Abstract:
The global economy remains in precarious shape. Europe's debt crisis rages on, and although the euro appears to have survived its most recent test in the form of the Greek election on June 17th, austerity and financial-market uncertainty are depressing economic activity in Europe and, by extension, in much of the rest of the world. The Economist Intelligence Unit continues to expect global GDP growth to slow in 2012, and while our forecasts for the G3 economies—the US, euro zone and China—are essentially unchanged this month, we have cut our projections for Brazil and India.

Abstract:
The holding of the second Africa–India Forum summit in Addis Ababa in May 2011 highlighted the burgeoning political and economic ties between New Delhi and the African continent. It also reflected the growing significance of interest in Africa on the part of a diverse group of developing nations, of which China and India are perhaps the most noteworthy. China's increasing involvement in Africa has been well analysed and discussed; India's connections with the continent have by comparison been relatively overlooked. Yet the increasing salience of India's interest in Africa has important implications, representing a further diversification of Africa's international relations away from 'traditional' North–South linkages and arguably contributing to a greater range of options for the continent. In the light of these considerations, this article seeks to provide an insight into some of the main implications of the growing Indian relationship with Africa.

Afghanistan is America's longest war. Thousands of U.S. troops and those from nearly 50 other countries have fought in Afghanistan against Taliban and al-Qaeda forces, but it was in nuclear-armed Pakistan where Osama bin Laden was killed, Khalid Sheikh Mohammad (the mastermind of 9/11) was captured, and Afghan Taliban leader Mullah Omar as well as the heads of the virulent Haqqani network reside. Pakistan's duplicity is a fact, yet it is often excessively characterized as a function of the India—Pakistan rivalry. Pakistani generals do fear India, but they have also recognized the threat from domestic insurgents. The height of this concern was reached in 2009, when the Pakistani Taliban were 60 miles from the country's capital and jeopardized U.S. as well as Pakistani goals in the region: interdicting al-Qaeda, protecting Pakistani nuclear weapons, and stabilizing (and in Pakistan's case, an anti-India) Afghanistan. At that point, Pakistani troops, unlike past attempts, fought back and prevailed against the insurgents. It can be done.

Abstract:
In this article, I argue that after having experienced a distinctly cool relationship throughout most of the post-war period and for the 10 years following the end of the Cold War, India and North Atlantic Organization (NATO) are now gradually moving towards each other. Indeed, during the past decade, NATO's 'out-of-area' operations have taken it eastwards from the Mediterranean, while India's 'extended neighbourhood' framework has brought it westwards from the Indian subcontinent. This has created a geopolitical overlap between these two actors, most notably in Afghanistan but also elsewhere in the Indian Ocean. Common advocacy of liberal democracy and overt concerns over jihadist destabilization have brought these two actors together. In NATO's post-Cold War search for relevance and India's post-Soviet search for partners, they have found each other. Unstated potential concerns over China are also a feature in this strategic convergence. However, while NATO has adopted a flexible range of 'Partnership' frameworks, India's sensitivity on retaining 'strategic autonomy' will limit their cooperation to informal ad hoc arrangements.

635. Horsemen of the apocalypse? Jihadist strategy and nuclear instability in South Asia

Since 9/11, counter-terrorism officials have fretted over the possibility of jihadist terrorists obtaining and deploying a nuclear weapon. Although acknowledging that such anxieties are well grounded, I offer here a reconceptualisation of the jihadist terrorist nuclear threat that focuses alternatively upon the remote but real possibility that jihadist terrorists may seek to advance their goals by trying to provoke an Indo–Pakistani nuclear confrontation. Such a confrontation would serve jihadist goals by aggravating religious polarisation on the sub-continent while dramatically weakening the Pakistani state. The system-destabilising consequences of such a catastrophe would likely also offer the jihadists their best opportunity to revive their faltering movement, which otherwise appears fated to terminal decline. In the light of this assessment, I argue that a higher priority must be accorded towards strengthening Indo–Pakistani crisis stability and advancing regional reconciliation if the risk of a jihadist-provoked nuclear exchange is to be minimised.

Over the past decade, the United States and India have built the foundations of a partnership that has the potential to be one of the more consequential relationships of the twenty-first century. Since President Bill Clinton's visit to India in 2000, the two countries have forged a relationship that is now defined by five pillars of cooperation that include strategic issues, energy and climate change, education and development, economics and trade, and science and technology. It is a wide-ranging partnership that holds the promise of collaboration on issues that are not only important to these two countries, but to many other countries as well.

In late 2011, Australia decided to allow uranium exports to India, creating an exception from its long-standing policy of exporting uranium only to countries with full-scope safeguards. Australia was one of a handful of countries that had not moved quickly to cash in on Indian nuclear trade. With its huge uranium resources (it is the third-largest producer of uranium ore and holds 40 percent of known uranium reserves), one would expect Australia to be seriously bullish on nuclear energy and active in export promotion. Yet for decades this significant nuclear supplier has struggled to balance domestic and foreign priorities in the nuclear area. This essay explores Australian nuclear trade policy and the decision to supply India.

639. CARE and Cargill: An Innovative NGO-Private Sector Partnership to Fight Global Poverty

Abstract:
Formed in 2008, the Rural Development Initiative is a five-year, $10 million partnership between CARE, a prominent humanitarian organization, and Cargill, an international producer and marketer of food, agricultural, financial, and industrial products and services. CARE partners with Cargill employees in local communities and along the company's supply chains to improve crop yields, access to markets, and incomes for farmers; enhance the attendance and quality of education programs; and increase access to health care, nutritional programs, and safe drinking water in rural communities. With projects in Ghana, Côte d'Ivoire, Egypt, India, Honduras, Guatemala, and Brazil, the CARE-Cargill partnership seeks to help 100,000 people lift themselves out of poverty by 2013. Through the Rural Development Initiative, CARE and Cargill leverage their respective strengths to improve livelihoods, while at the same time improving Cargill's competitive advantage and fulfilling CARE's mandate.

Standard Poor's recently cut its outlook on India's investment rating from stable to negative. The decision was met with shock from India's Ministry of Finance, but it echoed a sentiment currently running through policy discussions about India—that investors and policymakers in and outside of India are looking at the central government with disbelief and disappointment over the stalling of further economic reforms.
