Abstract:
Growing water scarcity and degradation pose rapidly growing challenges to global food security and human well-being. Policymakers contending with these problems face many obstacles, including the increasing cost of developing new water through constructing storage, conveyance and treatment infrastructure, including for desalination of sea water. Other obstacles include the growing degradation of soils in irrigated areas, expanding groundwater depletion, rapidly growing water pollution, and the overall deterioration of freshwater ecosystems. Unless important policy reforms are undertaken today, water scarcity and pollution will adversely affect most, if not all, livelihoods in the coming decades.

he 2016 U.S. presidential election gave rise to concerns about how the next administration might—or might not—approach the challenges posed by climate change. Unfortunately, thus far, the current administration has not only ignored these challenges but also has taken steps to undermine efforts to combat them, such as announcing the U.S. intention to withdraw from the landmark Paris Agreement, rescinding the Clean Power Plan, and revoking former President Barack Obama’s Memorandum on Climate Change and National Security.1 Presenting one small sliver of hope at this year’s Conference of the Parties, acting Assistant Secretary for the Bureau of Oceans and International Environmental and Scientific Affairs in the U.S. Department of State Judith Garber noted that though “the United States intends to withdraw [from the Paris Agreement] at the earliest opportunity, we remain open to the possibility of rejoining at a later date under terms more favorable to the American people.”2 However, the overall picture remains bleak. The steps back from climate mitigation and response could not come at a worse time, given the rapidly accumulating costs of a changing global climate. As detailed in a previous Center for American Progress report, since 2011, the United States has experienced 84 extreme weather events, which have resulted in some 2,000 deaths and cost a total of roughly $675 billion in damages.3 Additionally, according to the most recent Global Climate Risk Index, between 1997 and 2016, “more than 524 000 people died as a direct result of more than 11 000 extreme weather events” around the world, which cost about $3.16 trillion in purchasing power parities.4 These costs, however, are not distributed evenly around the world; they disproportionately fall on the most vulnerable and least equipped to adapt and rebuild. For instance, as the Planetary Security Initiative calculates, from 2004 to 2014, 58 percent of disaster deaths occurred in countries considered to be ranked among the top 30 most fragile states on the Fragile States Index.5 Despite the high costs of extreme weather events, investments aimed at reducing the risks posed by climate change abroad have been insufficient. As pointed out in a report by the U.N. High-Level Panel on Humanitarian Financing, for every $100 spent on development aid projects, “just 40 cents has gone into protecting countries from succumbing to natural disasters.” Driving the need for investment further, the report notes that “12 out of a group of 23 low-income countries received less than US$ 10 million for DRR [Disaster Risk Reduction] over 20 years while receiving US$ 5.6 billion in disaster response.”6 This administration has compounded this problem by moving to slash spending on international and domestic institutions and mechanisms that actively work to prevent costly climate and humanitarian crises.7 However, it is clear that investing in preventive measures, whether they are aimed at conflict prevention or climate change resilience and mitigation, actually reduces costs in the long run. This is true monetarily and, more importantly, in terms of the cost to human lives and livelihoods. The United States should be making strategic investments to build resilience and allay costly future emergency responses—not cutting the already paltry investments in prevention.

Abstract:
The 2014 entry into force of the UN Watercourses Convention of 1997 could institutionalise water law globally, thereby countering hydro-hegemonic approaches. However, since the Convention is out of date; has been ratified by only 36, mostly downstream countries; does not require amendments of pre-existing treaties; and has no Conference of the Parties to ensure that it becomes a living treaty, its actual influence in addressing the evolving problems in transboundary river basins remains minimal. Nevertheless, it is not unimaginable that with an appropriate follow-up to this Convention, it could be converted into a living and relevant framework convention in the future.

Abstract:
Cities are engines of economic growth that provide spaces for social transformation and political inclusion. Their ability to deliver widely accessible and efficiently functioning public services drives productivity and sustains development. We design and apply an assessment framework to 42 cities in 14 African and Asian countries to better understand the functional, administrative, and political dimensions determining the quality and coverage of water, sanitation, and solid waste collection services. We find that urban local governments are constrained in their authority and discretion to deliver basic public services. Reforming intergovernmental institutional structures to better match responsibilities is essential for realizing cities’ full economic potential.

