31. Behind the Numbers: Insecurity and Marginalization in Central America

Abstract:
With 11 homicides per 100,000 inhabitants in 2012, Nicaragua stands out as a relatively fortunate exception in a region whose homicide rates rank among the world's highest. Its northern neighbors all recorded rates at least three times greater: with Guatemala at 34.3 murders per 100,000 citizens; El Salvador at 41.5; and—at the top of this grim list—Honduras at 85.5. To the south of Nicaragua, only traditionally stable and more developed Costa Rica recorded a lower rate (8.8). Panama registered 17.6 murders per 100,000 in 2012.

Abstract:
Within ten days, Guatemalan courts made and unmade legal history. The trial and conviction of former dictator José Efraín Ríos Montt on 10 May 2013 for genocide and other human rights violations was an extraordinary achievement for a justice system that must grapple simultaneously with the legacy of a vicious internal conflict and the contemporary scourges of gang violence, corruption and illegal drug trafficking. Victims had barely finished celebrating, however, when the Constitutional Court annulled the verdict in a confusing decision that raised questions of outside interference. Widespread impunity for past and present violence continues to have a corrosive effect on the country's democracy. Failure to renew the trial for mass atrocities against Ríos Montt and pursue justice for the victims of violent crime would undermine its halting progress toward rule of law, including a strong independent judiciary.

Abstract:
Postwar societies are high-risk contexts for youth violence. Nevertheless, not all postwar societies are equally violent. This article explores how these variations can be explained by focusing on the interaction between youths and adult society in a comparison of Guatemala and Cambodia. Starting from the concept of socialization and the possibilities of performing status passages to adulthood, it analyzes not only the different risk factors but also the agency of young people and society in trying to cope with and overcome obstacles on the pathway to adulthood. Different patterns of war termination and of reconstruction after war's end are identified as major intervening variables that explain the variations in youth violence in as well as across the case studies.
