472. A Case against Taxes and Quotas on High-Skill Emigration

Abstract:
Skilled workers have a rising tendency to emigrate from developing countries, raising fears that their departure harms the poor. To mitigate such harm, researchers have proposed a variety of policies designed to tax or restrict high-skill migration. Those policies have been justified as Pigovian regulations to raise efficiency by internalizing externalities, and as non-Pigovian regulations grounded in equity or ethics. This paper challenges both sets of justifications, arguing that Pigovian regulations on skilled emigration are inefficient and non-Pigovian regulations are inequitable and unethical. It concludes by discussing a different class of policy intervention that, in contrast, has the potential to raise welfare.

473. Pathways to Security Council Reform

International pressure for substantial reforms to the United Nations Security Council (UNSC) is mounting, fueled in part by its abysmal performance in the Syrian crisis. Yet major obstacles to reform remain. Three of the five permanent members of the Council (China, Russia and the US) are opposed or at least skeptical towards any significant changes to the institution in the near future. There is still a lack of common vision for change amongst the various coalitions and regional groups involved in the debate in New York, and policy-makers outside the immediate orbit of the UN address the issue sporadically, if at all. A concerted push for reform by the "G4" aspirants for new permanent Council seats (Brazil, Germany, India and Japan) in 2011 did not result in a vote as it failed to elicit the required support of two-thirds majority in the General Assembly.1It is not clear that the current frustration over the Council's response to Syria can be translated into a concrete agenda for reform that could win a greater level of support in the immediate future.

Abstract:
The statement by India's national security adviser on March 6th 2014 referring to "legitimate" Russian interest in Ukraine was unsurprisingly criticised in the West, but appreciated in Russia. Most observers missed other important elements in the statement: reference to Ukraine's internal issues; recognition that both Russian and other interests were involved; and emphasis on a peaceful settlement, reconciliation and negotiation. Debate on the Ukrainian crisis has been largely absent in India due to preoccupation with national elections, widespread consensus that Russia is a dependable "friend of India", and sneaking admiration of President Putin for his "decisiveness" in promoting Russia's interests and open defiance of the West. While China and Pakistan have deployed historical/ethno-cultural arguments to dispute Indian sovereignty over territories that India considers its own, India has consistently rejected claims to alter the territorial status quo on grounds of kinship across sovereign borders.

Abstract:
Like all long political years, the year 2014 did not begin on January 1st; rather, 2014 politically began at the end of May with the Taksim events. Nevertheless, the year may end on an optimistic note. It could be said that, unless the date of the upcoming general elections change, the long political year of 2014 will extend to June 2015. Had the government been overthrown by the police-judiciary coup in December 17th., Turkey would have been sentenced to a neo-tutelage regime for many years to come. The first phase of the tripartite elections race in Turkey ended with Erdogan's victory. The upcoming presidential elections in August 2014 will be the second phase. The March 30 elections clearly demonstrated that the AK Party will continue to play an important part in Turkey's political scene for years to come.

476. Nuclear Deterrence: The Wohlstetter-Blackett Debate Re-visited

The Cold War debate between Albert Wohlstetter and Patrick Blackett over the requirements of effective deterrence is of profound relevance half a century later. The two thinkers offered systematic arguments for their maximalist (Wohlstetter) and minimalist (Blackett) positions. How we conceive of these requirements shapes the kinds of nuclear weapons doctrines, forces and postures we adopt. Whereas the Wohlstetter-Blackett debate was based largely on deductive logic, the opposing arguments can today be assessed on the basis of evidence drawing from nearly seven decades of strategic behaviour between nuclear rivals. An analysis of major confrontations in five nuclear dyads – United States-Soviet Union, United States-China, Soviet Union-China, India-Pakistan, and United States-North Korea – clearly offers much stronger support for Blackett‟s minimalist case than for Wohlstetter‟s maximalist one. Effective deterrence does not require second-strike capability as defined by Wohlstetter and the nuclear balance has no effect on a state‟s capacity to deter. Consequently, the central tenets of orthodox nuclear deterrence theory and doctrine are shown to be without foundation. For policymakers, the optimal forces and postures required for effective deterrence are therefore less demanding and the hurdles in the path of arms control and at least partial disarmament less difficult to cross.

