771. Less Smoke, More Mirrors: Where India Really Stands on Solar Power and Other Renewables

Abstract:
Until recently, India's intransigent negotiating posture has conveyed the impression that it will not accept any carbon emissions limits without full compensation and more stringent carbon limitation from rich countries. However, our assessment of India's proposed renewable energy standard (RES) indicates that this impression is simply wrong. India is seriously considering a goal of 15 percent renewable energy in its power mix by 2020, despite the absence of any meaningful international pressure to cut emissions, no guarantees of compensatory financing, and a continuing American failure to adopt stringent emissions limits. If India moves ahead with this plan, it will promote a massive shift of new power capacity toward renewables within a decade. We estimate the incremental cost of this change from coal-fired to renewable power to be about $50 billion-an enormous sum for a society that must still cope with widespread extreme poverty. If India moves ahead with its current plan, it should give serious pause to those who have resisted U.S. carbon regulation on the grounds on that it will confer a cost advantage on "intransigent" countries such as India.

Many analysts believe that developed countries will recover very slowly from the global economic crisis. Consequently, they have looked to the emerging economies of the developing world to help stabilize the world economy and generate a stronger recovery. Indeed, when the financial crisis first engulfed the rich countries in 2008 and early 2009, growth in developing economies was not affected as their banks and financial systems faced neither credit problems nor a more serious meltdown. It is true that some foreign investors, particularly institutional investors, withdrew their money from developing countries with large stock exchanges, setting off stock price declines and some currency devaluations. But this did not affect the “real” economy of production and employment. There was a wide belief that many developing economies were “decoupled” from the rich economies and could continue to grow and this growth would buoy the world economy. Even when output declined dramatically in the developed economies, reducing the demand for developing countries' exports, it was expected that growth in the larger emerging economies would not be significantly affected. This has been borne out by subsequent events. Growth in China has been 8-9 percent and in India about 6 percent in the first three quarters of 2009.

Abstract:
Throughout history, states have generally sought to get larger, usually through the use of force. In the 1970s and 1980s, however, countervailing trends briefly held sway. Smaller countries, such as Japan, West Germany, and the "Asian tigers," attained international prominence as they grew faster than giants such as the United States and the Soviet Union. These smaller countries -- what I have called "trading states" -- did not have expansionist territorial ambitions and did not try to project military power abroad. While the United States was tangled up in Vietnam and the Soviet Union in Afghanistan, trading states concentrated on gaining economic access to foreign territories, rather than political control. And they were quite successful. But eventually the trading-state model ran into unexpected problems. Japanese growth stalled during the 1990s as U.S. growth and productivity surged. Many trading states were rocked by the Asian financial crisis of 1997-98, during which international investors took their money and went home. Because Indonesia, Malaysia, Thailand, and other relatively small countries did not have enough foreign capital to withstand the shock, they had to go into receivership. As Alan Greenspan, then the U.S. Federal Reserve chair, put it in 1999, "East Asia had no spare tires." Governments there devalued their currencies and adopted high interest rates to survive, and they did not regain their former glory afterward. Russia, meanwhile, fell afoul of its creditors. And when Moscow could not pay back its loans, Russian government bonds went down the drain. Russia's problem was that although its territory was vast, its economy was small. China, India, and even Japan, on the other hand, had plenty of access to cash and so their economies remained steady. The U.S. market scarcely rippled.

Abstract:
Worldwide, there has been a recent increase in expressions of cynicism. We are reminded that all power is hard power, and that being loved or respected is no substitute for being feared. The great power game of nations always continues, we are forewarned, even when a higher goal or rhetoric is evoked. Superpowers are selfish, arbitrary, and dangerous nations, and they should not be embarrassed to be so and not feel constrained by international legitimacy and laws. We are cautioned against assuming that the rise of the world's emerging powers is doing anything to the status of United States as the sole superpower. Naturally, it would be a folly to think that global public opinion is in effect a “second superpower,” or even a crucial factor. Such concerns are the Lilliputians binding an unsuspecting Gulliver. Anyone harboring naïve views needs to be told that good intentions are at best a distraction and a nuisance, and at worst a recipe for disaster, given their imprudence. Cynics prefer to be unconcerned about the achievements of transnational normative action, such as abolishing the slave trade or establishing the International Criminal Court.

