Abstract:
Situated at the intersection of many American and European concerns, Pakistan has been linked to terrorism, nuclear proliferation, and Islamic extremism; it is politically unstable and economically problematic, and has recently undergone a series of crises, some with nuclear overtones, with India. Pakistan is also located at a geostrategic crossroad, bound to India by geography, culture, and chronic enmity; a self-proclaimed Islamic state with many ties to the Muslim and Arab worlds; long-standing ambitions in Afghanistan and We stand Central Asia, and en during military and strategic ties to China and North Korea.

Abstract:
The widely noted decision to resume F-16 sales to Pakistan and, even more, the largely ignored commitment to assist India's growth in power represent a new U.S. strategy toward South Asia. By expanding relations with both states in a differentiated way matched to their geostrategic weights, the Bush administration seeks to assist Pakistan in becoming a successful state while it enables India to secure a troublefree ascent to great-power status. These objectives will be pursued through a large economic and military assistance package to Islamabad and through three separate dialogues with New Delhi that will review various challenging issues such as civil nuclear cooperation, space, defense coproduction, regional and global security, and bilateral trade. This innovative approach to India and Pakistan is welcome—and long overdue in a strategic sense—but it is not without risks to the United States, its various regional relationships, and different international regimes.

1004. Origins and Growth of the Software Industry in India

Abstract:
The paper explains the evolution of India's software industry. Domestic entrepreneurship emerges as the key factor for origination, survival and innovation in a hostile industrial policy environment. The maturing of the industry required a shift to a supportive government policy; maturation was also critically enabled by the modularization of the programming function through new technologies. These changes favored domestic firms that provided programming services. Later policy and technological changes induced transnational entry and led to higher value-added output. The paper shows that technologically sophisticated industries can develop even when many conditions typically present elsewhere are missing. We provide conditions under which this may happen and show their effect on subsequent developments.

Abstract:
The role of subnational units (states, provinces, cantons, Lander) in international affairs is a growing subject in the literature on federalist affairs. Scholars of political science have traditionally seen the conduct of foreign policy as the exclusive domain of the national government. This would seem an especially apt observation about India's federalist system. The Indian constitution has given the center particularly strong powers—so strong, in fact, that some have described it as “quasi federal” because of the lack of autonomy it affords to the states. Yet, there is an increasing consensus that the states have not been shy of foreign policy advocacy. Some have argued that the era of coalition governance has increased such advocacy and, potentially, influence, especially in the context of globalization and economic reform and liberalization.

This is a tale about a vote, a strike, and a sleight of hand. For the past six months the United States and the European Union (EU) have led a full court press to haul Iran before the UN Security Council for violating the Nuclear Non-Proliferation Treaty (NNPT) by supposedly concealing a nuclear weapons program. Last month, the International Atomic Energy Agency (IAEA) voted to declare Iran in "non-compliance" with the Treaty, but deferred a decision on referral to the Security Council until Nov. 25.

The past few months have seen important developments in relations between the United States and India. Much of the commentary has focused resolutely and rightly on the wisdom and possible consequences of the new agreements on military and nuclear policy and programs. But these recent agreements need also to be seen in the light of the more than 50 years of U.S. efforts to have India become a part of American political, strategic, and economic plans for Asia. What becomes clear is how difficult this proved to be over the years. It begs the question why Indian leaders have finally started to fall in step so easily in the past few years.
