It is with great pleasure that I bring you the latest edition of the Women of Color Advancing Peace, Security, and Conflict Transformation (WCAPS) Policy Papers. Looking back to when we began the WCAPS publications, the original goal was to highlight the expertise and the viewpoints of women of color on issues of peace, security, conflict transformation, and foreign policy. It was also to open the door to an opportunity for women of color to be published. What I have observed during my many years in Washington is that it is often challenging for women of color to be published. Many times, I have been asked “how do I get published,” in a space that has left out many women of color. One of the goals of WCAPS is to open doors for women of color that have been closed before. I wanted to ensure we are represented in all the different forums of policy change that exist. I was happy when we began to work on our first publications in 2019 that led to three simultaneous publications in February 2020. Since that time, we not only published the Policy Papers by Women of Color as an ongoing policy journal, but reports, op-ed, statements, and many other articles by WCAPS members. I am happy to see our members now being sought for writing and publications in the fields of peace, security, conflict transformation, and foreign policy. In so many ways, WCAPS is becoming an organization increasingly relied upon to provide authors, as well as experts, panelists, mentors, speakers, and more. WCAPS is also sought after for its members to join other organizations, and WCAPS members are increasingly in positions and roles that were not previously open to young girls and women of color. Once again, WCAPS and women of color are leading the way. We will continue to do so.

Abstract:
UN Security Council Resolution 1325 was unanimously supported in 2000. Twenty years in, even with such broad ranging support, progress towards the goals of Women, Peace and Security (WPS) has been slower than expected. In Canada and the United States, there is a legal mandate to incorporate Women, Peace and Security in the military and civil service sector, but implementation has been met with many challenges. Trainings and educational programs on WPS are created in silos such as academia, military, government, etc., and are often ad hoc. WPS and gender-based analysis must be mainstreamed throughout the entirety of the defense sector. Professional military education (PME) was identified as a key area to target to ensure a broader knowledge base and application of the WPS agenda. Key Findings: Introduce gender analysis/gender-based analysis plus (GBA+) early in the career of military and civil service members, treating it as a core capacity integrated throughout all levels and aspects of training and education; Start with the gender assessment of a situation to mainstream gender at the beginning of a decision-making or project design process; Integrate gender analysis/GBA+ and the WPS framework in operational military planning and training scenarios as taught by PME; Prioritize cross-pollination between PME, academic institutions, and policymakers for successful integration across the field; “real-world” applications, curriculum design, terminology/vocabulary, research, and theory should all inform each other; Ensure frequent consultation with civil society to design, monitor, and evaluate implementation of strategy and commitments; Professionalize the field with regular convenings and budget support that demonstrate institutional commitment to gender analysis/GBA+ and integration.

Abstract:
While technology offers immense potential for humanity, the digital ecosystem has also revealed a darker side - and it is closely intertwined with gender inequality. From lack of participation and access to gender-based bias, harassment, and abuse, women’s experiences in the technology space and with digital platforms are often amplifying inequalities. These issues are not central priorities for technology leaders or policymakers, much like other facets of society. There are pockets of attention on gender dynamics, but they are siloed from one another, and this has prevented a full picture of the landscape or its broader implications. Despite some calls for values-driven or human-centered technology development, and for embedding human rights into technology policy, international policy frameworks that underscore human rights and gender equality are largely missing from the conversation. The proliferation of disinformation, targeting of women political candidates, or marginalized groups such as LGBTQ+ communities on Twitter, Facebook, TikTok, and other platforms, are repeating patterns and events in the digital ecosystem that have significant consequences for society. We were able to identify these system failures as repeating events that affect at least 50% of technology companies’ end-users--and half of the world’s population. For policymakers, the costs of ignoring these trends could lead to new technology, peace and security structures, processes that weaken core human rights, and gender equality norms and obligations around the world.

It is critical that the GFA country and regional plans go beyond the individual empowerment of women in a society and aim to transform the societal power structures that fuel instability and inequality.

