Abstract:
India has embarked on an ambitious new program to provide its citizens and residents a unique, official identity. The UID (Universal ID) program aims to improve the delivery of government services, reduce fraud and corruption, facilitate robust voting processes, and improve security. It is by far the largest application of biometric identification technology to date and will have far-reaching implications for other developing countries that are looking to adopt national ID programs to further social and economic development. This paper discusses the evolution of the UID program, the innovative organization and pathbreaking technology behind it, how it is being rolled out, and how robust ID is beginning to be used.

642. Renewable Resource Shocks and Conflict in India's Maoist Belt

Abstract:
Is there a causal relationship between shocks to renewable natural resources, such as agricultural and forest lands, and the intensity of conflict? In this paper, we conduct a rigorous econometric analysis of a civil conflict that the Indian Prime Minister has called the single biggest internal security challenge ever faced by his country, the so-called Maoist conflict. We focus on over-time within-district variation in the intensity of conflict in the states where this conflict is primarily located. Using a novel data set of killings, we find that adverse renewable resource shocks have a robust, significant association with the intensity of conflict. A one standard deviation decrease in our measure of renewable resources increases killings by 12.5 percent contemporaneously, 9.7 percent after a year, and 42.2 percent after two years. Our instrumental variables strategy allows us to interpret these findings in a causal manner.

Abstract:
In many nations today, the state has little capability to implement even basic functions such as security, policing, regulation, or core service delivery. Enhancing this capability, especially in fragile states, is a long-term task. As we document in this article, countries such as Haiti and Liberia will take many decades to reach even a moderate capability country such as India, and millennia to reach the capability of Singapore. Short-term programmatic efforts to build administrative capability in these countries are thus unlikely to demonstrate actual success, yet billions of dollars continue to be spent on such activities. What techniques enable states to “buy time” to enable reforms to work, mask nonaccomplishment, or actively resist or deflect the internal and external pressures for improvement? How do donors and recipient countries manage to engage in the logics of “development” for so long and yet consistently acquire so little administrative capability? In short, how do initiatives to modernize administrative systems so often succeed at failing?

Siddharth Kara's Sex Trafficking has become a critical resource for its revelations into an unconscionable business, and its detailed analysis of the trade's immense economic benefits and human cost. This volume is Kara's second, explosive study of slavery, this time focusing on the deeply entrenched and wholly unjust system of bonded labor. Drawing on eleven years of research in India, Nepal, Bangladesh, and Pakistan, Kara delves into an ancient and ever-evolving mode of slavery that ensnares roughly six out of every ten slaves in the world and generates profits that exceeded $17.6 billion in 2011. In addition to providing a thorough economic, historical, and legal overview of bonded labor, Kara travels to the far reaches of South Asia, from cyclone-wracked southwestern Bangladesh to the Thar desert on the India-Pakistan border, to uncover the brutish realities of such industries as hand-woven-carpet making, tea and rice farming, construction, brick manufacture, and frozen-shrimp production. He describes the violent enslavement of millions of impoverished men, women, and children who toil in the production of numerous products at minimal cost to the global market. He also follows supply chains directly to Western consumers, vividly connecting regional bonded labor practices to the appetites of the world. Kara's pioneering analysis encompasses human trafficking, child labor, and global security, and he concludes with specific initiatives to eliminate the system of bonded labor from South Asia once and for all.

In February, the global strategic community met at the 48th Munich Security Conference to discuss how they can tackle upcoming security challenges. The conference also marked the first anniversary of the most recent high-level exchange between NATO and India, when NATO's Secretary General Anders Fogh Rasmussen and India's National Security Advisor Shivshakar Menon met to talk about a possible partnership. Even though the meeting prompted confidence about moving closer towards cooperation, the parties are just as far from cooperating today as they were a year ago.

Abstract:
Neither the literature on outsourcing nor the literature on the impact of information technology (IT) have previously quantified the effects of IT outsourcing. This is a particularly important omission in India, which has an IT outsourcing industry that is well placed to bring world-class applications of the technology to domestic customers. This paper provides econometric evidence which shows that there is a strong positive impact of IT outsourcing on output and productivity in India. It also demonstrates that in aggregate, IT outsourcing makes a substantial contribution to Indian economic growth.
