1. A Conceptual Take on Transnational Families: Atypical Families from a Distance

Abstract:
Transnational families are among the by-products of global capitalism, the feminization of migration and the globalization of care work. Transnational families owe their existence to the rise of communication and transportation technologies, economic transformations, and cultural features in their countries of origin and destination. A transnational family is different from an ordinary immigrant family. The defining factor is not the act of cross-border movement of the family, but the dispersion of the family, nuclear or extended, across international borders, where different family members spend time in one or another country depending on various factors. The emergence of transnational family experience relates to economic, political, social, and cultural factors, and has far-reaching causes and consequences. This study offers a new conceptual approach to the discussion of transnational families departing from Judith Stacey’s (1996) “postmodern family condition”. As a family arrangement made possible in the postmodern family condition, transnational families better describe situations in which families are not visible yet not absent, not necessarily broken but separated. Transnational families require a whole new understanding and definition of familial relationships, which should focus on the fluid nature of those in the absence of a concrete family setting. The role of immigrant women in such a family structure stands as a challenge to the stereotypical “modern family” as defined by Stacey; hence, enabling the conceptualization of transnational families as part of the postmodern condition. The impact transnational family experience has on various actors involved is examined by asking some fundamental questions such as: How are the decisions concerning who migrate under what conditions taken? How does the transnational family experience affect gender relations? What are the global and local conditions that make this experience possible? This study employs a three-layered approach to analyze the issue. First, the structural backdrop to transnational families is analysed; namely, the expansion of global capitalism that feeds female labour migration and the demand for the service sector, especially domestic care services. Second, the changes in the concept of family due to societal structural transformations and the emergence of new family forms are discussed. Third, the consequences of the first two aspects of the experience of transnational family life and its impact on parties involved at various levels are analysed: providers of care work and their families (parents, children, and extended family members), receivers of care work (employers and their families), and mediators of global care work (agencies and states).

Abstract:
If data is the new oil, it could be said that chips are the new steel—a fundamental component of national power similar to the foundational role steel production played in the industrial age. As such, semiconductor chips are a natural focus for government intervention and support to accelerate growth and build secure supply chains. The specific goals for U.S. semiconductor policy are to increase reliability and trust in supply, reinforce all elements of chip-making capacity, and reduce China’s role in the supply chain. Chip production is based on complex, globally distributed, specialized supply chains involving many stages in production, including specialized materials, production equipment, design and related software, fabrication, testing, and packaging. In some stages of production, labor costs are important; in others, it is capital costs because a cutting-edge fabrication plant, or fab, can cost more than $12 billion. Taiwan, South Korea, the United States, Japan, Singapore, and China are the leading chip-producing nations. There are also important facilities (often subsidiaries of a leading producer) in Europe, Southeast Asia, South America, and Israel. This global distribution has led some to push for greater production in the United States, but trying to “reshore” a global supply chain spread across many countries would be counterproductive if the goal is a reliable and more productive supply chain. The problem is China, not global production. The politics of the chip industry are generally favorable to the United States. One leading producer, South Korea, is a treaty ally and faces less risk of disruption from China than does Taiwan. Another leading producer, Japan, is one of the most important U.S. security partners and, with the United States, dominates the production of semiconductor manufacturing equipment (SME). ASML, another leading producer of SME, based in the Netherlands, is also an important ally. Singapore, while it would prefer not to be caught in a battle between giants, is also a dependable partner. These countries share democratic values and in many instances are treaty allies. The global distribution of chip-making in countries friendly to the United States is an advantage.

4. The Philanthropic Activities During Conflict: The Case Study of the Expatriate Syrian Business Community

Abstract:
This paper analyzes the ways in which the expatriate Syrian business community engages in philanthropic activities to provide help to its fellow countrymen in host countries. Why and how did this group of people, after experiencing the brutal war and losing their assets and families, decide to provide a giving hand to others after relocations? And why did some others not? The mainstream media and reports usually describe the refugees as aid receivers who are disadvantaged or resourceless. However, from the case of the expatriate Syrian businesspeople who fled from Syria to its neighboring countries due to the conflict back home, there are various groups of Syrian philanthropic organizations funded by those businesspeople to give help and aid to other Syrians in the host countries. Their philanthropic aid is not limited to material goods, but also includes religious courses, education, and employee training. The paper argues that although refugees are usually considered to live in a poor or weaker position, the economically strong members (mostly businesspeople) among them can bring positive effects to the difficult humanitarian situations.

5. The Transformative Capacity of Transnational and Transdisciplinary Networks and the Potential of Alumni Work

Abstract:
The Corona pandemic has shown us more than any other recent event that when it comes to a global crisis, we are all in the same boat. In a complex world, we need cooperation to meet global challenges. Networks can provide a structure that enables cooperation and offers promises of being flexible and adaptable. This paper will focus on transnational and transdisciplinary knowledge networks formed by alumni – people who have experienced collective training at the start of their network journeys. Through this shared experience, I see a special potential for these types of networks to engage in collaborative work and create a wider impact in society. The overall question of this paper is: How can knowledge networks fully develop their transformative potential through strategic alumni management? This question is of interest to network facilitators, especially of alumni networks. In order to address the challenge, the paper first presents findings from the alumni management literature focusing on the definition of alumni management, its relevance and the life stages of ideal alumni. This is complemented by insights from the social movement area that highlight the development paths of networks as well as the success factors for social impact networks. Empirical examples from existing alumni networks elaborate the success factors within their work. From these three areas, five recommendations are deduced. In order to foster transformation and create social impact beyond their networks, alumni networks should: (1) align their activities to the life stages of their alumni, (2) establish and nurture trustful relations among their network members – encompassing all elements of trust (benevolence and confidence, reliability and predictability, competence, honesty, openness as well as familiarity and intimacy), (3) initiate and continually work on a collaborative we-identity process, (4) provide supporting structures that allow for making easy connections as well as (5) enable self-organisation. When these five recommendations are taken into consideration, knowledge networks have a great potential to support societal change.

