Abstract:
This report examines the benefits and challenges of developing an effective adjustment policy for workers who lose their jobs because of outsourcing or any other adverse effects of trade. The statement, approved by CED's Research and Policy Committee states, "The most important next step is to recognize that adjustment policy is vital to achieving free trade - which, in turn, is vital to the nation's economic future." The statement concludes that America needs to develop the national will to devise and fund an adjustment policy that will get to "yes" on trade.

Abstract:
The effectiveness of the UN Counter-Terrorism Committee (CTC) depends on its ability to keep pace with transformations in the global security environment. When the CTC was established in the wake of the September 2001 terrorist attacks, the primary target was understood to be Al Qaeda and its international network of related terrorist groups. In order to secure its central role and relevance among multilateral counter-terrorism efforts, the CTC must find more creative ways to collect, assess, and disseminate information about current counter-terrorism capacities and to facilitate the provision of needed technical assistance by potential donors in a timely and sustainable manner.

The project examines how the CTC and the CTED can more effectively implement the mandates of Security Council Resolutions 1373, 1377, 1456, 1535, and other relevant measures. The project addresses the following specific research topics: financial asset controls; technical assistance to enhance member state implementation capacity; international, regional, and subregional coordination; linkages between counter-terrorism assistance and development aid; and the need to respect human rights while implementing counter-terrorism mandates.

Abstract:
Confronted with businesses facing a long-term shortage of skilled workers and evaluations showing that job training for the poor over the past 25 years had produced only meager results, a number of groups throughout the country have sought to find a more effective approach. The efforts of these partnerships, which editor Robert Giloth calls 'workforce intermediaries', are characterized by a focus on improving business productivity and helping low-income individuals not just find a job, but advance over time to jobs that enable them to support themselves and their families. This book takes stock of the world of workforce intermediaries: entrepreneurial partnerships that include businesses, unions, community colleges, and community organizations. Noted scholars and policy makers examine the development and effectiveness of these intermediaries, and a concluding chapter discusses how to provide a more coherent approach to increasing the viability and capacity of these important institutions.

Abstract:
In the developing world, women generally face greater difficulty than men in securing necessary resources and basic services—education, health, and nutritional services, physical and financial capital, and land—that would make them more productive and allow them to earn higher incomes. In this report, CED calls attention to the role women play in developing countries. This update expands on that recommendation and goes further to suggest specifically that U.S.-based businesses should support the equal status of women in all of their practices and programs in developing countries. They also should support U.S. ratification of the UN Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW).

This report is the first update to the 2002 CED report A Shared Future: Reducing Global Poverty. In this report, CED recommends that U.S.-based enterprises strive to maintain the same high standards of corporate engagement in all countries in which they operate, making no distinction between operations in the United States and abroad, yet recognizing that specific actions need to take into account national customs and traditions.
