Abstract:
The prospects of the Greek economy are mostly good with growth continuing for the fourth straight year. But there is a sense of disappointment, as the recovery has not been very strong and pre-crisis income levels will not be regained for another decade. There are two main reasons for the sluggish recovery: The European creditors have imposed on Greece the requirement to run a primary budget surplus of 3.5% of GDP for five years to ensure that they get repaid—a requirement that constricts growth of the Greek private sector—through heavy taxation of consumers and business. And domestic investment is sluggish, although there are plenty of unutilized resources, such as those provided by the European Structural Funds. There is a need for a new deal with the European Institutions: the Europeans should be more relaxed about getting repaid because of Greece’s much improved access to the European capital markets and be willing to accept a Greek government commitment to a significantly lower primary budget surplus for the next several years. In exchange the Greek government should commit to a commensurate increase in domestic investment through reforms of the banking sector as well as greater public sector investment spending.

Abstract:
COVID-19 has highlighted the vulnerabilities of refugees and migrants around the world, many of whom have been caught in transit as governments shut down borders. The virus is also placing increasing strain on migration pressure points, while enabling new migration trends to emerge. This has been particularly evident in Eastern Europe. Thousands of refugees gathered at the Turkey-Greece border at the beginning of the crisis, hoping to cross European Union borders. Meanwhile, many Ukrainian migrants living and working in Poland are leaving the EU to reach their homes and families. The Middle East Institute (MEI) is pleased to host a virtual panel in collaboration with the Centre for Eastern Studies (OSW) in Poland. The event will focus on the challenges facing refugees and migrants in Eastern Europe during COVID-19, as well as the response of governments and the European Union. What are the economic, political and security implications for the region? Are policymakers considering refugees in their COVID-19 preparations? Is the pandemic fueling anti-refugee sentiment in countries like Poland and Turkey? What is the role of the European Union in coordinating a regional response, and is it delivering?

Abstract:
Greece faces a stark choice: either to compromise on the terms laid down by its international creditors and thereby remain in the eurozone or reject any compromise on the terms and exit the eurozone. The Syriza government was elected in January, 2015, on the double promise that it would tear up the deeply unpopular memorandum imposed by the Troika while at the same keeping the euro. It was a promise that it could not keep. After several months of tough negotiations it has become clear that Greece's creditors, led by the German government, have no intention of accepting a renegotiated deal that substantively lightens Greece's debt burden and thus the need for the type of harsh austerity measures contained in the memorandum.

The Greek election of May 2012 failed to produce a government, resulting in repeat elections six weeks later. This shock outcome was a symptom of a broader delegitimation of the national political system. Over the past decade Eurobarometer data show a much more extensive loss of confidence in political institutions in Greece than in the European Union as a whole. In a first phase, rising political discontent was managed within the traditional political framework through alternation in power between the two major parties. In contrast, the second phase, following the outbreak of the Greek sovereign debt crisis, led to the dramatic fragmentation of the party system and changed the mode of government formation. This process is not reversible and entails serious democratic dangers.

Abstract:
Dialogue, this noble art, which, like many other things, was invented by the Greeks, is always a sort of collaboration, a way of trying to attain the truth. Perhaps this is why Plato used it as a literary vehicle when he wrote his Socratic dialogues, a corpus of pieces in which he laid the foundations of Western philosophy. Deeply impressed by the death of his mentor Socrates, Plato wrote some of the most brilliant and insightful works of all time, perhaps in order to keep on debating with his master after his death. In all likelihood, no-one since has ever had the same great ability to create such architectures of thought. His enjoyable and entertaining dialogues deal with essential topics such as the nature of time, politics, love, and death. Not only is his style concise and meticulous, with a proverbial ability to pose the right questions, but also didactic and kind. His dialogues enable all participants to engage in an inquiry which, despite not always being successful in reaching the desired goal, has at least proved to be a fundamental tool in the development of all expressions of human thought. The book under review is inspired, mutatis mutandis, by this very same philosophy regarding dialogue. As its editors (Filippo Fontanelli, Giuseppe Martinico, and Paolo Carrozza) point out in their introduction, '[t]he process of fragmentation of the international legal order and the absence of constitutional devices governing the connections between the various legal regimes can be reduced to a rational picture only through the activity of the judges' (at 23). This is why judges play a key role in creating and developing links between the different legal systems which constitute our multi-level judicial environment. 7. Privatization Helps: The Hungarian Example