6. Building a Multi-Directional Transnational Solidarity Movement

Abstract:
Transnational solidarity movements have typically flowed from a central point located in the West, particularly in the United States, to the East and the Global South. Shadi Mokhtari describes this phenomenon as the “traditional West-to-East flow of human rights mobilizations and discourses.” Viewed individually, this phenomenon is not problematic in all cases. However, as Mokhtari argues, this one-directional flow of human rights politics precludes non-Western non-governmental organizations (NGOs) from weighing in on human rights violations committed in the United States. Human rights violations in the United States are typically experienced by marginalized communities, from the mass incarceration and disenfranchisement of African-Americans to the detention and ill-treatment of immigrants, migrants, and refugees. For a truly global human rights movement to emerge—one that is not grounded in Western paternalism and perceived moral superiority—this must change.

Abstract:
Infringements of human rights through the actions of transnational corporations are common in our globalizing world. While the international community has undertaken numerous attempts to hold private corporations responsible for their actions, only soft law instruments govern this area of public international law. Only recently, a first draft was released for a Legally Binding Instrument to Regulate, in International Human Rights Law, the Activities of Transnational Corporations and Other Business Enterprises, also known as the Zero Draft. This article argues that the Zero Draft, while based on contemporary international law, represents a positive first step in the treaty-making process, but it still needs specification and clarification in order to close the gap in human rights protection effectively. First outlining the need for a closure of the gap in human rights protection, this article then closely examines the content of the Zero Draft. To that end, an in-depth analysis of the core provisions of the Draft is offered, especially focusing on the rights of victims, the prevention of human rights infringements, and corporate liability. Furthermore, this article analyzes current State practice and the expectations of the international community towards a legally binding instrument on the topic of business and human rights. Significantly, this article also compares the Zero Draft to existing soft law and previous recommendations on how to close the gap in a binding manner. Finally, the article concludes that, by indirectly holding companies accountable without depriving States of their sovereign power over their companies, the Zero Draft has the potential to be implemented as a future Treaty on Business and Human Rights.

8. Do Trade and Investment (Agreements) Foster Development or Inequality?

Abstract:
This paper proposes to revisit the debate on trade and investment agreements (TIAs), development and inequality, looking at the role of Global Value Chains (GVCs) and trans- national corporations (TNCs). It first presents stylized facts about trade and investment (agreements), declining global economic growth and rising inequality under the latest round of globalization. It then provides a long-run perspective on the mixed blessings of external opening, summarizing some key contributions of the mainstream literature, which are converging with long-standing research findings of more heterodox economists, and the eroding consensus today. Based on this stock-taking, it takes a fresh critical look at the TIAs-GVCs-TNCs nexus and their impact. Using data on value-added in trade and new firm-level data from the consolidated financial statements of the top 2000 TNCs going back to 1995, it examines whether the fragmentation of production along GVCs led to positive structural change or rather stimulated unsustainable trends in extractive and FIRE sectors. It then turns to the role of TNC-driven GVCs as a vehicle for economic concentration. Finally, it presents evidence linking TIAs and their correlates to rising inequality. Key findings include the fact that the ratio of top 2000 TNCs profits over revenues increased by 58 percent between 1995 and 2015. Moreover, the rise in top 2000 TNCs profits accounts for 69 percent of the 2.5 percentage points decline in the global labour income share between 1995 and 2015, with the correlation coefficient between annual changes in both variables as high as 0.82. The paper concludes by calling for a less ideological policy debate on TIAs, which acknowledges the mixed blessings of external financial and trade opening, especially their negative distributional impact and destabilizing macro-financial feedback effects, which both call for policy intervention. As an alternative to short-sighted protectionism, it further discusses possible options for anticipating undesirable effects arising from TIAs (e.g. rising carbon emissions, economic instability, inequality, etc.) and addressing those in TIAs themselves.

Abstract:
It has been acknowledged that the international legal order faces the prospect of significant change through developments such as the Internet, the increase in the influence of NGOs, and also – controversially – the waning of Westphalian dominance by states together with the development of transnational democracy. This paper first examines the transformation that the international legal order has experienced, particularly since the end of the Cold War, underlining the rise of NGOs in the international realm. It then discusses the relationship between this development and both the degeneration of the state-centric system and the issue of democracy that is of growing concern in international law. It concludes that the developments the international legal order has been witnessing are interdependent, having led to the rise of NGOs, resulting in the extension of democracy beyond national borders and increasing pressure on state-centric systems.

Since al-Qaeda’s rise to prominence as the most commonly rec- ognized Islamist group worldwide, Islamist movements are increasingly viewed as violent, transnational organizations. Most Islamist groups, however, are actually non-violent and focused on the domestic audience of their home countries. They can become both violent and transnational as their domestic contexts and incentives change, however. The reasons that Islamist movements move from non-violence to violence, and from national to transna- tional strategies, have far-reaching implications for the way we deal with Islamist groups and are critical for policymakers to under- stand.
