Abstract:
Contrary to the long-held logic that giving Guam a stronger, more autonomous voice will undermine U.S. strategic interests, failing to provide Guam with a stable pathway of interest advancement beyond Congress hinders its development and with it the federal government’s ability to achieve soft-power advantages and basic military readiness in the Indo-Pacific theater. Since the United States assumed responsibility for administering the territory of Guam in 1898, it has treated the prospect of Guam’s status improvement as detrimental to U.S. strategic interests. This has informed its chosen method of territorial administration, which places U.S. territories under the authority of the Department of the Interior. Each territory is then given only one formal representative in Congress, specifically the U.S. House of Representatives, but without full-voting rights. This paper will explore how Guam has managed to advance its interests in Washington since 1972, highlighting how congressional representation has become Guam’s most successful pathway of interest advancement with the federal government to date. However, the agency and success of Guam’s congressional delegates must be framed within a broader discussion of the fragility of the U.S. approach to territorial administration, which has relegated Guam to a pathway of interest advancement incredibly vulnerable to political sea change. Ultimately, this paper will illustrate how Guam’s main pathway of interest advancement in Washington is quickly narrowing at the expense of U.S. strategic interests in the Indo-Pacific.

The Biden-Harris Administration’s 2024 Department of the Interior (DOI) budget proposal supports passing the Compact Impact Fairness Act (CIFA). CIFA would restore federal benefits to migrants from three Pacific countries: Palau, the Federated States of Micronesia (FSM), and the Republic of the Marshall Islands (RMI). Support for CIFA is a welcome development for Compacts of Free Association (COFA) migrants and the US states and territories that host them. Yet, the budget proposal’s omission of funding support for host governments and uncertainty on implementation and prioritization for COFA migrants present acute issues that may linger for years ahead.

Abstract:
Guam, “where America’s day begins,” constitutes an indispensable strategic hub for the United States. The largest of the Mariana Islands in the western Pacific, it allows the United States to successfully project power within the Indo-Pacific region and so makes credible US security commitments to key US allies located there. Guam is home to Andersen Air Force Base (AFB), from which F-22 Raptors and strategic bomber rotations project US power from the skies, and to the deep-water port Apra Harbor, which plays a critical role in US Navy missions aimed at keeping trade routes open. Thus, this US territory is essential to the security of the American citizenry. Guam’s great strategic value to the United States and its proximity to North Korea and the People's Republic of China (PRC) make it a prime target of missile attack by these US adversaries. Of particular concern, however, is the threat posed by possible Chinese long-range missile strikes, and so, to enable the successful projection of US power within the region and provide credible assurance to key allies, Guam’s defenses must be strengthened. Due to its significance to US security and its status as a US territory, military officials have increased their emphases on the need to speed up the construction of an adequate defense. Then-Commander of US Pacific Command Admiral Davidson regularly connected Guam to the US homeland, stating to Congress, “Hawaii, Guam, and our Pacific territories are part of our homeland and must be defended.”
