Despite cobbling together an impressive $1 trillion rescue package for countries with potential funding problems, the threat of a disorderly default still looms over the eurozone, creating systemic financial instability at the EU and possibly global level. Against this background, Daniel Gros and Thomas Mayer renew their call for the creation of a European Monetary Fund (EMF) in an update to their Policy Brief issued in February.

Abstract:
January ended on a note of diminished hope for a sustainable global recovery as stock markets retreated from their midmonth highs. Since mid-February, however, higher hopes for a sustainable global recovery have returned. Equity markets have rallied along with markets for corporate and global sovereign bonds. Some mitigation of perceived risks facing global investors has provided a chance for hope to “float up,” and it has done so. Tension over the cohesion of the European Monetary Union and, in particular, concerns over a possible sovereign-debt default by Greece have eased, and investors continue to hope that the debt problems in Greece will not spread to the rest of Europe.

Abstract:
Despite repeated calls and promises, Turkish Cypriots live in economic, political and humanitarian isolation. This paper tries to address one aspect of it and elaborates on the legal basis of these isolationist practices imposed on one side of the island. It challenges the international legal validity of the de facto sanctions. Furthermore, it claims that lifting economic isolation will also serve as a confidence building tool between Greek and Turkish Cypriots as well as between Turkey and the Republic of Cyprus represented by the Greek Cypriots since such an act will lead to Turkey's reciprocation and the normalization of relations with the Republic of Cyprus. It also argues that neither the UN, nor the EU has ever imposed any sanctions on Turkish Cypriots and the policy of isolation, as such, has only been practiced by the Greek Cypriots and the Greeks. This paper intends to clarify the distinction between sanctions and non-recognition. It also highlights the promises made by the EU to the Turkish Cypriots, in particular, the one made on April 26, 2004, when the Council of the EU proclaimed its commitment to end the isolation of the Turkish Cypriot community.

Abstract:
The prevalent perception of the European Union (EU) in India is predominantly constructed by the British and American media. At the time of a global economic downturn, its ripple effects on the continent especially on the 'PIIGS' (Portugal, Ireland, Italy, Greece and Spain) and an imminent crack in the Eurozone have been the debate of the day. In a recent article in The National Interest, James Joyner, has however examined this genre of 'Europe's obituary'. Making a comparison with EU's transatlantic sibling, he identifies three errors in this type of analyses, 'treating the EU as if it were a nation-state, regarding anything less than utopia as a failure, and projecting short-term trends long into the future'. However Joyner is also right when he describes the EU as 'a confusing array of overlapping treaty commitments'.

So far so good for the European Union in preventing the Greek sovereign debt crisis from spiraling out of control in the short term. But with Greece in May 2010 requiring an unprecedented bailout from the European Union/IMF to avoid immediate default and 25 of the European Union's 27 member states currently subject to an “excessive deficit procedure” (European Commission 2010i), it remains evident that the European Union's existing fiscal surveillance framework patently failed both before and during the Great Recession and that Europe's leaders must head back to the drawing board for a required long term reform of the EU fiscal policy and surveillance framework.

Abstract:
DIIS Working Paper reviews a recent influential branch within the Social Studies of Finance literature which asserts that financial markets are embedded in economics rather than in society (as scholars of the New Economic Sociology would have it). Coming from actor-network theory, the literature contributes conceptually to an extended ontology of markets and agency and empirically to an improved understanding of the importance of economist's role in constructing markets and assembling economic agency. It also draws attention to the staggering effects that material devices and technical 'details' can potentially have on the macrodynamics of financial markets. In some cases financial markets can even be performed by economics, that is, materialized in very close accordance with the economic models that describe them. From this insight they conclude that economics is a performative science and that the social sciences should consequently break down the Great (analytical) Divide between finance the- ory and financial markets.

Abstract:
Growth performance over the last decade has been among the best in the OECD, though a precise calibration is not yet possible following the recent revisions to GDP data. High growth has been driven by a range of factors, some of which are transitory. It is particularly encouraging that growth has been sustained over the last two years, despite substantial fiscal consolidation, mainly being driven by investment and exports. However, significant further reforms are needed to ensure that good performance is sustained in the years to come. It is imperative to use this period of strong performance to tackle remaining weaknesses in product and labour markets and move fiscal policy further towards a sustainable position by vigorous continued consolidation and pension reform. The key challenge, in terms of political economy, is to manage the required reforms in a context where society may be unduly complacent because the “good times” appear to be continuing.

38. Financial Consequences of Widowhood in Europe: Cross-Country and Gender Differences

Abstract:
We document in this paper the financial consequences of widowhood using both cross-section and panel data from the European Community Household Panel. The research reveals that there are large differences across countries. For example, widowed persons in Greece and Portugal have the lowest income – less than a half that of those widowed in Austria. Cross-country differences decrease somewhat if we consider household income net of housing costs, owing to the higher share of home ownership in low-income countries. Further, the income reduction upon widowhood is generally larger for widows than it is for widowers. The difference in income between the genders is largest in Denmark, Spain, Austria and Finland, where widower s enjoy an income that is more than 30% higher that of widows. The main culprit of the differences in income between widows and widowers lies in pension regulations. As today's elderly women an d those approaching old age spent their working years in an era where women worked at home, raised children and did not participate in the labour market, many depend mostly on survivorship pensions as their main source of income. Yet in most countries this kind of pension tends to be much lower than the applicable old-age pension, owing to the prevailing pension laws. Consequently, the financial situation of widows is unlikely to improve in the medium term unless pension regulations change.

Abstract:
Recent and prospective growth performance is good. The Greek economy has continued to grow vigorously, buoyed especially by low nominal and real interest rates and an expansionary fiscal policy stance, largely reflecting public works in preparation for the Olympic Games in 2004. The outlook is for some slowing activity in the near term, triggered by fiscal consolidation, but a subsequent pick-up in growth thereafter. However, inflation is likely to remain above the euro-area average, to a certain extent eroding Greece's international competitiveness. Fiscal consolidation is the main priority. The fiscal audit, performed by the new government in close collaboration with Eurostat has revealed a very loose fiscal policy since the late 1990s, culminating in a general government deficit of 6% of GDP in 2004. The government debt-to-GDP ratio has remained stubbornly above 100%, despite uninterrupted strong growth during the past eleven years. Reining in government deficits is of vital importance both to meet the fiscal objectives of EMU, and to prepare for demographically-related budget pressures that will start emerging in a decade's time. Moreover, sustained high public debt makes Greece relatively more vulnerable to changes in interest rates and market sentiment, while it's servicing threatens to crowd out public spending in areas important for Greece's ambitions to reach income levels elsewhere in the EU.
