Abstract:
Building knowledge about migration governance and policy in the Global South is a priority for research and policy. Migration is a defining feature of our time and one closely linked with processes of economic and political development. Sustainable Development Goals (SDGs) target 10.7 prioritizes the facilitation of ‘orderly, safe, and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies’. What exactly constitutes ‘well-managed’ migration policies remains a point of some discussion.

12. Fighting the tide: Human Rights and Environmental Justice in the Global South

Abstract:
This text forms part of a long-term project undertaken by Dejusticia as part of its international work. The project revolves around the Global Action-Research Workshop for Young Human Rights Advocates that Dejusticia organizes each year to foster connections among and train a new generation of action researchers. The workshop helps participants develop action-research tools, understood as the combination of rigorous research and practical experience in social justice causes. For ten days, Dejusticia brings approximately fifteen participants and ten expert instructors to Colombia for a series of practical and interactive sessions on research, narrative writing, multimedia communication, and strategic reflection on the future of human rights. The aim is to strengthen participants’ capacity to produce hybrid-style texts that are at once rigorous and appealing to wide audiences. Participants are selected on the basis of an article proposal, which is then discussed during the workshop and subsequently developed with the help of an expert mentor (one of the instructors) over ten months until a publishable version is achieved, such as the chapters that make up this volume.

13. Development Banks and Regional Powers: An Analytical Framework

Abstract:
Why do regional powers such as Brazil, South Africa, or Russia undertake different collective strategies to supply public goods in their regions of influence? When do those states prefer to delegate competences to existent multilateral financial institutions, such as regional development banks (RDBs), and when do they prefer to make use of their own national financial instruments? Why do those states create new RDBs that challenge the existing ones? The article builds and tests a set of hypotheses based on the interplay between capabilities and legitimacy to help answer these questions using contemporary South America as a case study. Through a process tracing analysis carried out for the period 2000–15, the article explains the different strategies undertaken by two states, Brazil and Venezuela, to supply infrastructure in the region, ranging from the use of the Brazilian National Development Bank to the creation of a new Bank of the South. It is suggested that the low capabilities and legitimacy expectations of both states explain the rising importance of external actors in the supply of regional public goods that we are currently witnessing in South America.

Abstract:
It does not seem that long ago that optimism flowered about prospects for Democracy and sustained economic development on a worldwide scale. But hopes for the future have dimmed over the last several years, as problems of violence, crime, and insecurity have emerged with a vengeance in many parts of the global south. Forget big ideas about democracy; forget the aspirations for a globally competitive development strategy. Growing numbers of citizens in the global south are turning to demands for basic needs and human rights, as reflected in the accelerating desire for security and a life without violent conflict.