Abstract:
The world’s urban population is projected to add 2.5 billion people by 2050, with nearly 90 percent of the increase concentrated in Asia and Africa. The provision of safe, clean drinking water in urban settings is a high priority for international development, and justifiably so. Drinking water that is protected from contamination improves health, education, and economic growth, yet roughly 150 million urban dwellers do not have access, with numbers on the rise. Fortunately, the problem has not gone unrecognized. An expansive body of work explores the causes of water market failures and the policy interventions national governments can use to mitigate them. This body of work, however, has paid less heed to local governments’ role in implementing those policies, a critical link in the chain of service provision.

The 2015 Aspen-Nicholas Water Forum, brings together each year a select group of water experts with diverse knowledge - from finance and policy to technology and ecosystems - to explore the future of our water system; the role of corporations and municipalities in managing water risk; and the innovations in, and convergence of, water policy, finance, and technology to identify potential game changers. The forum this year specifically focused on water and big data to understand how the emergence of large, but dispersed, amounts of data in the water sector can best be utilized to improve the management and delivery of water for a more sustainable future. Understanding what water data we have, how we collect it, and how to standardize and integrate it may well be a prerequisite to taking action to address a wide range of water challenges.

Abstract:
Millions of poor and vulnerable people face hunger and poverty this year and next because of record global temperatures, droughts and erratic rains in 2014 and 2015, compounded by the development of possibly the most powerful El Niño on record. Strong leadership at every level of government and a coordinated international effort are required to avoid the failures of the 2011 Horn of Africa drought, when the international system was slow to respond and widespread suffering ensued. Urgent humanitarian response is required in places already in crisis such as parts of Ethiopia. This paper focuses particularly on other places, where the crisis is currently unfolding, and where there is still the opportunity for rapid action to mitigate the worst impacts of El Niño.

In response to the perceived quality of a non-market good, households may choose to incur avertive expenditures as a substitute to its aggregate provision, thereby revealing an (inverse) demand function. When unobserved heterogeneity affects both perceived quality and avertive behavior, identification is plagued by a problem of endogeneity. In this paper, I propose to use a first stage model of perceived quality as a function of objective quality to address the endogeneity problem. The exclusion restriction is theoretically motivated, and requires people to have well-formed perceptions of the quality of the good. Moreover, the first stage quantifies the relationship between perceived and objective quality measures, so that this approach can provide micro-consistent marginal willingness to pay estimates for changes in the policy-relevant objective level of provision. As an illustration, I employ data on avertive expenditures for two qualitative aspects of household tap water supply: water hardness and aesthetic quality in terms of taste and odor.

Abstract:
This paper uses avertive expenditures to estimate the demand for qualitative aspects of tap water supply. We focus on two characteristics that are of importance for water consumers: water hardness and aesthetic quality in terms of taste, smell and appearance. To elicit expenditures on substitute products, we survey more than 4,500 households in England and Wales. For water hardness, around 14% of households employ at least one water softener device, with mean and median yearly expenditure around £95 and £50 respectively. Substitutes for the aesthetic quality of tap water mainly include bottled water, water filter devices, or adding squash or cordial before drinking. Overall 39% of respondents report at least one such behaviour, with mean and median yearly expenditure around £92 and £60 respectively. These are substantial amounts given a yearly average household bill of £186 for water services. Matching household data to highly disaggregated records on regional water hardness, our econometric analysis suggests that a 10% reduction in water hardness is associated with a £1.50 reduction in avertive expenditures. We also exploit geographic variation in the aesthetic characteristics of tap water, and correlate self-reported quality ratings to expenditures. We find that a one-fifth increase in the rating of water taste is associated with a £19 reduction in yearly expenditures.

Abstract:
Since this lecture is part of a series dedicated to water, I will try to give a complete flavour of this natural resource. Water has also been called amrit in Indian mythology and is seen in many cultures as the nectar, or elixir of life. Earlier, when there were few large cities or industries, people were poor and their requirements were modest. Yet while the demand for water has risen in the recent past, it is important to bear in mind that since the time the earth was created, the total amount of water has remained almost the same except during the last few years when climate change has brought about certain variations, but little perceptible change, in the total amount of water available for human and ecological use. We all know that sufficient water is not available for producing enough and quality food for all of humankind. Presently, there are about 6.5 billion people on the planet and we grew by almost twice during the last fifty years. The present world population is expected to further double in the next fifty years. The big question, therefore, is whether there shall be sufficient water to grow enough food for all of us in the future.