Abstract:
India signed a Free Trade Agreement with ASEAN on 13th August, 2009. In this paper we analyze one aspect of the possible impacts of the FTA: that on India's Balance of Trade. It is found that the impact of the agreement on India's balance of trade is expected to be negative. India's imports will rise significantly, however there will be no commensurate rise in India's export to these countries except to Indonesia.

Abstract:
In the summer of 2004, a group of young Indian Muslim men gathered for a retreat at one of the sprawling villas that line the cheerfully-named Jolly Beach, the pride of the small, south Indian fishing town of Bhatkal. They swam, went for hikes in the woods, honed their archery skills, and occasionally engaged in target practice with an airgun. Local residents recall occasionally hearing small explosions, but presumed the men were setting off fireworks. Nothing the men did gave Bhatkal's police cause for concern. The police, however, were unaware that the men on Jolly Beach composed the core team of the jihadist network that would soon be known as the Indian Mujahidin. Long before the network adopted that name, the men from Jolly Beach executed a succession of bomb attacks beginning in 2005, killing hundreds across India.

777. Measuring Geopolitical Power in India: A Review of the National Security Index (NSI)

Abstract:
This review examines how India perceives its own rise to power by undertaking a detailed analysis of the Indian National Security Index (NSI) for the period from 2003 to 2008. Like other power formulas, the NSI includes various indicators of power, though it is uniquely Indian in that it initially emphasized human development and later included ecology based on a holistic human‐security paradigm. The analysis demonstrates that this holistic approach has now been abandoned in favor of a more conventional one, and that the technical formulas and theoretical concepts of the NSI exhibit various inconsistencies and problems. In particular, one can recognize the absolute need for a unified standard for handling variables in the construction of composite indexes in general.

The paper provides a summary of the key issues raised in the third meeting of the Mediterranean Strategy Group which was convened in Rome to discuss the problem of energy security and cooperation in the Mediterranean from a transatlantic perspective. The meeting looked into the impact of geopolitical and economic variables on energy security around the Mediterranean, including the role and interests of “new” actors such as China, Russia and India. It also examined the outlook for new oil, gas, nuclear and electric power transmission projects, the prospects for alternative energy schemes, and the implications for strategy and policy affecting governments and the private sectors.

779. Africa's Irregular Security Threats: Challenges for U.S. Engagement

The United States has a growing strategic interest in Africa at a time when the security landscape there is dominated by a wide range of irregular, nonstate threats. Militia factions and armed gangs are ubiquitous in the continent's civil wars, fighting both for and against African governments. Other security challenges include terrorism, drug trafficking, maritime threats such as piracy in the Indian Ocean, and oil bunkering in the Gulf of Guinea. Organized criminal activities, particularly kidnapping, human smuggling and trafficking in persons, weapons smuggling, and environmental and financial crimes, are increasingly brazen and destructive. These are not isolated phenomena. Rather, they create a vicious circle: Africa's irregular threat dynamics sustain black markets directly linked to state corruption, divert attention from democratization efforts, generate or fuel civil wars, drive state collapse, and create safe havens that allow terrorists and more criminals to operate

780. The Global Financial Crisis and Africa's "Immiserizing Wealth"

Before the current global recession, many resource-rich African countries were recording unprecedented levels of growth due to a raw material price boom. However, the collapse in raw material prices and the ensuing severe economic difficulties have again exposed the vulnerability of these countries' natural resource export-focussed economic structures. In this research brief, we describe how Africa's abundance of natural resources attracted disruptive and predatory foreign forces that have hindered innovation-based growth and economic diversification by delaying the accumulation of sufficient stocks of human capital. We suggest that for their long-term prosperity, resource-rich African countries shift their strategic emphasis from natural to human resources and technological capabilities needed to transform those natural resources into valuable goods and services to compete in the global market.
