Abstract:
Pour sa quinzième édition (le premier volume est paru en 1997 !), le Tableau de Bord fait peau neuve et ouvre ses pages à des pays qu'il ignorait jusqu'à présent : signe des temps, alors que les pays d'Europe centrale et orientale sont tous intégrés dans l'Europe ou se préparent à l'être, c'est aux contrées plus orientales qu'il nous revient d'ouvrir nos pages. Cette innovation modifie la typologie et le format des chapitres dont nos lecteurs sont familiers. Le nouveau Tableau de bord consacre en effet un premier volume à l'Europe centrale, balkanique et balte et continue de suivre l'évolution des pays qui faisaient l'essentiel des précédentes éditions, regroupés dans des ensembles à dimension régionale : les pays de l'Europe centrale (incluant la Slovénie) sont traités ensemble, de même que les Etats baltes et les pays des Balkans ayant rejoint l'Union européenne (Bulgarie et Roumanie). Un quatrième chapitre est consacré aux « Balkans occidentaux », et traite non seulement de la Croatie et de la Serbie, mais aussi – et c'est une autre innovation importante – de tous les pays de cette région jusqu'alors non présentés dans ces pages, à savoir l'Albanie, la Bosnie-Herzégovine, la Macédoine et le Monténégro. Le Kosovo, pour lequel on ne dispose pas de statistiques appropriées pour ce travail, n'y figure pas. Le deuxième volume est consacré aux pays de l'ex-Union soviétique, regroupés sous le vocable d'Eurasie. On y trouve ainsi la Russie et l'Ukraine, comme dans les précédentes éditions, et les autres Etats regroupés en quatre chapitres : le Bélarus et la Moldavie, les trois pays du Caucase du Sud, le Kazakhstan, isolé en raison de la dimension de son économie, et les quatre autres pays de l'Asie centrale. Cette nouvelle structure entraîne également, on le comprendra, des modifications dans la présentation des tableaux d'indicateurs.

"Since 1968, subsequent Hungarian governments have been less resilient to moderate inflation than others in the region. After the 1989-1990 market transition, inflation targeting became an even more important short-term policy tool. Since hyper-inflation was not allowed to gain momentum, there was no need to resort to fully-fledged currency reform. Instead, Hungarian governments have been ready to accept extra-inflation as an unavoidable price for reducing the fiscal deficit, choosing against Maastricht inflation targeting and economic coordination with Brussels."

At least twice in the history of Imperial Germany, December seems to have been a rather critical month: On 17 December 1887, the ageing German Emperor, Wilhelm I, convened his military entourage at his bed in the castle of Berlin to listen to the reports of his generals about the military situation of the Empire. Under normal circumstances, these reports by Germany's highest-ranking generals, the Chief of Staff and his Quarter Master General, the Prussian Minister of War, and the chief of the Military Cabinet were by no means unusual. Against the background of a political situation which seemed to be deteriorating for several years now, this meeting, however, turned out to be a war-council. For many months the Quarter Master General of the Prussian Army, General v. Waldersee had been pleading for a preventive war against Russia. Germany's eastern neighbour had been quarreling with the nation's most reliable ally, Austria-Hungary, over the Balkans for more than two years now, and according to secret reports about the redeployment of troops on its western border seemed to prepare for a war against the powers of the dual alliance. From a military point of view a solution to this problem seemed urgent, not the least because of the hostile attitude of Germany's western neighbour, France. Waldersee's plea for war was supported by the 87-year-old Chief of the General Staff, Moltke the Elder, and Prince William, whose influence had become ever more important due to his father's fatal illness.

