce phénomène, qui s'est constitué en objet de recherche théorique dans les années 1990, nous permettra de voir si l'Inde et la Chine peuvent se concevoir comme des « puissances rivales ».

Abstract:
Projections of sustained strong growth in India depend importantly on the utilization of the huge increase in India's working-age population projected over the next two decades. To date, however, India's economic growth has been concentrated in high-skill and capital-intensive sectors, and has not generated strong employment growth. In this paper, we highlight the tension between India's performance in output and employment, describe the characteristics of India's demographic dividend, and discuss impediments to India's shift away from agriculture.

946. Sovereignties, the World Conference against Racism 2001 and the Formation of a Dalit Human Rights Campaign

Abstract:
This paper examines how the World Conference against Racism in Durban 2001 intensified an old debate in India about caste and race. The controversy arose after the 'National Campaign on Dalit Human Rights' wanted to present caste discrimination in Durban as equivalent to racial discrimination. The Indian government protested, and distinguished sociologists entered the fray by claiming that race is a western concept which cannot be compared to caste, strengthening the official position. Conceptual logic became central to the debate. First, the position represents conventional knowledge, which reflects the anti-colonial attempt to define race as being irrelevant to India. But, secondly, the scholarly discourse acted to exclude oppression from the debate in clear contrast to the Durban agenda on racism and intolerance. The debate showed, broadly, how Durban represented a transformative potential by connecting global racism discourse to the moral status of an embedded postcolonial state. Further, the paper argues that the dominating conceptual focus reflects a paradigmatic individualism, which informs the scholarly approach to modern caste formations. While individualist approaches exclude Dalit rhetoric as subjective, they do not sufficiently acknowledge that the exclusionary logics inflicted on Dalits in modern bureaucratic institutions is a racial dynamic. To shed light on the Durban controversy, the paper outlines the larger background to caste in India and provides examples of Dalit discourse. It also presents the formation of the hum an rights network and controversial issues regarding the way they define themselves as NGOs, Dalits and Christians. These attributed properties were fundamental for the debate(s). Durban cannot be seen as an episode with tangible empirical impact. Rather, the debate was an intense moment in an ongoing historical argument about hierarchical practices and equality in India as well as about its moral status in the global community. In December 2006, however, at an international conference in New Delhi, the Prime Minister of India compared the Dalit situation to apartheid.

Abstract:
« Long-distance nationalism », an expression coined by Benedict Anderson, is often used in reference to transnational political activities. But the dynamics of this expatriate nationalism tend to be neglected. Mere nostalgia or even spontaneous mobilisations are evoked to explain this phenomenon. They, however, fail to explain the mechanism that lies behind « long-distance nationalism ». This paper wishes to highlight, through the example of the Hindu nationalist movements, the implication of political entrepreneurs in the country of origin and the instrumental dimension of « long-distance nationalism ». The Sangh Parivar, a network of nationalist Hindu organisations, was indeed replicated among the Hindu diaspora and its structure was litterally exported by a centralised body located in India itself. Of course, the spread of the Sangh Parivar and of its Hindutva ideology abroad was greatly facilitated by local policies like multiculturalism and by the rise of racism in the countries of emigration. A comparison of Hindu nationalist outlets in the United Kingdom, the United States of America and Canada brings to light the two main factors in instilling « long-distance nationalism » : a favorable local context for ethnic mobilisation among migrants on the one hand, and a centralised organisation in the country of origin on the other hand. Eventually, the engineering of long-distance Hindu nationalism from India questions the changing nature of nationalism in a globalised world.

Abstract:
In recent years, the bipolar multilateral trading system of the post-war years has given way to a multipolar alternative. Although many specifics have yet to be determined, some contours of this new trade policy landscape are coming into focus and in this short paper I examine their implications for the European Union's external commercial policy. Particular attention is given to both the state of business-government relations and the propensity to liberalise under the auspices of reciprocal trade agreements by Brazil, India, and China; the potential new poles of the world trading system. I consider the likely consequences of these developments, plus factors internal to both the European Union and the United States, for the possible con-tent of future multilateral trade initiatives.

Abstract:
The robust performance of the Indian economy in recent years, with economic growth averaging 8.5%, has generated intense debate regarding India's future economic prospects. Indeed, the future of more than a billion people, many of whom still exist in degrading and unacceptable poverty and deprivation, depends critically on India's ability to grow fast at high rates. This paper, while examining the issue, argues that India's recent economic performance is a result of it's entering a virtuous circle of growth generated by some key structural drivers. The latter include a dynamic private sector, benign external environment and a wellfunctioning democracy. The paper also points out that high growth can be sustained only if necessary policies are adopted for removing binding constraints like poor infrastructure, stagnant agriculture and lack of fiscal space. The paper identifies education as the most critical sector requiring reforms, followed by public goods delivery and labour markets.

His previous assignments include the Commissioner for Civilian Crisis Prevention, Conflict Resolution and Post-Conflict Peace Building in the German Government; diplomatic postings in Afghanistan, Russia, German Representation at the European Commission and the OSCE in Vienna. He has also served the Office of the German Federal President as a Foreign Policy Advisor. Ambassador Hennig is an alumnus of the NATO Defense College in Rome having specialized in arms control and security policy matters.
