1. Getting Statelessness Published: Pathways to Publication for Early Career Researchers in the Field of Statelessness Studies

Abstract:
In Hungary, four legislations regulating citizenship-related issues in detail had been enacted starting from the second half of the 19th century. The Hungarian legislation recognises the legal status of statelessness and the concept of a stateless person. Hungary has ratified both the 1954 Convention relating to the Status of Stateless Persons(‘1954 Convention’)1 and the 1961 Conventionon the Reduction of Statelessness (‘1961 Convention’).2 Consequently, there was an intention to find a solution for persons who submit an application for stateless status in its territory. In this commentary, I introduce the Hungarian citizenship legislation in force, particularly focusing on the articles concerning the acquisition of Hungarian citizenship and how these relate to statelessness. I examine whether statelessness is adequately addressed in the legislation governing the acquisition of Hungarian citizenship and whether the legislation in force is able to provide appropriate safeguards in order to prevent statelessness, especially childhood statelessness. Comprehensive analysis regarding this matter is currently lacking. I argue that the situation in Hungary could be viewed as a ‘glass half empty’, as the citizenship legislation does provide some safeguards against statelessness, but significant flaws remain in the legislation regarding the prevention of statelessness, especially childhood statelessness. The National Assembly should address these gaps toenable Hungary to fulfil its international obligations under the 1961 Conventionto prevent and eradicate childhood statelessness. This commentary only focuses on the examination of the citizenship law and its safeguards against statelessness. I do not extend the analysis to the Hungarian statelessness determination procedure.

2. A Global History of Hungary: Concept, Implementation, Reflection

Abstract:
The recently released volumes of Magyarország globális története (A Global History of Hungary) are the joint product of 159 scholars from a host of disciplines. Together, they explore the history of an East Central European country in a truly global perspective for the first time. The two volumes cover developments from the formation of the Pannonian Plain and the early spread of human settlement and agriculture, through the emergence of world religions and the era of European colonialism and imperialism, all the way to key issues in the multipolar and contested globalization of our days. This narrative arc already suggests why such a global history of Hungary may be urgently needed today: to reinterpret in a substantial and nuanced manner, for our age of manifold interconnections, the place and various roles of Hungary and Hungarians in the history of the world. More specifically, the 203 chapters included in A Global History of Hungary capitalize on four key insights. First, East Central Europe has tended to be a semi-peripheral area in the global scheme of things, and it has thus been much closer to the global average than some of the parts of the world on which much of recent global historiography has focused. East Central European countries have also developed numerous and still underexplored intercontinental connections outside the Western core that should be of special interest in our age of global multipolarity. At the same time, it can be assumed that this diverse area, as a rather peripheral part of Europe in a formerly largely Eurocentric world, has played the role of a “secondary colonialist” for significant parts of modern history – a topic that needs to be researched in detail and critically scrutinized. Moreover, the predominant transnational orientation of this suburb of Europe has shifted repeatedly and sometimes dramatically, creating a complex pattern of legacies – or “continuities in discontinuity” – that can only be properly analysed through a transnational history on the longue durée. In this presentation, co-editor Ferenc Laczó will reflect on the agenda to embed Hungarian history comprehensively in global frameworks. He will discuss the specific ways in which this agenda has been implemented, not least to explain how the contributing authors have taken up and adapted a recent Western European approach to historiography, what challenges this has entailed, and what opportunities such a process of adaptation to East Central Europe offers.

Abstract:
Central Europe is associated with several cultural, economic, and geopolitical processes undergoing considerable intensification in the 21st century. The emergence of nationalist sentiment in this region of the continent coincides with it. This is particularly evident in countries politically dominated by radical right-wing ruling parties (e.g., Poland, Hungary), aiming to reshape the EU, opposing the system of liberal democracy in favor of social solidarity and a Europe of Homelands, rejecting the concepts of a federal Europe, and supporting the idea of national sovereignty. These concepts are taken up by conservative formations of a populist nature, which explain their activities with Eurorealism. The consequence of this policy is the emergence of new visions of Central Europe and the desire to increase the region’s role in international relations. An essential role in these processes is played by the politics of memory preferred by the ruling regimes.