Life was straightforward during the Cold War. There were the big guys in the bi-polar strategic stand-off—the United States and the Soviet Union—and there were the little guys: the Eastern European countries, such as Poland, Hungary, and Yugoslavia; Chile in Latin America; Spain in Southern Europe; Sweden in Scandinavia; Israel in the Middle East; and Singapore in the Far East. All these countries, big or small, capitalist or communist, possessed comprehensive and diversified defense industrial bases. However, times have changed, and in some senses they have changed dramatically. More than anything else, economics does not favor small countries. Previously, Cold War doctrine was premised on mass formations of artillery, main battle groups of tanks and combat aircraft located on the Central European front. In the twenty-first century, these formations have disappeared. Militaries have been transformed by the need to respond to new, emerging, asymmetrical threats arising anywhere across the globe, a shift that is captured under the umbrella term of the “Revolution in Military Affairs” (RMA). Contemporary doctrine focuses on high-intensity warfare, characterized by sophisticated defense systems, such as telemetry and cruise missiles, fiber optic technologies, sensors, modern telecommunication systems, “stealth” coatings of modern weapon platforms, light-weight composite materials, and the miniaturization of technologies in, for instance, unmanned aerial vehicles (UAVs).

Abstract:
Hungary is a medium sized European country of approximately ten million people that shares with its Central European neighbors a common legacy of more than four decades of Soviet domination. Although a fully functioning democracy for nearly 20 years now, a member of NATO since 1999 and the European Union since 2004, Hungary still suffers from the heritage of communism. While the physical damage of this era has been largely eliminated, the less visible but longer lasting effects of the totalitarian period of Hungarian history persist in plaguing the economic and political life of the country to which I arrived in August 2006.

Abstract:
The author argues that during the period of the second Gyurcsánygovernment Hungary continued its previous policies vis-à-vis the Western Balkans and managed to preserve good relations with all of the countries of the region. He reflects on the government's policies with respect to the entire Western Balkans – more precisely the countries of the former Yugoslavia, except Slovenia – as well as its guiding principles and activities supporting the Euro-Atlantic integration of the region; policies vis-à-vis the individual countries; efforts to improve the situation of the minorities and the enhancement of the Hungarian economic role in the region. He concludes that due to the fact that the greatest aspiration of Western Balkan countries is to join the Euro-Atlantic integration processes and because Hungary – as an EU and NATO member state – is an important partner country in regional relations will ostensibly become more dynamic in the years to come.

Abstract:
Hungarian family policy focuses on providing generous options to take time off work to look after children. This system not only contributes to Hungary’s low employment rate but encourages long separation from the labour market, has largely failed to significantly influence fertility rates and is relatively expensive to run. This paper looks at how to shift the policy focus towards reconciling work and family life. Reasons for under-provision in childcare by local governments are discussed and recommendations for further central-government intervention to improve supply are made. Recommendations for reform are also made regarding the complex system of family cash benefits and leave allowances.

Abstract:
This article examines the political conditions shaping the creation of new institutional capabilities. It analyzes bank sector reforms in the 1990s in three leading postcommunist democracies–Hungary, Poland, and the Czech Republic. It shows how different political approaches to economic transformation can facilitate or hinder the ability of relevant public and private actors to experiment and learn their new roles. With its emphasis on insulating power and rapidly implementing self-enforcing economic incentives, the “depoliticization” approach creates few changes in bank behavior and, indeed, impedes investment in new capabilities at the bank and supervisory levels. The “deliberativ e restructuring” approach fostered innovative, cost-effective monitoring structures for recapitalization, a strong supervisory system, and a stable, expanding bank sector.

Abstract:
Gender equality is still far from being a reality in Central and Eastern Europe, according to the report Equal Opportunities for Women and Men: Monitoring Law and Practice in New Member States and Accession Countries of the European Union, published by OSI's Network Women's Program. The findings and recommendations in Equal Opportunities for Women and Men are based on monitoring conducted by national gender equality experts and local NGO representatives in Bulgaria, the Czech Republic, Estonia, Hungary, Lithuania, Poland, Romania, Slovakia, and Turkey. The report describes existing national institutional mechanisms, policies, and programs on gender equality, and highlights several shortcomings. The research identified a general lack of awareness among men and women about how gender inequality affects their daily lives as well as a lack of political will to enforce existing national and EU gender equality policies. The report's key recommendations include a call for governments to establish regular monitoring of how equal pay principles are practiced in both the public and private sectors and making these monitoring results public; they urge the governments in Bulgaria, Hungary, and Poland to adopt official gender equality strategies; and appeal to all governments to collect gender disaggregated statistical data, without which gender equality policies can hardly be successful.
