This is the third edition of the Ecological Threat Report (ETR), which analyses ecological threats in 228 independent states and territories. Produced by the Institute for Economics & Peace (IEP), the report covers over 3,638 sub-national administrative districts, or 99.99 per cent of the world's population, assessing threats relating to food risk, water risk, rapid population growth and natural disasters. Many ecological threats exist independently of climate change. However, climate change will have an amplifying effect, causing further ecological degradation. The research takes a multi-faceted, multidimensional approach by analysing risk at the national, administrative district and city level, while also assessing these entities by ecological threats, societal resilience and levels of peace. Additionally, the research provides projections to 2050. To assist the international community in prioritising its focus, IEP has identified the countries, administrative districts and cities most at risk

Additionally, the research provides projections to 2050. To assist the international community in prioritising its focus, IEP has identified the countries, administrative districts and cities most at risk. The main finding from the 2022 ETR is that without concerted international action, current levels of ecological degradation will substantially worsen, thereby intensifying a range of social challenges, including malnutrition, forced migration and illness. Current conflicts will escalate and multiply as a result, creating further global insecurity. A nexus of interrelated challenges sustains and feed off each other. Systemic effects compound, ensnaring countries in conflict traps that are difficult to escape. This nexus is explored in the ETR, highlighting the significant impact of high population growth, ecological collapses, weak societal resilience and their relationship to conflict. These issues need to be addressed systemically. Highlighting the gravity of the situation, 90 per cent of the 20 least peaceful countries face at least one catastrophic ecological threat, while 80 per cent have low societal resilience. Ten of the twelve countries with the highest ecological threat rating, in all four domains, currently suffer from conflict deaths, while 11 of these countries have moderate to high ratings for intensity of internal conflict.

13. Nature-based solutions to development and climate change challenges: Understanding ecosystem-based adaptation approaches

Abstract:
Nature-based Solutions (NbS) to climate- and development-related challenges have recently gained attention in development cooperation. Among other, approaches that fall under the NbS umbrella include Ecosystem-based Adaptation (EbA), Ecosystem-based Mitigation (EbM) and Ecosystem-based Disaster Risk Reduction (Eco-DRR). This new DIIS Working Paper focuses on nature-based solutions to climate change adaptation, EbA. It provides an overview of selected lessons learnt from EbA in the context of development cooperation, with a particular emphasis on the opportunities and risks regarding poverty alleviation and rights. It generates learning for Danish development cooperation, including future programming under Denmark’s 2021 development strategy, in which NbS approaches are emphasised. However, the paper can also be read as a general discussion of experiences with EbA in the development context. The three-legged EbA approach focuses on human well-being, ecosystem management, and climate change adaptation. EbA has already been applied to a range of ecosystems, including the restoration of mangroves to shield them against storm and sea-level rises, the management of watersheds to protect against droughts and flooding, the management of rangelands to inhibit desertification and land degradation, and more sustainably managed fisheries and forestry to tackle food insecurity. EbA thus not only addresses the restoration of already degraded ecosystems, but also the sustainable use, management, and conservation of intact ecosystems. The paper provides a conceptual overview of EbA in relation to NbS, outlines the potential in using EbA approaches, and describes the landscape of the institutions and agencies that fund, promote and implement EbA. The paper then provides a synthesis of lessons learned from PES and REDD+ schemes that are of relevance to EbA. For instance, it is emphasised that many REDD+ measures have effectively existed as project islands that were not anchored in national or subnational planning and governance mechanisms. As a result, the conservation activities and socioeconomic benefits were often not effectively integrated or scaled up beyond small project sites. If comprehensively implemented, the EbA approach builds on these experiences by insuring full inclusion of stakeholders from all relevant sectors, as well as demanding full integration in existing policies, planning and governance practices from the ministry levels to sub-national governments. Among the final recommendations and possible entry points for Danish development cooperation, the paper highlights that the support must have a strong focus on ensuring that EbA is pro-poor (i.e. supports poverty alleviation) and rights-based (i.e. supports the rights of local resource users). Experience from EbA and related efforts show that EbA is not automatically pro-poor or supportive of local rights to natural resources and ecosystem services. In particular, there is insufficient attention to and knowledge of rights issues in EbA. Therefore, Danish development cooperation should help lead the way in ensuring that EbA takes a rights-based approach and supports poverty alleviation.