Abstract:
The COVID-19 pandemic does not respect borders or power. Armies, weapons, and fortifications will not destroy it. COVID-19 is a national security threat of a different kind. It has killed tens of thousands of Americans so far and has resulted in the complete shutdown of the American economy in just a few months. The United States and countries around the world need to reexamine what it takes for people to be safe. Policymakers can look to the Women, Peace and Security agenda (WPS) for guidance and urgently needed solutions. Policymakers have primarily focused on the Women, Peace and Security agenda exclusively in the foreign policy arena. It has important application for domestic policy as well, especially for achieving policy goals that link to security and prosperity for American families and communities.

The European Institute of Peace is scaling up its efforts to incorporate the Women, Peace and Security Agenda across its work. In order to do this the Institute has developed a “Gender and Peacemaking” Strategy. This will contribute to achieving our vision of a world where people live in safety and peace because conflicts and grievances are resolved through inclusive dialogue and lasting political agreements. The Institute is committed to ensuring that gender perspectives, women’s meaningful participation and protection of their rights are a central component of our work. By using the Women, Peace and Security Agenda as a framework for a localised and rights-based approach to conflict prevention, resolution and peacebuilding we can contribute to international efforts to prevent conflict and create a more sustainable peace.

On March 8, 2000, Ambassador Anwarul K. Chowdhury remarked in his International Women’s Day statement at the United Nations Security Council, …members of the Security Council recognize that peace is inextricably linked with equality between women and men. They affirm that the equal access and full participation of women in power structures and their full involvement in all efforts for the prevention and resolution of conflicts are essential for the maintenance and promotion of peace and equality.i Later that year, the United Nations Security Council unanimously passed the landmark resolution (UNSCR 1325) on Women, Peace and Security. UNSCR 1325 is the first formal recognition of the critical role of women in effective conflict resolution and peacebuilding. The mandate requires attention to gender equality in all aspects of international peace and security decisionmaking. The vision of UNSCR 1325 is to fundamentally change often exclusionary peace and security approaches so that they are fully inclusive and sensitive to the needs and capacities of the entire population. Historically, gender inequality has remained outside the sphere of consideration for many security actors and policymakers. Unlike any other foreign policy agenda, Women, Peace and Security (WPS) originated from a global constituency of non-state actors—women. As a result, WPS promotes nonviolent, human rights–based approaches to peace and security decision-making. This approach explicitly acknowledges equality between men and women as intrinsic to achieving lasting peace.

Abstract:
The White House has now released its long-awaited Strategy on Women, Peace, and Security (WPS). The strategy is mandated under the bipartisan Women, Peace, and Security Act of 2017, which requires the Administration to develop a broad national strategy to support meaningful roles for women around the world in peace operations and political, civic, economic, and security systems. The White House has instructed the Departments of State, Defense, and Homeland Security and the U.S. Agency for International Development (USAID) to produce specific implementation plans within 120 days. The short 15-page text is not the comprehensive strategy required by Congress, but rather a statement of principles and priorities that these four agencies are to use to adopt action plans. As such, it is vital that members of Congress and civil society organizations now assist these agencies in making time-bound, measurable commitments backed by accountability provisions and ample resources, and then hold the Administration’s feet to the fire.

THE GLOBAL FRAGILITY ACT OF 2019 Requires the U.S. government – in collaboration with civil society – to develop a 10-year strategy to enhance stability and to reduce violence and fragility globally. “The President...shall establish a comprehensive, integrated, ten-year strategy...to contribute to the stabilization of conflict-affected areas, address global fragility, and strengthen the capacity of the United States to be an effective leader of international efforts to prevent extremism and violent conflict. The strategy shall focus on addressing long-term causes of fragility and violence, and shall…address the long-term underlying causes of fragility and violence through participatory, locally led programs, empowering marginalized groups such as youth and women, inclusive dialogues and conflict resolutions processes, justice sector reform, good governance across all sectors, community policing and civilian security, and inclusive and accountable service delivery.”
