The Fragile States Index, produced by The Fund for Peace, is a critical tool in highlighting not only the normal pressures that all states experience, but also in identifying when those pressures are pushing a state towards the brink of failure. By highlighting pertinent issues in weak and failing states, The Fragile States Index—and the social science framework and software application upon which it is built—makes political risk assessment and early warning of conflict accessible to policy-makers and the public at large.

Abstract:
Since the developments in Central Europe were very dynamic in 2017, the importance of the Visegrad co-operation, Poland, Austria and Slovakia in the Czech foreign policy has grown. The general elections in Austria, the judicial reform in Poland and the subsequent triggering of Article 7 of the Treaty of the EU against Poland, the Polish and Hungarian EU Presidencies and various EU dossiers, such as the dossier on the reform of the EU’s asylum system, would all suggest that the Czech Republic should have paid more attention to the region. However, the Czech Republic chose rather a free-riding and adaptational approach toward it, and in some cases, it has shown disinterest in its policy vis-à-vis the region. There were fewer political contacts with and initiatives related to the other V4 states than in the previous years, and the Czech foreign policy was not able to address major dilemmas of the Central European policy. Interestingly, at the same time, the importance of the region was reflected in a higher politicisation and polarisation of the issues related to the Visegrad Group, Poland and Hungary.

The Hungarian proverb Madarat tolláról, embert barátjáról translates roughly as “You can tell a bird by its feathers, and a person by his friends.” If so, it says much about Hungarian President Viktor Orbán. Russian President Vladimir Putin was asked during a 12 April interview with Russia’s MIR television and radio network whether “relations deteriorated with Trump in office from what they were under his predecessor?” He answered, “We could say that at the working level, the degree of trust has dropped, especially in the military area. It has not improved and has probably worsened.”[1] Mr. Putin premised this appraisal with an extended dissemble about “several versions” about “the chemical attack in Syria’s Idlib province, which led to the US air strike on a Syrian air base:”

Abstract:
While the late 20th century saw a blossoming of civil society organizations, the beginning of the 21st century has been a period of upheaval. In response to both the threat of terrorism and to growing populist pressure for democracy, transparency, and government accountability, states have used new laws and tactics to restrict freedom of association and freedom of expression. Lesbian, gay, bisexual, and transgender (LGBT) organizations have always faced such barriers, ranging from criminalization of same-sex sexuality, to refusal of the right to register organizations or hold public events, to the shutdown of websites.1 In recent years, some countries have also ratified new laws that explicitly prohibit groups engaged in “LGBT propaganda.” In other countries, politicians have mobilized resurgent nationalism by publicly scapegoating LGBT groups as representing “foreign values.” These overlapping trends have created a “perfect storm” for LGBT civil society organizations caught in simultaneous waves of political pressure.

Abstract:
The publication "Economic policy and macroeconomic developments in Hungary, 2010–2015" discusses the factors responsible for Hungary’s growth performance. In the 143rd mBank - CASE Seminar Proceedings Gábor Oblath argues that that the factors essentially responsible for Hungary’s growth performance over the last five or six years were mainly exogenous to Hungarian government policy. The acceleration of economic growth observed in 2014 was due to, in particular, exceptionally large transfers from EU funds, which have nothing to do with the government’s so called “unorthodox” economic policy. By contrast, the decline in the quality of the institutional environment of the economy is a direct consequence of both the spirit and the methods of the economic policy pursued.

The recent U.S. presidential election caught much of the world by surprise and raised a number of questions about how the new administration will govern. Was the rhetoric on the campaign trail a harbinger of things to come, was it a divisive campaign strategy to get elected, or a bit of both? Either way, there is reason for concern and dismay. Taking a closer look at the Trump campaign, there are parallels to the right-wing national populist political movements in Europe. The recent transformation of Hungarian politics—in particular, the metamorphosis of Hungarian Prime Minister Viktor Orbán, leader of the ruling Fidesz Party—offers a cautionary tale of what can happen when a right-wing national populist leader gets elected. Unfortunately, Orbán, who has been invited to Washington by President-elect Donald Trump,1 is only one part of a larger right-wing national populist phenomenon that has taken root in Europe. For example, he is an inspiration for Jarosław Kacszyński, head of the Polish Law and Justice Party, or PiS, which now controls Poland’s government.2 The PiS, taking a page out of Orbán’s playbook, has been trying to consolidate its power by doing such things as attacking Poland’s Constitutional Tribunal, its highest court.3 The idea behind this and related moves in Hungary and Poland is to ensure that once the party is in power, it will remain there by rigging the system to make sure its leaders can get specific programs enacted and create a more favorable electoral climate.

CIMA and the World Association of Newspapers and News Publishers (WAN-IFRA) have been cooperating in a campaign to raise awareness around the world of the insidious practice known as “soft” (or indirect) censorship of news media. Soft censorship is used to promote positive coverage of officials or their actions–and to punish media outlets that criticize them. It is the practice of influencing news coverage of state bodies and officials and their policies and activities through allocation or withholding of state media spending (subsidies, advertising, and other media contracts), or selective application of licensing, permits, or regulations, to shape the broad media landscape; promote or diminish the economic viability of specific media houses or outlets; and reward or punish individual media workers.

Abstract:
Life expectancies are rapidly increasing and uncertain in all countries in Europe. To keep pension systems affordable, policy reforms are to be implemented which will encourage individuals to work longer. In this paper we analyze the impact of working and living longer on pension incomes in five European countries and assess the impact of these policy reforms on the financial well-being of the elderly. The paper shows the diversity of the policy measures taken in these countries. Furthermore, we analyze the financial incentives for working longer and postponing claiming pension benefits and we assess the attractiveness of these options. Lastly, we study how increases in life expectancies and survival probabilities affect pension incomes.

Abstract:
While numerous specialist studies about Chinese communities have been published in other countries in the region, this is not the case in Slovakia. Therefore there is a general lack of information about the Chinese community in Slovakia. The objective of this study is, at least partially, to fill this gap. While in many cases, i.e. in Central and Eastern Europe, businesses run by Chinese migrants have contributed to the economic stabilization of the region, including in Slovakia. It should be noted that the number of Chinese people in Slovakia has in the last ten years decreased as a percentage of the foreigners living legally in Slovakia. One could assess this as being a consequence of Slovakia’s EU membership and its adoption of European legislation. The Slovak government has adopted policies to try to change the nature of Chinese migration to Slovakia and attract more educated people and businessmen.

Abstract:
Since the promising start of its transition from a centrally planned economy to capitalism, Hungary has failed to join Western Europe in terms of living standards and democracy. The dominant political figure in Hungary, Prime Minister Viktor Orbán, shares many features with Russian president Vladimir Putin. Both view the increasing role of the state as economically beneficial, and both consider the Western European economic model to be flawed. Hungary is headed towards centrally planned capitalism, demonstrated by the partial nationalization of the banking sector, the monopolization of some sectors of the economy, and the reversal of the pension reforms of 1998. Plagued by the most persistent budget deficit of any post-communist country, Hungary's greatest challenge is to establish a fiscally sustainable growth path.
