1. Resource-Backed Loans: Pitfalls and Potentialloan

Abstract:
Through “resource-backed loans” (RBLs) countries access finance in exchange for, or collateralized by, future streams of income from their natural resource wealth. The authors of this report reviewed countries’ past experiences with RBLs across sub-Saharan Africa and Latin America from 2004 to 2018. They identify risks and opportunities RBLs pose and provide recommendations for countries considering taking RBLs in the future. The researchers identified 52 RBLs, 30 of which were taken by countries in in sub-Saharan Africa and 22 in Latin America. They are distributed across 14 countries in the two regions. Thirty-eight were lent by Chinese policy banks, seven are from commodity traders, four are from other Chinese state-owned enterprises, one is from Korea Exim, one is from Nigeria and one is from Russia's Rosneft. Forty-three of the loans are backed by oil, six by various minerals, two by cocoa, and one by tobacco. The total loan amount represented in the dataset is $164 billion, of which $66 billion went to Africa and $98 billion to Latin America.

Abstract:
Guinea’s first president, Ahmed Sékou Touré (AST) died on March 26, 1984, following emergency heart surgery at a Cleveland hospital. When Guinea gained independence from France in 1958, AST was the only leader of France’s African colonies to say “no” to Charles De Gaulle’s offer of continued association with France, stating loudly “We prefer poverty in liberty to riches in slavery.” The French thus quickly abandoned with much vengeance their most wealthy West African Francophone colony, destroying everything they could not take with them.

Abstract:
The objective of this policy brief is to inform the Ministers of Trade and Investment of Economic Community of West African State (ECOWAS) countries about the importance of the linkage between Foreign Direct Investment (FDI) and trade for developing countries. FDI is considered an important means of promoting export of the host countries. This is true of inward FDI, which comes for efficiency reasons. Conversely, there is concern that large flows of outward FDI results in a decline in the host country’s exports and loss of jobs. This in turn assumes that the exports of the source country will fall as FDI substitutes for trade.

Different African regions have not stopped being at the epicenter of games and influences from capitalist powers, mainly from former European metropolises, such as France, and the United States, due to the fact that each one of them has significant importance in the international relations’ context, because of either their geographic position or their natural resources2 . In the last decades, guaranteeing energy supply has become a matter of natural security for all countries, especially for those with high levels of consumption and industrial development. Projections for the next years show that there will not be viable alternatives to replace hydrocarbons as the main energy source. Therefore, oil will continue to be the center of the whole industrial productive base. As consumption increases and supply decreases, competition for its control will grow. Here is where the Sub-Saharan African oil producing regions start to play a strategic role. The African continent has always been subject to developed capitalist countries’ greed, whose oil companies, supported by their governments, continue to seek licenses to explore crude oil and gas reserves, in what has been called the new scramble for Africa. Countries such as the United Kingdom and Norway have found in Africa an alternative to the deterioration of their supply zones in the North Sea. The US has managed to take France’s place in controlling this sector, and Chinese companies have increased their presence in the oil and gas business, which is “worrying” US and European businesspersons, who perceive China’s advances as a menace to their economic hegemony. For these reasons, they tend to present China as a new “imperialism”, much more contaminating and exploitative, an ill-intended focus that looks to hide what European and US capitalism have done for decades in the continent.

7. Guinea's Other Emergency: Organising Elections

In the midst of the Ebola crisis, Guinea is preparing for the presidential election due in 2015. The exact election date is just one of many points being contested by the government and opposition. The political debate is increasingly held along ethnic lines, rallying the vast majority of the Malinké behind President Alpha Condé's coalition and the Peul behind former Prime Minister Cellou Dalein Diallo's alliance. Violent protests around elections in 2012 and 2013, with highly contested results, brought both sides to the negotiating table, but the July 2014 talks about a future electoral framework quickly failed, marking the parties' deep suspicion and unwillingness to compromise. A highly flawed judiciary adds to the climate of uncertainty and the government is reluctant to listen to calls for a new round of dialogue and international mediation. In its latest briefing, Guinea's Other Emergency: Organising Elections, the International Crisis Group outlines the steps that should be taken to ensure peaceful elections.

8. From the Gulf of Aden to the Gulf of Guinea: A New Maritime Mission for NATO?

Later this year, the mandate of one of the most successful NATO maritime missions in history - counterpiracy operations off East Africa in the Gulf of Aden region - will expire. The question presently facing NATO's 28 members states is whether to subsequently retain a presence in a region where the threat is now considerably reduced, or alternatively, refocus resources to where they are conceivably needed more to secure Allied interests. This paper makes the case for judicious consideration of a potential rebalance to Africa's new maritime hotspot: the Gulf of Guinea to the continent's West where threats to regional, Euro-Atlantic and international security and prosperity are on the rise. While recognizing that any decision to realign strategic priorities is ultimately a political one, this paper explains why the factors to justify greater Alliance capacity building (Cooperative Security) in the Gulf of Guinea region already exist in four vital respects: (1) Allied interests at stake; (2) international legitimacy for action; (3) established strategic guidance for the employment of Allied maritime and other means outside NATO territory; (4) relevant Allied operational competencies and expertise.

9. Fighting piracy in the Gulf of Guinea - offshore and onshore

Abstract:
Following a spectacular decline in the Gulf of Aden, incidents of armed robbery at sea and piracy (which legally refer to attacks beyond territorial waters) are now on the rise in the Gulf of Guinea. In 2012, the International Maritime Bureau's (IMB) Piracy Reporting Centre recorded 58 attacks, including 10 hijackings. Nigeria is the most affected country, with 27 attacks in 2012 (almost three times more than in 2011), and 11 already reported for the first quarter of 2013. Most of the attacks target vessels connected to the oil industry, but they also disrupt trade and transport in the region as a whole, thereby posing a security threat to the international community as well as African states.

Abstract:
A spate of military coups from 2008 to 2010 in Mauritania, Guinea, Niger, and Madagascar raised the specter of a return to military rule in Africa. While the subsequent resumption of civilian government in Guinea and Niger has reduced these concerns, evidence of military influence in politics remains widespread across the continent. This is prominently in view in Egypt where, in the midst of political transition, the military is attempting to maintain a privileged role for itself despite the widespread demands for genuine democratic reform.
