Abstract:: We study collective decision-making procedures involving the formation of an agenda of issues and the subsequent vote on the position for each issue on the agenda. Issues that are not on the agenda remain unsettled. We use a protocol-free equilibrium concept introduced by Dutta et al. (2004) and show for two prominent voting procedures that essentially any subset of issues may be excluded from the agenda in equilibrium. What is voted upon and what is not depends on the voters preferences in a subtle manner, suggesting a high degree of instability. We also discuss further conditions under which this “anything goes” result may be qualified. In particular, we study those cases where all issues will be put in the agenda.

Abstract:: We provide an instrumental theory of extreme campaign platforms. By adopting an extreme platform, a previously mainstream party with a relatively small probability of winning foregoes such probability altogether. On the other hand, the party builds credibility as the one most capable of delivering an alternative to mainstream policies. The party gambles that if down the road voters become dissatisÖed with the status quo and seek something di§erent, the party will be there ready with a credible alternative. In essence, the party sacriÖces the most immediate election to invest in greater future success. We call this phenomenon tactical extremism. We show under which conditions we expect tactical extremism to arise and we discuss its welfare implications.

The Kofi Annan Foundation’s policy brief, entitled “Access to Justice and Electoral Integrity,” reviews international standards and best practices in which key principles are applied at the crossroads of elections and human rights. It demonstrates the importance of an effective institutional framework that provides legal redress to protect and effectively exercise rights linked to political participation and representation, as well as the remedies and reparations of those violations.