Data acquisition and computerised analysis can be used to plan for emergencies related to important pipe networks. The objective of this study is to illustrate how GIS and hydraulic calculations may be used to reduce the impact of unexpected events, such as contamination and physical destruction and train operators for such scenarios. A case study with calibrated hydraulic calculations is used to investigate the uncertainty of the obtained information. Hydraulic conditions and contaminant transport are simulated with open source software. It is shown how GIS analysis can be utilised to find optimal solutions for flow redirection problems and shutting off portions of the network. A control system integrated network hydraulic simulation solution is described in order to make training and preparation more efficient. The investigation revealed serious deficiencies regarding the necessary input for running simulations. Contaminant transport results indicated that localisation based on computed water quality models is possible, but contains uncertainties. Data processing and simulation are shown to be a promising tool in decision support and preparation based on the applications outlined. Despite advanced databases and computerised analysis tools, collected data and dynamic simulation are not utilised to their full potential in the process of planning for emergencies. Based on the hypothetical simulation presented, further research and data collection are required to reduce the uncertainty of contaminant transport. For future research, more effort has to be put into developing simulation environments.

Produced by the Institute for Economics and Peace (IEP), the report covers over 2,500 subnational administrative units or 99.9 per cent of the world's population. It assesses threats relating to food risk, water risk, rapid population growth, temperature anomalies and natural disasters. These assessments are then combined with national measures of socioeconomic resilience to determine which countries have the most severe threats and lowest coping capabilities. These are the countries most likely to suffer from increased levels of ecological-threat related conflict. The report also looks at the future, with projections out to 2050.

No modern states have ever declared war over water. In fact, nations dependent on shared water sources have collaborated far more frequently than they have clashed. Nevertheless, global surveys have counted over forty hostile, militarized international actions over water—from riots to border skirmishes to larger battles—in the first six decades after World War II. This report reviews the pathways that link water resource pressures to conflict risks and describes how peacebuilding strategies such as water diplomacy can help mitigate these risks.

“The history of water,” writes Sunil S. Amrith, “shows that nature has never truly been conquered.” Nature is a dynamic presence in Amrith’s oeuvre. As a historian of South and Southeast Asia, his research engages the spaces, movements, and processes of a uniquely Indian Oceanic region. The worlds recounted by Amrith are often ones marked by the ambitions of empires and polities, the mass migration of human labour, and indeed, the furies of nature itself. In his latest book, Unruly Waters, Amrith shows how “the schemes of empire builders, the visions of freedom fighters, the designs of engineers—and the cumulative, dispersed actions of hundreds of millions of people across generations—have transformed Asia’s waters over the past two hundred years.” It testifies to the dreams that societies have often pinned to water, as well as its unwieldy and turbulent nature. In his account of “the struggle for water” and control over the Asian monsoon, we come to understand how climate change exacerbates a problem both already in-progress and connected to histories of “reckless development and galloping inequality.” Sunil S. Amrith is presently the Mehra Family Professor of South Asian History at Harvard University. He was the 2017 recipient of the MacArthur Fellowship. From July 2020, Amrith will be the Dhawan Professor of History at Yale University. His most recent book publications include: Unruly Waters: How Rains, Rivers, Coasts, and Seas Have Shaped Asia's History (Basic Books and Penguin UK, 2018), Crossing the Bay of Bengal: The Furies of Nature and the Fortunes of Migrants (Harvard University Press, 2013), and Migration and Diaspora in Modern Asia (Cambridge University Press, 2011).