477. The Revival of the Silk Roads (Land Connectivity) in Asia

Abstract:
This paper argues that contrary to popular belief, in the bygone era, there was not one but two Silk Roads in Asia – the Northern and the less well-known South-western Silk Road (SSR). The SSR connected South/Central Asia with southern China and present day Association of Southeast Asian Nations (ASEAN). After enjoying a rich history of around 1,600 years, the Silk Roads went into disrepair. Now, for various economic, security, and political reasons, land connectivity is once again making a comeback in Asia. These include the (i) ―Go West‖ and the recent ―New Silk Roads‖ policies of China; (ii) ―Look East‖ policies of South Asia; (iii) opening of Myanmar, a node between South Asia and East Asia; and (iv) growing importance of supply-chain trade. The focus has, however, been mainly on reviving the Northern Silk Road with relatively few actions being initiated to revive the SSR. Mirroring the on-going efforts in the Greater Mekong Sub-region and the Central Asian region, this paper proposes four economic corridors for Pan-Asian connectivity that is to connect South/Central Asia with southern China and ASEAN. The paper argues that the revival of land connectivity in Asia is making Maritime Asia of the past, more continental-based. One implication is that regional institutions focusing solely on Maritime Asia, such as the Asia Pacific Economic Cooperation (APEC), may be losing some of their relevance vis-à-vis say the more continental-based China-led Shanghai Cooperation Organization. The other is that the influence of the West in Asia‘s security may be declining relative to that of China, India, and Russia.

478. The Socially Responsible Company as a Strategic Second-order Observer: An Indian Case.

Abstract:
The emergence of Corporate Social Responsibility (CSR) as a global component of business-society relationships has triggered many controversial debates in which CSR is either advocated as a source of virtuous business or disregarded as mere “window dressing.” This paper proposes an alternative perspective on the CSR phenomenon based on N. Luhmann’s social systems theory, which guides a study of CSR in India combining macroscopic observations and the case of the cement manufacturer Lafarge India. The study shows that CSR is not primarily constituted of corporate attempts to “do well by doing good,” as the CSR doxa suggests. However, the phenomenon generates significant transformations of business-society relationships. While increasing financial expectations tend to blunt large companies’ sensitivity toward competing societal expectations, other social systems react with protest movements and political interventions. Companies respond to the perceived threat of these uncertainties by introducing new CSR-related organizational structures, which improve their ability to observe the uncertainties as parameters of economic risks. Companies subsequently mobilize calculated CSR-related practices to shield business opportunities from the possible negative consequences of sociopolitical constraints. The analytical framework outlined in the present paper introduces new angles for studying how the CSR phenomenon proceeds from and transforms the way social systems observe and regulate the role of companies in society.

479. Revitalizing the Rebalance: How to Keep U.S. Focus on Asia

In November 2011, President Barack Obama announced that the United States would rebalance to the Asia-Pacific region. Although this shift had been underway for years, experts across the Pacific generally welcomed Washington's increased attention. From the beginning, however, the U.S. Congress and governments in Asia have questioned whether the rebalance announcement was backed by the necessary resources and implementation strategy. Under the 2012 National Defense Authorization Act, Congress tasked an independent assessment of the rebalance strategy with a particular focus on plans for realigning U.S. forces in the region. In authoring that independent assessment and a recent follow - on report for the Pentagon, we conducted hundreds of interviews and concluded that the general thrust of the strategy was right, but further efforts were needed to articulate and implement the strategy with greater clarity and consistency for the Congress as well as U.S. allies and partners. Two years after that initial review, we have updated our own findings and concluded that implementation of the rebalance is proceeding apace, but some of the foundational conceptual and resource problems remain. With just two years remaining in the Obama administration, it is vital that the United States revitalize the rebalance and keep its focus on Asia.

Has India peaked? This may seem like a strange question given the strong economic growth the country has experienced since it liberalized its economy in 1991. Together with China, India is widely regarded as the greatest global economic success story of the past quarter century, with growth rates typically ranging between 5 and 10 percent. 1 Although its growth rate has declined recently to less than 5 percent due in part to the global economic downturn, the landslide victory of the strongly pro - business BJP (for Bharatiya Janata Party, or Indian People's Party) in the spring 2014 elections has convinced many that it will begin trending up again in the near future.