As Greece works out of financial crisis, it should look to Hungary fifteen years ago for part of the answer. Far too large a segment of the Greek economy remains locked up in public hands. Their sale to the private sector, as Hungarians discovered, while not a panacea, will help reduce catastrophic public debts, and salaries and pensions will become the responsibility of private owners rather than the government. The Greek Parliament's austerity plan would raise 70 billion euros from privatization by 2015. The government will sell stakes in banking, airports, water utilities, motorway concessions, port operations, state land, and mining rights. Selling assets to the private sector will also improve managerial know-how, increase transparency, and encourage confidence in a Greek recovery.

8. Can Europe's Divided House Stand?

Conventional wisdom has it that the eurozone cannot have a monetary union without also having a fiscal union. Euro-enthusiasts see the single currency as the first steppingstone toward a broader economic union, which is their dream. Euroskeptics do, too, but they see that endgame as hell -- and would prefer the single currency to be dismantled. The euro crisis has, for many observers, validated these notions. Both camps argue that the eurozone countries' lopsided efforts to construct a monetary union without a fiscal counterpart explain why the union has become such a mess. Many of the enthusiasts say that the way forward is for the 17 eurozone countries to issue euro bonds, which they would all guarantee (one of several variations on the fiscal-union theme). Even the German government, which is reluctant to bail out economies weaker than its own, thinks that some sort of pooling of budgets may be needed once the current debt problems have been solved. A fiscal union would not come anytime soon, and certainly not soon enough to solve the current crisis. It would require a new treaty, and that would require unanimous approval. It is difficult to imagine how such an agreement could be reached quickly given the fierce opposition from politicians and the public in the eurozone's relatively healthy economies (led by Finland, Germany, and the Netherlands) to repeated bailouts of their weaker brethren (Greece, Ireland, Italy, Portugal, and Spain). Moreover, once the crisis is solved, the enthusiasm for a fiscal union may wane. Even if Germany is still prepared to pool some budgetary functions, it will insist on imposing strict discipline on what other countries can spend and borrow. The weaker countries, meanwhile, may not wish to submit to a Teutonic straitjacket once the immediate fear of going bust has passed.

Abstract:
This edited volume brings together 23 articles by various authors who examine different aspects of European democratisation under four headings: Concepts, Practices, Changes and Contexts. In the first section, “Concepts,” contributors tackle different definition of democracy, drawing on discussions in classical literature and examining contemporary challenges to democratization in the global age. In the opening article, “Representative Democracy: Rosanvallon on the French Experience,” Frank R. Ankersmit claims that representative democracy has advantages over direct democracy, as the laws governing the former provide foundational bases for a political order. In the following article, “Direct Democracy, Ancient and Modern,” Mogens H. Hansen looks at direct democracy more closely. The author points out that direct democracy existed only in Ancient Greece and that several centuries after the Hellenic era, scholars introduced the concept of representative democracy and institutions but no serious debate took place regarding the democratic character of these institutions. Hansen discusses the prospects of revitalizing the institution of direct democracy through the use of modern tools. In her article, entitled “Neither Ancient nor Modern: Rousseau's Theory of Democracy,” Gabriella Silvestrini discusses Rousseau's perception of democracy and concludes that it had very little relevance to majority rule. In “Representative Government or Republic? Sieyes on Good Government,” Christine Faure focuses on controversial thinker Abbe Sieyesm, and argues that, in his time, he suggested an elected king who would resemble the modern institution of the President of the Republic.

10. Building Counter-Terrorism Capacity Across Borders: Lessons from the Defeat of "Revolutionary Organization November 17th"

Abstract:
Since 2001, governments have made more resources available for building counter-terrorist capacity abroad, but performance has not matched the rhetoric. Lessons from the defeat of the November 17th terrorist organization in Greece suggest that political or material commitments are necessary but insufficient conditions of international counter-terrorist capacity-building. More important, but less acknowledged, are the organizational conditions. Governments should encourage more cooperative, less self-reliant cultures in their agencies, develop multi-laterally beneficial objectives, and prohibit activities unauthorised by the host country. Some of the lessons, such as adherence to the same rules of law by all stakeholders, confirm norms in security sector reform. Others, such as increased security sector powers, run counter to those norms.