4. AI Policy in EU Illiberal Democracies: The Experience in Hungary and Poland

Abstract:
This paper examines the emergence of AI policies in Hungary and Poland under illiberal governments, and highlights their potential social and political consequences, particularly for democratic values and civil and fundamental rights. It focuses on the adoption of AI in the public sector, encompassing research and development, public administration, law enforcement, migration, and economic policy. In their AI policies, both countries’ governments have prioritized industry demands and subordination to the expectations of large foreign corporations (which is inconsistent with their digital sovereignty rhetoric). Meanwhile, they have neglected societal consultations and the needs of the scientific community. The AI policies implemented in Hungary and Poland by the Fidesz and Law and Justice (PiS) parties) have been characterized, respectively, by centralization and fragmentation, with varying outcomes. The AI systems deployed do not safeguard citizens’ rights as the political takeover of the justice system and partisan control of law enforcement have undermined redress mechanisms and limited legal protection from AI-related violations. The increasing use of AI in election campaigns, coupled with the lack of democratic oversight, increases the risk of mass disinformation campaigns and electoral manipulation in both countries. The cases of Hungary and Poland highlight some key implications for democracy and human rights in the EU where illiberal actors control AI policies and governance and disregard these values. The new EU AI Act may offer some protection for the rule of law and individual rights, but its potential loopholes could allow the unlawful deployment of AI systems in vital areas. AI policies in both countries have reflected their governments’ illiberal tendencies, expanding their control over citizens and curtailing democratic processes. The centralized governance raises concerns about the potential for mass surveillance and censorship, while the lack of transparency and inclusivity in AI policymaking could further marginalize minority groups and vulnerable populations. However, there are key steps that the EU can take to address these issues.

5. Wedged between East and West – The chances of an interest-based Hungarian foreign policy and the war in Ukraine

Abstract:
Hungarian foreign policy has been in the international spotlight, raising doubts about its direction. The purpose of this article is to highlight the contradictions between an interest-based and a value-based foreign policy. A theoretical introduction is followed by a brief analysis of the elements of a pragmatic foreign policy. At the same time, the second part of the paper presents a short case study from the Western Balkans. The Hungarian position on two countries, Kosovo and Serbia, will be analysed, not forgetting that these two countries are examples of the changes that have taken place in the relations between Hungary and Serbia. Despite earlier nationalist tensions, Serbia has become Hungary's almost sole ally in the region, putting the minority issue in the background and adopting a pragmatic approach. In this essay, we will also try to identify the considerations that guided Hungarian diplomacy in its position towards the West. Finally, we will discuss the extent to which the original goal of "occupying Brussels" was realistic and the consequences of Hungary's pragmatic foreign policy.

6. Maverick or Front-runner? Army Modernization in Hungary in the Light of the Other Visegrad Countries

Abstract:
This article compares Hungary's defence modernisation policy with that of the other Visegrad countries and finds that Poland has invested the most in developing its military capabilities and, together with the Czech Republic, has benefited considerably from rising international demand stimulated by the war. Both combined the purchase of modern equipment with the award of government contracts to local suppliers. Slovakia followed the same pattern, but without significant export capacity. Hungary, on the other hand, was unable to prevent the collapse of its former defence industry. As a result, its current development programme uniquely integrates the goals of army modernisation with the plan for rebuilding the sector, which relies heavily on the participation of large European companies, whose role is less important in the other countries. Two other distinctive features of the Hungarian modernisation policy are its embeddedness in broader economic and regional policies, and the creation of six distinct territorial clusters where the reorganisation of the sector is taking place.

7. The End of a Partnership and Cooperation. How Sino-Russian partnership ruined perception of China in Central Europe

Abstract:
Since the first decade of the 21st century, pro-China attitudes have gradually become the political mainstream in Central Europe. Today, however, the relationship between Central European countries and Beijing is different. While Beijing remains an important partner for Hungary, the Czech Republic and Poland have turned away from cooperation with China, and Slovakia's enthusiasm for China has cooled somewhat. This article examines why the Czech Republic and Poland, but not Slovakia and Hungary, have stopped building and maintaining their relations with China. It uses contrafactual analysis to find an answer. The article concludes that what caused the change and ruined the relations between Czechia and Poland on the one hand and China on the other hand was China's building of relations with Russia. In contrast, Hungary and Fico's Slovakia, which have repeatedly refused to recognise the Russian invasion of Ukraine and have maintained relations with Moscow, continue to have good relations with China
