1. Where are the Global COVID-19 Resources for LGBTI Communities?

Abstract:
As COVID-19 spread across the globe in 2020, and its health and broader political and socioeconomic implications became evident, lesbian, gay, bisexual, transgender, and intersex (LGBTI)2 communities organized. To meet new challenges, LGBTI organizations across the world stepped up, aware that legal and social discrimination and marginalization would make their communities particularly vulnerable to impacts of the pandemic. LGBTI community response included: delivering essential food to communities of unemployed trans men in rural Guatemala; providing housing for LGBTI communities escaping unsafe living environments in Macedonia; ensuring that lesbian, bisexual, and queer female sex workers have access to essential medicines in Uganda; and other examples in communities around the world. As governments, donors, and service providers have largely failed to acknowledge the specific needs of LGBTI people in responding to COVID-19, LGBTI organizations have filled the void to provide basic protection and support for their communities. Many of these organizations have traditionally focused on advocacy and community organizing to advance and protect the human rights of LGBTI people. Now, in the era of COVID-19, they have become direct service providers, out of necessity—albeit with limited resources and capacity. In April 2020, the Global Philanthropy Project launched a short survey to understand the initial response of global LGBTI philanthropy to the pandemic, soliciting data from all GPP member organizations as well as non-GPP members within the top 20 funders of global LGBTI issues. A key outcome from that report was an identified role for GPP to monitor shifts in resources flowing to LGBTI movements and communities, as well as the broader impact of COVID-19 on international development and humanitarian assistance funding.

Abstract:
The Belt and Road Initiative (BRI) is clearly aimed at international development, and designed to jointly build a regional economic cooperation framework that is open, inclusive and balanced. Financial integration is the cornerstone of the BRI, and development finance is the most widely used mode of cooperation in financing. Development finance with Chinese characteristics is concessional and development-oriented, differing from Official Development Finance (ODF) defined by the OECD. Based on its development experiences, China applies development finance with Chinese characteristics to the BRI projects. This benefits countries along the Belt and Road by facilitating their sustainable development.

4. Populism: Consequences for Global Sustainable Development

Abstract:
Populism is a style of politics that attacks the existing normative consensus within society, making systematic use of marginalisation and bogeyman tactics. Typical marginalisation strategies target minorities within the population and adopt an anti-scientific world view. Restrictions on civil society are one of the consequences of government action dominated by populism. When it comes to mobilising voters, populists draw upon selected topics which differ according to political camp (left-wing versus right-wing populism) and national context. Nonetheless, it is possible to identify certain patterns of populist expression, such as the practice of contrasting the “people” and their supposed will with an allegedly out-of-touch political “elite”. The values of the population are largely set within the national context, while representatives of the elite are often portrayed as primarily interested in interactions outside of the nation state and thus perceived and characterised as proponents of globalisation. Populist trends can be seen in Western nations, former Eastern Bloc states and countries in the global South. Populist movements pose considerable threats to multilateral efforts aimed at tackling transnational political challenges.

5. Global Knowledge and Talent Flows : An Imbalanced Equation?

Abstract:
The global movement of postsecondary students is a remarkably unidirectional phenomenon: students from the developing world, or Global South, take their knowledge and talents to the developed world, or the Global North. This is particularly true for countries such as India and China. Framed by the broader issues of access and equity within postsecondary education and released on the occasion of the fourth IC3 Conference in Mumbai, India, on August 28, 2019, the current report raises the following questions: Are the current global flows of students advantaging wealthier nations over developing ones? Are students from the developing world returning at higher rates to their countries of origin? How do we ensure that the mobility of students and talent is based on principles of access, equity and inclusiveness, both at the individual student level and at a national level? While it is not the goal of this report to suggest that the north-to-south flow of students should be reversed or that countries in the Global South would even have the capacity to host large volumes of international students, the report does argue that when it comes to international student recruitment policies, host countries in the Global North need to consider how to balance their own needs to fill critical knowledge and skill gaps by attracting global talent with the needs of developing countries to retain their valuable human capital. Thus, the report proposes solutions for programmatic and national-level initiatives to create a balance between the home and host countries of globally mobile students. The digital transformation provides developing economies new opportunities to leapfrog industrial age infrastructure, to draw on the vast knowledge spillovers from the internet, to take advantage of new markets offered by digital platforms and to exploit production possibilities enabled by digital technologies. It also increases the distance to the technological frontier as leading-edge countries race forward, creates new competitive challenges in capturing production mandates in tasks that can be automated and poses daunting new governance challenges. Developing countries can leverage the valuable data they generate, given their population size, rapid adoption of mobile technology and digital procurement potential, to improve the bargains they strike with advanced country suppliers and platforms and in trade negotiations.

7. What Drives Religious Politicking?

Abstract:
In the last decade, scholars have begun to elaborate the diverse ways religion manifests in democracies. We draw on theories related to modernization, secularism, and religious competition, as well as survey data from the Comparative National Elections Project, to explain individual-level and country-level variation in religious politicking—religious leaders’ and organizations’ engagement in electoral campaigns. At the country level, though human development depresses the rate at which citizens receive political messages from religious organizations and clergy, both secularism and religious pluralism boost it. At the individual level, “civilizational” differences across religious groups are muted and inconsistent. However, across the globe, citizens with higher levels of education are consistently more likely to receive political messages—an effect that is stronger where religious politicking is more common. A case study of Mozambique further confirms the insights obtained when we unpack modernization and secularization theories.

9. From Rhetoric to Reality: Achieving Gender Equality for Refugee Women and Girls

Abstract:
This paper addresses the international refugee regime’s failure, despite significant international law and policy developed over the past 30 years, to address the protection needs of refugee women and girls and to promote gender equality in policy and service provision. This failure results in serious human rights abuses and squanders the enormous potential and social capital that women and girls can bring to achieving solutions. Refugee women and girls continue to suffer endemic sexual violence and discrimination and to be marginalized, their voices and capacities ignored. The current negotiation of a global compact on refugees by UN member states, led by the UN Refugee Agency, provides an opportunity to look at the reasons for this failure and its implications for women and girls, men and boys, youth, families and communities, in host countries and countries of asylum. The issue is both humanitarian and political, and includes the contentious debate about whether refugees are “burdens” or “responsibilities,” an argument mainly between the governments of the Global South, who host the majority of refugees, and those of the Global North, who provide resources. These tensions, and ideological positions held by stakeholders, all adversely impact refugee women and girls. The increased movement of refugees and the scarcity of resources have decreased the protection available for all refugees and made the plight of women and girls even more acute. The authors outline seven key barriers to refugee women and girls’ achieving gender equality in policy and practice. They explore the ways in which each barrier exacerbates and compounds the others, and recommend approaches to bring about the structural and operational changes urgently needed.

10. Global constitutional order and the deviant other: reflections on the dualistic nature of the ICC process

Abstract:
The purpose of this article is to offer some reflections on how to interpret the International Criminal Court (ICC)’ s fractious relationship with Africa in the context of the historical lineage of a dual structure of the global constitutional order and further scrutinize its implications for life cycles of the international norm. First, we begin by setting out the ICC process (norm emergence) led by middle power sand global civil society during the early post-Cold War period. We then scrutinize the limits of this new normative order by focusing on its dualistic nature, as well as the asymmetrical relation between the Global North and the Global South, in particular African countries. Finally, we reexamine the remaining injustice issue inherent in the liberal normative order by paying attention to structural problems such as the predatory capitalism behind the serious humanitarian crisis, which international judicial interventions seem to have superficially mask.
